I am a full-time resident and home owner in Palm Springs for the past five years. I am an avid
swimmer and I am usually at the Palm Springs Swim Center seven days a week and according to
my Apple watch have logged in over 2,000 miles of lap swimming at the pool.
The power outage experienced at Sunrise Park this past holiday weekend should be a serious
wake-up call on the vulnerability of our City's current aging infrastructure. Although the City's
rapid response for a temporary fix was exemplary and very expensive this event certainly
reinforces the philosophy of Mayor deHarte and City Council members in that we need to take
care of the City's existing infrastructure and diligently maintain those amenities that we
currently have. In light of our current financial uncertainties Mayor deHarte also advocates for
eliminating funds spent on non-urgent, non-economic driving projects.
These fiduciary philosophies certainly hit close to home with two public facilities; namely the
Swim Center's infrastructure , and the $6M Demuth Park pickleball expansion urgency (although
one could argue that this potentially expands tourism). I would like to focus my discussion on
the Swim Center for now.
The Swim Center (Palm Springs only public pool) is currently slated to receive a $7M Lease
Revenue Bond that will be used to renovate the existing 1974 'bath house'(restrooms, locker
rooms, showers, and lifeguard office). Our understanding is that if there are any remaining
funds after the renovation is complete (2 years out) that they can be used on other pool related
issues such as infrastructure. Given the age and confidence in the existing pool equipment
(pumps, filters, heaters, controls, valving, etc.), pool leaks, the poor condition of the pool
plaster, and deck coating deficiencies, it would seem to make more sense to spend the bond
monies on the pool's infrastructure first. Then if there are any funds remaining put that
towards renovating the building. Could you imagine the negative public fall-out if we built a shiny
new sexy renovated bath house and then have to close the pool because of equipment failure?
Needless to say that would be a disaster!
Over the past months I have spoken to dozens of local swimmers and residents that share the
same thoughts and would be more than willing to co-sign this letter.

I would like to share some of my thoughts on the Demuth Park Pickleball Expansion Project. I have a
solid background in project management for all types of commercial construction, as I have worked for
one of the nation's largest General Contractor (Turner Construction) for my entire career that has
spanned six decades, all on the West Coast.
This is a great project that will provide the residents and visitors with professional quality pickleball
courts in a magnificent setting. I understand the budgetary challenges in our current times of economic
uncertainty, fueled by projected reduced revenues, uninsured losses, project cost overruns, and material
escalation.
In an effort to control/reduce costs and perhaps give project costs better predictability I offer the
following bid strategy for the anticipated upcoming rebid of the Pickleball project:
BASE BID - Construct 12 new courts to the west of the existing courts, including
landscaping/hardscaping, with an appropriate Field Allowance amount. The existing courts would remain
thus eliminating the need to establish temp courts ($100k cost) at the Palm Springs COD campus.
ALTERNATE ADD - Convert existing easterly tennis courts into 4 temp pickleball courts. This will be
needed in order to provide 12 courts during construction of Phase 1 (Base Bid), as there is some overlap
between the westerly existing courts and the 12 new west courts.
ALTERNATE ADD - Demolish existing courts (pickleball and tennis) and build the 12 new easterly courts
(including an appropriate Field Allowance) after completion of the 12 new westerly courts as identified in
the base bid.
ALTERNATE DEDUCT - Delete proprietary Musco light poles/sports lighting but foundations,
underground conduit, and wire to remain in appropriate bid package/phase.
ALTERNATE DEDUCT - Delete the furnishing of numerous amenities (i.e.: bleachers, trash receptacles,
benches, bike racks, etc.) and have the City buy direct (FOB jobsite) thus saving contractor's mark-ups
(20% to 30%). These items become OFCI (Owner Furnished Contractor Installed) which is a very
common practice in the industry. Perhaps the City can embellish this strategy by buying major items
such as sports lighting & shade structures.
Obviously to make this happen the "devil is in the details". You have a great design team in Kimley Horn
and should tap their expertise along with the great minds of our Engineering staff to accomplish this
task.
Another issue to think about that I learned over the years when planning projects is that you don't
design/build a 'church' for Easter Sunday, but rather use a typical Sunday as your design basis. I am
sure that the City has performed their due diligence and has extensive studies on the daily existing
pickleball court usage throughout the day, the various desert seasons, and that this supports the true
need for 24 new courts. From a very simplistic view and using actual bid amounts from the original bid,
you can figure each court to cost approximately $250k.

the Kimley Horn 90% Construction Documents, which included both an estimate and constructability
review.

I am shocked and appalled by Mr. Ready's cannabis request at the last meeting. I could not imagine why. As I
watched the meeting again it became clear - political this for that. Mayor deHarte and Mr. Ready were on the same
page for the budget, both being the only 2 no votes. That seemed odd. Then I heard the request and noticed the
Mayor jumping in to add to the request. One that Mr. Ready was obviously unsure he was asking for. The Mayor
sided with Mr. Ready so he would do his dirty cannabis work! Shame on you Mr. Ready! We all know what a scum
bag cannabis supporter Mayor deHarte is, I, along with many others honestly expected more and better from you!

