HomeMy WebLinkAboutItem 1A - 05-19-2025 ARC Meeting Minutes - DRAFT ARCHITECTUAL REVIEW COMMITTEE MEETING MINUTES May 19, 2025 CITY OF PALM SPRINGS 3200 East Tahquitz Canyon Way, Palm Springs, California CALL TO ORDER: Chair O’Donnell called the meeting to order at 5:35 p.m. ROLL CALL: Present: O’DONNELL, BASTIN, MACDONALD, THOMAS Excused: THOMPSON, WALSH Absent: CASTRO Staff Present: Principal Planner Ken Lyon, Associate Planner Glenn Mlaker, Assistant Planner Alex Rubalcava, Administrative Assistant Linda Ponce REPORT OF POSTING OF AGENDA: The agenda was available for public access at the City Hall exterior bulletin board (west side of Council Chamber) and the Planning Services counter by 9:00 pm on Wednesday, May 14, 2025. ACCEPTANCE OF THE AGENDA: Ayes: O’DONNELL, BASTIN, MACDONALD, THOMAS Excused: THOMPSON, WALSH Absent: CASTRO Item 1B was requested to be removed from the Consent Agenda for discussion. PUBLIC COMMENT: None. 1. CONSENT CALENDAR: A. APPROVAL OF MINUTES: APRIL 21, 2025 Vice Chair Thomas moved, seconded by member Macdonald, to approve Consent-Calendar. Ayes: O’DONNELL, BASTIN, MACDONALD, THOMAS Excused: THOMPSON, WALSH Absent: CASTRO EXCLUDED CONSENT CALENDAR: Items removed from the Consent Calendar for separate discussion are considered at this time. B. A REQUEST BY CAVIN COSTELLO, DESIGNER, ON BEHALF OF PROPERTY OWNERS, DUSTIN CASH AND JARED RODRIGUEZ, FOR THE APPROVAL OF A MAJOR Architectural Review Committee Meeting Minutes May 19, 2025 City of Palm Springs Page 2 of 3 ARCHITECTURAL (MAJ) APPLICATION TO CONSTRUCT A NEW SINGLE-FAMILY RESIDENCE ON THE SOUTHWEST CORNER OF NORTH INDIAN CANYON DRIVE AND WEST SANTA CATALINA ROAD, APN: 504-122-005, ZONE: RGA 6, (CASE AR-2025-0021) (AR) RECOMMENDATION: Approval Assistant Planner Alex Rubalcava summarized the staff report and answered questions from the committee. Vice Chair Thomas moved, seconded by Member MacDonald to determine the project to be Categorically Exempt pursuant to CEQA and approve the project based on the findings in the staff report subject to conditions including a condition added by the ARC to provide plantings on the outside of the perimeter wall such as Calliandra or equal. Ayes: O’DONNELL, BASTIN, MACDONALD, THOMAS Excused: THOMPSON, WALSH Absent: CASTRO PUBLIC COMMENT: Member Castro joined the meeting at 5:49 p.m. 2. UNFINISHED BUSINESS: None. 3. NEW BUSINESS: A. A REQUEST BY LILAC 19, LLC, FOR A MAJOR ARCHITECTURAL PERMIT APPLICATION FOR THE CONSTRUCTION OF A QUICK SERVICE RESTAURANT NAMED CHICK-FIL-A WITH A DRIVE-THROUGH LOCATED AT 5200 EAST RAMON ROAD, ZONE M-1-P (PDD 291) (CASE # AR 2024-0003) (GM) RECOMMENDATION: Approval Associate Planner Glenn Mlaker summarized the staff report and answered questions of the committee. Jeremiah Cover and Eric Baker (representatives for the applicant) spoke and answered questions of the committee. ARCHITECTUAL REVIEW COMMITTEE REPORTS, REQUESTS AND COMMENTS: Member MacDonald moved, seconded by Vice Chair Thomas to determine the project to be Categorically Exempt pursuant to CEQA and approve the project based on the findings in the staff report subject to conditions including: 1. Front entry door overhang to be extended up to six (6) feet in depth to provide greater solar control. 2. The low screen wall on the east side of drive through adjacent to the shopping center driveway be moved to provide a two (2) foot planter area and add landscaping. 3. Increase the length of overhang above the door and window on the south building elevation adjacent to outdoor patio. 4. Add solar control horizontal slats on the order and pick up canopies extending six (6) feet down from the roof. The design to be consistent with the outdoor patio canopy. 5. Revise the landscape plan with appropriate plant material to be reviewed by a sub-committee consisting of Chair O’Donnell and Member MacDonald. Staff to approve final version of the landscape plan in consultation with sub-committee.
