To the Palm Springs Planning Commission,
I am writing to express my concerns regarding the proposed major development by In-
and-Out located at 1801 East Palm Canyon Drive and to request that two critical issues
be thoroughly addressed as conditions for the approval of their permit.
My first concern pertains to the existing access road leading into the property off Smoke
Tree Lane. This road, which also serves Smoke Tree Village (including Ace Hardware and
Ralphs), has a well-documented history of code compliance issues due to its persistent
state of disrepair. Large potholes are a constant hazard, and the overall condition of the
road is significantly poor. Given the anticipated increase in traffic volume that this new
development will undoubtedly generate, it is imperative that this access road is brought
up to a safe and compliant standard. Therefore, I respectfully request that any permit
approval include a binding guarantee from the developer to the city that this road will
be comprehensively repaired and maintained to meet all current code compliance
standards.
Secondly, I wish to highlight the current configuration of the entrance off Smoke Tree
Lane into Smoke Tree Commons (which includes Big 5, Jensen's, and McDonald's). This
entrance is notably "tight" and presents considerable difficulty for vehicles attempting
to enter or exit, particularly when multiple cars are involved. The current road and
sidewalk berms contribute to this congested and potentially unsafe situation. With the
addition of a new restaurant, traffic flow at this intersection is likely to worsen,
increasing the risk of accidents and further frustrating drivers. I urge the Planning
Commission to require the developer to propose and implement design modifications
that will significantly improve the safety and ease of ingress and egress at this critical
junction.
Addressing these two concerns – the disrepair of the access road and the constricted
entrance to Smoke Tree Commons – is vital for ensuring public safety, managing traffic
flow effectively, and maintaining the quality of infrastructure in our community. I trust
that the Planning Commission will give these matters due consideration as part of the
permit review process.
