Pursuant to CEQA, a mitigated negative declaration of environmental impact was
previously approved by City Council on July 16, 2003, in conjunction with the
approval of Case No. 5.0666 PD-231. Pursuant to Section 15162 of the
California Environmental Quality Act (CEQA), the preparation of further
documentation is not necessary because the circumstances of the project have
not changed. The present project could not, therefore, result in any new
environmental impacts beyond those already assessed in the adopted mitigated
negative declaration.
The golf maintenance complex has been designed in accordance with the design
guidelines for the Escena (Palm Springs Classic) project in terms of height, mass
and bulk of buildings, utilization of architectural features, lighting, and screening
of service areas. The complex is also consistent with the preliminary approvals
in terms of building location and land use. The preliminary approvals state that
the golf maintenance complex shall comply with the development standards of
the M-1 zone. Staff has reviewed the plans for the maintenance complex and
determined that the plans comply with the development standards of the M-1
zone. Therefore, the proposed project is in substantial conformance with
preliminary Planned Development District 231.
