Commission 2025-07-22 agenda #2-B NOTICE: This message originated outside of The City of Palm Springs -- DO NOT CLICK on links or open attachments unless you are sure the content is safe. Dear Planning Commission, City Manager, and Council Members, CCed; Sustainability, our elected DWA Division 1 Representative, other concerned neighborhood members and leaders, RE: Groundwater Protection and a proposed one million five hundred thousand+ square foot warehouse building and related serious sewage issues. Sorry, I don't mean to go all Erin Brockovich here, but we need to get something especially clear. There are ZERO agreements known to exist that any city representative or other leadership could prove, which would GUARANTEE any active sewer line service from the new Mission Springs Water Treatment facility. That facility is located basically across the street to the east of this project. It's especially concerning that there are no agreements which would EVER bring across N. Indian Canyon Dr. service to provide active sewer hookups for ANY Palm Springs facilities or businesses currently existing or coming in the future located north of the I-10 Freeway (Upper West Side NOrg Business District). If there were agreements, this letter would not be necessary. Hopefully some active sewer service agreements come soon. Any requirement by Planning and/or the Commission that all projects "must hookup to sewer when it becomes available", are basically of no value at protecting our precious groundwater, and effectively nothing more than smoke and mirrors, a painful joke. Please don't try to say, "But they will all have Batch Systems in place", as if that fixes anything. Despite what the Environmental Reports say, Batch Systems are nothing more than super sized septic tanks, 2 and they discharge liquified sewage into our sandy soil and precious aquifers. Our area soil types have the most rapid percolation rates of any soil types, which makes this all that more concerning and makes the discharging all that more effectively damaging. Septic and Batch Systems need to be banned. Just for starters, once the nitrates get into the aquifers, there is ZERO way to remove or treat them away, and the water eventually becomes unsellable to the public. There is no gentle way to say this, we don't need another 1,000 -1,500 warehouse employees and visitors everyday, Everyday, EVERYDAY going to the bathroom into our precious underground water storage aquifers. The groundwater has enough very serious concerns to contend with already. Please don't make it worse, e.g., problematic Chromium 6 levels, TDS, and more. Until the City has SOLID, SOLID, SOLID and RAPID guarantees that said active sewer service hookups will happen VERY soon for that entire area of Palm Springs, no project north of the I- 10 Freeway should be approved. Water Quality Protections Matter! Ban the use of septic and batch systems. This is likely an issue I will be bringing up (again) at the next (Sept.) ONE-PS meeting, because it needs serious attention of the residents and businesses alike. Thank you very much for your help and thoughtful consideration, Your friends Bob Heinbaugh & Paul Hinrichsen - Upper West Side NOrg - long-time leadership members.
