Observed Wave Profile’sCompliant vs Non-Compliant
•Top Graph – Most Commonly Observed Wave Profile over a 60-minute Surf Session
•First Half
•Fewer waves in each set and more time in between sets
•Approx. 3 waves per set / 1m35s duration w/ 70 seconds in between sets
•Second Half
•More waves in each set and less time in between sets
•Approx 6 waves per set / 2m50s duration w/ 55 seconds in between sets
•Bottom Graph – 2nd Most Commonly Observed Wave Profile over a 60-minute Surf Session
•Consistent amount of waves per set and time in between sets throughout the session.
•Approx. 6 waves per set / 2m50s duration w/ 80-90 seconds in between sets
•No extended break period in the middle

•Top Graph – 70dB Noise Level Limit w/ Allowances Over
•Just under half of the total time operating during this hour is above the permitted noise level limits, the noise spikes in the +3dB to +6dB range
•Bottom Graph – 60dB Noise Level Limit w/ Allowances
•Losing 10dB now puts that same profile in the +11dB to +15dB range where there’s less time allocated per the allowances.
•Both the frequency and duration of the wave sets would need to be reduced to stay within the permitted limits.
•Based on the logged data of their current operations, with a 6 wave per set profile the noise would exceed the permitted allowances in the middle of the second set.

•Both the frequency & duration of each set contribute to the noise exceeding the permitted +3dB to +6dB allowances above the noise level limit.

•Concerts took place on both Saturdays & Sundays for consecutive weekends from 12p-6p
–Logged Data shown on the next slide was observed on Saturday April 19, 2025, from 1p thru the conclusion of the concert that day at 1 second intervals
•Noise readings shown were largely consistent with data logged on each of the other 3 event days.
•Approximately 14 Reported Noise Concerns Logged
–Weekend 1 – April 12 & April 13
•11 Reported Concerns
–Weekend 2 – April 19 & April 20
•3 Reported Concerns
–The reported concerns almost exclusively received from neighbors residing in the Tahquitz Creek Golf Neighborhood and referenced the bass vibrations as the source of the nuisance.
