ATTN: Christopher Hadwin, Director of Planning Services
We have been negatively impacted by the Palm Springs Surf Club since they started the construction and
reconfiguration of the facility. During the construction we attended community meetings with our
neighborhood association, City officials and representatives from the Surf Club. We asked about the noise
and testing of the equipment prior to opening the park. The city representative indicated that no tests were
conducted prior to opening but stressed the facility would be subject to the city noise ordinance or the City
would take remedial action. We have now lived with several years of violation to the city noise ordinance
both with the wave making equipment as well as special events.
During Coachella 2024 and 2025 PSSC has partnered with Goldenvoice to put on EDM concerts for both
weekends. For all of the weekends they have violated the noise ordinance and we have been told by Code
Compliance that multiple complaints have been lodged but no action has been taken by the City to curtail the
violations. They now have a weekly “Adult Swim” on Saturday nights as well as special events such as the
recent motorcycle jumping event. These events have music or amplified PA systems that exceed the noise
code. We have been told by city officials that the current permit for the surf club allows for special events and
DO NOT require any additional approval from the City.
I do not understand how the regulations for vacation rentals have consequences for the homeowner who
would lose their licence if they disregarded the City regulation but the Surf Park has been allowed to operate in
violation of the noise ordinance continually?
During Goldenvoice weekends we have had people come to test the noise level at our house. They do the
testing on the street, but the noise travels along the fairway and our west facing or back yard is impacted more
significantly. When tested on the fairway the noise level has been far higher than the readings on the street.
Testing should accurately reflect the impact the events have on our homes, not the street or pathway
immediately outside of the venue.
Our quality of life and ability to enjoy our home and outdoor area has been and continues to be affected by the
surf park and the City has done nothing to correct the violation and stop them from continuing.
The City of Palm Springs should immediately modify the permits to regulate any amplified music and not allow
the facility to be a concert venue. If the City allows for amplified music they should require sound walls or
barriers which prevent the noise and vibrations from affecting the area residences and if the events exceed the
city code they should be shut down immediately.
Thank you for the consideration and attention to this matter,
David Johnson
