Regulation of Pedicabs
•October 5, 2016 Regulations pertaining to the operation of Pedicabs was introduced to City
Council.
•October 4, 2017 The subject of Pedicab regulations returned to City Council.
•January 24, 2018 A Pilot Program for Pedicab Operation was introduced to City Council.
The Pilot Program included a provision that would allow the consumption of alcohol on
pedicabs. The regulation was adopted. Staff was directed to remove the Pilot Program
designation and remove the alcohol consumption
•February 7, 2018 Ordinance 1951 adopted by City Council establishing Palm Springs
Municipal Code Chapter 5.41 Regulation of Pedicabs. The regulations included a
requirement for a $10 million dollar umbrella policy.

Amendments to Pedicab Regulations
•Removal of $10 million dollar umbrella insurance requirement
•Amend regulations to conform with State Vehicle Code regarding insurance and noise
•Add definition of “megacycle”
•Remove definition of “four-wheeled pedicab”
•Add specific language insuring that the City, as an additional insured and ensuring
indemnification of the City, its officers, employees and agents

California Vehicle Code Section 21215
The operator of the pedicab shall at all times be able to establish financial responsibility in a minimum amount
of one million dollars ($1,000,000) general liability insurance coverage and five hundred thousand dollars
($500,000) general umbrella insurance that covers the pedicab. The local jurisdiction that authorized the
pedicab to operate may require additional proof of financial responsibility.
California Vehicle Code Section 27007
No driver of a vehicle shall operate,or permit the operation of,any sound amplification system which can be
heard outside the vehicle from 50 or more feet when the vehicle is being operated upon a highway,
unless that system is being operated to request assistance or warn of a hazardous situation.
