CALL TO ORDER: Chair Loyola called the meeting to order at 5:30 p.m. 2. ROLL CALL: Present: Commissioners: Loyola, Vignolo, Greer, Horne, Rimas, and Rinke Absent: Commissioner Cleary Staff Present: Jeremy Hammond, Deputy City Manager, City Manager's Office 3. PRESENTATION: None. 4. ACCEPTANCE OF THE AGENDA MOTION BY: Commissioner Rinke, Second by Commissioner Rimas to approve the agenda. MOTION PASSES. YES 6; NO 0; ABSTAINED 0 5. APPROVAL OF MINUTES: Approval of the Regular Minutes of December 9, 2024. MOTION BY: Vice -Chair Vignolo, Second by Commissioner Horne to approve the minutes. MOTION PASSES. YES 6; NO 0; ABSTAINED 0 6. WELCOME AND COMMENTS FROM THE HUMAN RIGHTS COMMISSION CHAIR Chair Loyola presented introductory comments. 7. PUBLIC COMMENTS: Dr. Jonathan Lorenzo Yorba addressed the Commission. 8. NEW BUSINESS: A. Calendar Planning for 2025 The Commission discussed the development of a calendar for 2025. Chair Loyola and others will prepare a list of potential organizations and speakers for future Commission meetings. The staff liaison will reach out to the Police Department and try to arrange a presentation for the February Commission meeting. B. Human Rights Commission Budget The Commission currently has a $3,000 budget. This item will be added to the February agenda for further discussion and future planning. C. Budget Request for Conference Registration MOTION BY: Vice -Chair Vignolo, Second by Commissioner Horne to request approval of an expenditure of $366.34 for Vice -Chair Vignolo's registration fee for the World Pride Conference in Washington, D.C. MOTION PASSES. YES 5; NO: 0; RECUSAL: 1 Human Rights Commission Special Meeting Minutes January 13, 2025 Page 2 9. DISCUSSION ITEMS: A. Update on Municipal Code. The Commission reviewed and discussed proposed revisions to Chapter 2.45 of the Palm Springs Municipal Code regarding the Human Rights Commission. The Commission provided recommendations to the staff liaison for additional revisions to be presented to the City Council in February. B. Discussion of the Community Service Awards This item was tabled for discussion at a future meeting. 10. COMMISSION MEMBER COMMENTS AND REQUESTS: Vice -Chair Vignolo asked to prioritize the appointment of the vacant Commission seats. 11. ADJOURNMENT: Chair Loyola made a motion to adjourn to Monday, January 13, 2025, at 5:30 p.m. MOTION BY: Commissioner Rimas, Second by Commissioner Rinke. MOTION PASSES.