I am concerned about today's federal indictment of Oak View Group CEO Tim Leiweke on a bid-rigging charge
(Conspiracy to Restrain Trade) related to the Moody Center arena in Austin TX. Public reports indicate OVG has
agreed to pay a $15 million fine to avoid corporate prosecution but, as an individual, it is important to note the CEO
has asserted his innocence. I recommend the City Council proactively initiate a review of the processes followed to
award the management/operation of the Plaza Theater and the Convention Center to the OVG. If the City's
procedural reviews reveal no substantive issues, the City still may want to consider the reputational risks of doing
business with OVG.

Can the City please insist that the new In and Out Burger going into Smoke Tree Village be of
architectural character with the rest of the plaza and PS in general?
Most of their properties are just hideous and ugly, generic boxes that are totally bland. They should
be required to build something that is Mid-Century / Modernist inspired to fit in with the
neighborhood and the city. I would greatly appreciate it if the City made a concerted effort to
demand that.
I live in the area and own a restaurant in the plaza so it is of great concern to me. We have enough
basic, unattractive, commercial building in town! PS should be a little more demanding than your
average, mediocre, American, town.

Each spring and summer, hundreds of thousands of honey bee swarms land on residents' properties and in public spaces. These swarms, although usually
harmless, cause alarm, and many call 911 or an exterminator, rather than a beekeeper.
I'm reaching out with a public resource you can share for folks to get help with a swarm at no cost while protecting critical pollinators.
Citizens of the Hive is a nonprofit initiative that helps the public report honey bee swarms and hear from local beekeepers in minutes. It’s designed to reduce
strain on city staff and emergency services while ensuring swarms are safely rehomed, not destroyed.
We’re a satellite partner of the California Master Beekeeper Program and a member of the North American Pollinator Protection Campaign.
I just checked, and in CA, we have 216 beekeepers ready to respond to swarm reports. Many beekeepers are happy to collect swarms as a public service and as a
way to replenish their hives after this year's particularly high winter losses.

Re: the Floating Rocks art installation at the 1700 Palm Canyon Hotel site:
Currently, as depicted in the most recent photos published by the Palm Springs Post news site, these simply look
like rocks on dark metal sticks. Leaving the impression of some elementary school student’s art work: interesting
concept but poor execution.
Could the Palm Springs Arts Commission at least recommend that the support stems / sticks be painted the identical
color of whatever ground cover will be used? To minimize their visual impact. Even better would be to have a
ground-up version of the same ground cover sediment mixed into to the actual stem coating for not only color but
texture.
If the purpose is to make the rocks visually float, then the support stem finish needs to be re-thought if the picture
published is an accurate depiction.

Attention to Riverside County Environmental Health, Code Enforcement, Fair Housing Council,
HUD, and the Officials of the City of Palm Springs,
I am reporting an ongoing rat infestation at my rental residence in Palm Springs, CA (Riverside
County). Despite multiple complaints over the past several months, the issue remains unresolved,
creating unsafe and unsanitary conditions that directly violate habitability standards and public
health regulations.
Rats are actively entering the home, leaving droppings, contaminating living areas, and damaging
property. This infestation violates California Civil Code §1941.1 and Health and Safety Code
§17920.3.
The property management company (Apek Rentals, LLC) claims that all entryways were sealed
and cleanup was completed in February 2025. They have refused to take further action, even
though the infestation is ongoing and contamination inside the unit continues.
Palm Springs Code Enforcement refused to inspect the property when the issue was reported in
February 2025, contributing to the landlord's failure to resolve the problem, allowing the health
risk to persist, and leaving tenants with no local enforcement action or protection.
I have also relayed concerns about the structural integrity of the building, including visible signs
of deterioration that might pose a risk to tenants.
I filed a formal complaint with the Palm Springs Fire Department on June 10, 2025 regarding
potential fire hazards, including windows that are painted shut & lack of secondary escape routes.
As of today, I haven't received a response or follow-up from that department.
I respectfully request the following:
1. A formal inspection and enforcement action by Riverside County Environmental Health.
2. Support and tenant advocacy from the Fair Housing Council of Riverside County.
3. Oversight by HUD and Palm Springs city officials to ensure code enforcement responsibilities
are fulfilled.
4. That these matters are reviewed by the City Council for its implications on public health and
rental housing accountability in Palm Springs.
5. A full investigation into habitability violations, and fire and structural risks.

