ACCEPTANCE OF THE AGENDA: The Human Rights Commission will discuss the order of the agenda and may amend the order, add items, and may remove items from the agenda for discussion. 5. PRESENTATIONS: A. Equality California – Craig Pulsipher, Legislative Director B. Homeless and Community Development Department – Roman Ruiz, Homeless Services Coordinator C. Subcommittee Report – Vice-Chair Vignolo and Commissioner Rinke D. World Pride Attendance – Vice-Chair Vignolo 6. APPROVAL OF MINUTES: Approval of the Meeting Minutes of June 9, 2025. 7. PUBLIC COMMENTS: This time has been set aside for members of the public to address the Human Rights Commission on agenda items, and items of general interest within the subject matter jurisdiction of the Commission. Although the Commission values your comments, pursuant to the Brown Act, it generally cannot take any action on items not listed on the posted Agenda. Three (3) minutes are assigned for each speaker. 8. NEW BUSINESS: A. Chair and Vice-Chair Elections – Brenda Pree, City Clerk 9. DISCUSSION ITEMS: A. Continued Calendar Planning for 2025 10. COMMISSION MEMBER COMMENTS AND REQUESTS: ADJOURNMENT: The Commission will adjourn to a regular meeting scheduled on Monday, September 8, 2025. PUBLIC NOTICES Pursuant to G.C. Section 54957.5(b)(2) the designated office for inspection of records in connection with the meeting is the Office of the City Clerk, City Hall, 3200 E. Tahquitz Canyon Way. CALL TO ORDER: Chair Loyola called the meeting to order at 5:00 p.m. 2. ROLL CALL: Present: Commissioners: Loyola, Rimas, Horne, Soja, Rinke, Strong and Nevins. Absent: Commissioners Greer and Vignolo Staff Present: Jeremy Hammond, Deputy City Manager, City Manager’s Office 3. ACCEPTANCE OF THE AGENDA. MOTION BY: Motion by Commissioner Rinke to accept the agenda. Second by Commissioner Rimas. MOTION PASSES. YES 7; NO 0; ABSTAINED 0 4. PRESENTATIONS: None 5. APPROVAL OF MINUTES: Revisions proposed to minutes of May 12, 2025. MOTION BY: Commissioner Soja, Second by Commissioner Rinke to adopt the revised May 12, 2025, minutes. MOTION PASSES. YES 7; NO 0; ABSTAINED 0 6. WELCOME AND COMMENTS FROM THE HUMAN RIGHTS COMMISSION CHAIR Chair Loyola presented introductory comments and introduced Commissioner Strong. 7. PUBLIC COMMENTS: Public comments were presented by Abraham Ishaq, Jane Dodd, Sierra Alvarez, Jake Bachman, Moe Elabdallah, Cambria Blake and Nicole Panter Daly (written comments attached). 8. NEW BUSINESS: A. Draft Presentation – Joint meeting with the City Council The Commission reviewed and provided input on the draft presentation prepared by Chair Loyola. Commissioners were reminded to submit their RSVP for the meeting scheduled June 17, 2025. B. Discussion Regarding Intergroup Tensions The Commission discussed intergroup tensions impacting the City of Palm Springs and created a subcommittee comprised of Vice-Chair Vignolo and Commissioner Rinke to consider the matter in further depth and return to the full Commission with recommendations. 9. DISCUSSION ITEMS: A. Update – Revision to Municipal Code. Human Rights Commission Meeting Minutes June 9, 2025 Page 2 Christine Chacon from the City Attorney’s Office gave a presentation regarding the California Family Code sections regarding domestic partnerships and the City’s Municipal Code regarding domestic partnerships. The Commission discussed ways to simplify language and ensure compliance with the Ca. Family Code. The Commission asked staff liaison to work with the City Attorney’s Office to prepare a revised draft to present at a subsequent meeting. B. Calendar Planning for 2025 The Commission discussed the continued development of the calendar for 2025. Items for future consideration or presentation include Martha’s Village and Kitchen, the Palm Springs Animal Shelter, the Shriners, Palm Springs Pride and Disability Rights, California. 10. COMMISSION MEMBER COMMENTS AND REQUESTS: Commissioners expressed interest in receiving presentations from the following groups: Lamda Legal, Well in the Desert, Palm Springs Animal Shelter, Palm Springs Pride, Disability Rights CA, Martha’s Village, the local Shriners and a local doctors group that staffs a free clinic. 11. ADJOURNMENT: Commissioner Rinke made a motion to adjourn to Monday, July 14, 2025. MOTION BY: Commissioner Rinke, Second by Commissioner Horne. MOTION PASSES.