I am writing to file an ADA accessibility concern related to Festival Theaters in Palm Springs,
located at 789 E. Tahquitz Canyon Way.
On Wednesday, June 25, 2025, I attended a film screening at this theater and was denied
access to proper captioning. As a Deaf patron, I rely on captioned media for equal
participation. Despite requesting captioning in advance, the accommodation was not provided
or was not functioning properly. This constitutes a violation of Title III of the Americans with
Disabilities Act, which requires public venues to provide effective communication through
auxiliary aids such as captioning.
I have sent the theater an email requesting a response and corrective action plan within 14
days. You were copied on that email, too
I would appreciate your office’s attention to this matter and any assistance in ensuring that
Palm Springs cultural venues comply with federal accessibility standards.

Hi Everyone -
I'm hoping the City Clerk can forward this to the Human Rights Commission as well. I believe the
specific targeting of an ethnic group in our city, who are living in fear of being abducted/kidnapped, is a
human rights issue.
I attached a photo of supposed ICE agents TODAY going after someone in a gardening truck, wearing
masks, long sleeves (to avoid tattoo identification), and no visible signs of a badge or any other
identification, other than the vests, which can be bought on Amazon. I also included a video of an
abduction at the Von's Rimrock from (I believe) yesterday. It's the same situation with the ICE agents.
How do we know if they're real or not? Are we just supposed to take their word for it?
I also attached photos from a post of a man who was posing as an ICE agent in Huntington Park. He was
arrested and had a fake warrant and a loaded gun in his possession. How do we know if this is
happening in our community or not? How do we know if people are taking advantage of immigrants,
threatening to call ICE if they don't take less pay, no pay, have sex with them, you name it? This is a
real problem that isn't going away. To say that you're not assisting ICE is not enough, and quite frankly,
nothing to brag about. I'm sure the local police in Germany said the same thing initially.
Huntington Park's City Council passed a resolution requiring that local police must verify the identity of
anyone claiming to be a federal immigration agent in their city. I think that we can take it a step further
and require that all agents have a signed judicial warrant as well. Otherwise, it's just police-state
kidnapping. I can send you countless videos of LEGAL immigrants and LEGAL US RESIDENTS who have
been swept up, kept in detention for weeks or still remain in detention, or can't be found in the system
and are missing, including children.
I know the City Council has the ability to make this resolution, since they made an emergency resolution
over national politics and Israel and refuse to rescind or amend it to this day. Do people of hispanic
heritage have a right to exist in this City and not live in constant fear? I think so, do you? Otherwise the
claim that we live in a city of diversity and inclusion is just a sham and is limited to only certain groups.

Hi Everyone -
I'm still waiting for an answer from my last email about whether or not if a resident or person is
confronted in the City of Palm Springs, they call 911 to report a possible kidnapping, because ICE agents
aren't serving/showing a signed judicial warrant and/or not identifying themselves and covering their
faces. How do we know they're just fake ICE agents, trafficking our residents and guests of the City?
Isn't it our police department's duty to serve and protect the community? What if they were targeting
white gay men, who we have plenty of? Would you be so silent and compliant if they were abducting
people without signed judicial warrants and/or not identifying themselves? This is not the time for
heartfelt, empty speeches. It's a time for action and what I wish my City tax dollars to be used for.
Attached is a video that was posted TODAY, 6/28/25 @ the Vons Rimrock gas station. I see agents in
vests with plain clothes and in unmarked fleet vehicles. You can't stop pretending it's not happening in
our City, and not just down valley.

Hi Everyone -
I also wanted to send this email to the Human Rights Commission, but I couldn't find a direct email
address. If the City Clerk could forward this to them, it would be much appreciated.
I'm writing to all of you because of the recent local encounters with ICE. Don't you think you should
inform your local residents (legal or not) about their rights if they encounter or are detained by ICE? I
have attached some information I received on social media that could be used as samples for a
template.
I'm also curious as to what local police will do if someone is being detained/questioned by ICE. It's my
understanding that if a resident calls the local police while confronted by ICE at their home or on the
street, residents (legal resident or not, you're not allowed to ask) can call the police and ask local police
to verify the validity of the warrant. Only signed, judicial warrants allow for the search of a home, car, or
person, is what I understand.
My question to our local police is, will you stop an unlawful search and seizure if ICE doesn't have a
signed, judicial warrant? I'd like the answer in writing. A yes or no answer will do, not a word salad that
doesn't really answer the question.

Dear City Leadership and other interested parties,
How would you like it if someone kept parking this - - not in front of their own house - - but in front of your house instead nearly every day?
PSPD needs a RE-Parking ordinance with some teeth to deal with chronic problems like this. Without better policy their available remedies are
far too limited. PSPD do a fine job at being disciplined, measured, and well thought through in how far to go, or not go, with the tools at their
disposal.
This Location: Basically down and across the street from the Santiago Sunrise Mobile Home Park 1500 E. San Rafael Dr.
IMPORTANT NOTE: Other neighborhoods have similar issues happening and have suffered for years. Policy improvement needed.
Near Daily Issue. Not Fair! Just not right! This is not ok!RE-Parking Ordinance needs some real teeth.
