SUMMARY
Alexander Mohler has requested an appeal of the six-month suspension of the Vacation
Rental Registration Certificate and the administrative fine of $2,500 for failure of
submitting a Contract Summary to the Enforcement Official for the property located at
956 S. Paseo Caroleta, Palm Springs.
RECOMMENDATION:
1) Open the Appeal Hearing and accept public testimony.
2) Adopt Resolution No. ______, A RESOLUTION OF THE ADMINISTRATIVE

Vacation Rental Appeal – 956 S, Paseo Caroleta, Palm Springs
BACKGROUND:
The property located at 956 S. Paseo Caroleta, Palm Springs, is a registered Vacation
Rental with the City of Palm Springs with a start date of December 10, 2020.
On Sunday, April 20, 2025, the Department of Special Programs Compliance on-call
officer was notified via the City of Palm Springs Short-Term Vacation Rental
Hotline of a music heard beyond property lines complaint that they had received from a
citizen. A citation was issued to the responsible renter, of which confirmation was that
they had booked a short-term stay. A thorough search of the city's record-keeping
database revealed that a contract summary had not been submitted for this particular
guest's stay for the dates of April 17, 2025, and April 20, 2025.
STAFF ANALYSIS:
The owner for the property located at 956 S. Paseo Caroleta was issued administrative
citation AB0764 for failure to file contract summaries to the Enforcement Official as
required by The Vacation Rental Ordinance 2075 for guests stays of 28 days or less at a
Vacation Rental.
The Vacation Rental Ordinance No. 2075 (Palm Springs Municipal Code 5.25) requires
the submittal of a Contract Summary prior to each separate guest stay of 28 days or less
at a Vacation Rental. This Contract Summary allows the Office of Special Program
Compliance Department to verify the contract limitations outlined in Palm Springs
Municipal Code Section 5.25.070(b).
Palm Springs Municipal Code (PSMC) 5.25.070(b) states “A Contract includes any
occupancy of a property subject to a Vacation Rental registration certificate by persons
other than the Owner when the Owner is not present during such occupancy, regardless
of whether compensation is paid for such occupancy or whether occupancy is evidenced
in an agreement or document”.
On June 20, 2024, staff placed a message in the old contract summary tool notifying
users that the summary tool was being phased out and moved over to the new online
system.

On December 12, 2024, staff updated the messaging on the old contract summary tool
that summaries for the calendar year 2025 and any future dates must be submitted in the
new system. This message also included a “how-to” video.
Records from the old contract summary system show that nine summaries were
submitted between the notification dates listed above with the messaging that the old
system is being phased out.

Vacation Rental Appeal – 956 S, Paseo Caroleta, Palm Springs
The new on-line system shows that the owner registered as a user in July of 2025 and a
local contact was registered in February 2025
Recent notification of the requirement to submit a contract summary is in the online
Vacation Rental Application Section D, line item 2, accompanied by a how-to-video. This
application was completed on November 16, 2024.
A second notification was sent at the final approval of the Vacation Rental Registration
Certificate. An email was sent by staff January 8, 2025, at 12:14 am MST with the below
information. This email shows in the online system as being opened on May 4, 2025.
The letter that was emailed to the email address on file is shown in Attachment 5.
On February 19, 2025, Nilesh Kumar, the Local Contact for the property contacted the
Department of Special Program Compliance staff inquiring on how to submit a Contract
Summary for 2025. Staff confirmed that Nilesh’s account was not complete but proceeded
to manually add Nilesh to the account. Staff also provided a link to “how-to” videos.

Owner, please read and intia/ each box below.
For new permiltees, on and after October 18, 2022 , no more than 26 contracts for vacation rental use of a property shall be allowed or provided in any calendar year. For existing permittees , no more than 32 contracts for vacation rental
use of a property shall be allowed or provided in any ca lendar year ; however, up to fou r additional contracts shall be allowed or provided for the th ird quarter of a calendar year so long as the entire term of each such contract occurs
during such th ird quarter, subject to reduction in such numbers on and after January 1, 2026 . For any property for which a Junior Vacation Rental Registration Certificate has been issued , no more th an 6 contracts for vacat ion rental
use of that property shall be allowed or provided in any calendar year. •

Vacation Rental Appeal – 956 S, Paseo Caroleta, Palm Springs
The City of Palm Springs Code Compliance determined after receiving a compliant on
April 20, 2025, for loud music at the Vacation Rental property that the owner had not
submitted a Contract Summary for the short-term Vacation Rental stay occurring on the
date of the event.
During conversations with the local contact for the property, it was confirmed that owner
or representative had received notification via email from the Department of Special
Program Compliance administrative staff, including a weblink, to set up an online account
for all contract summary submissions for short-term rental stays. The local contact
indicated during the conversation that this guest’s stay was one of the first short-term
stays after the property had hosted long-term stays previously. During the investigation
into the property, including the Airbnb.com listing:
https://www.airbnb.com/rooms/45996845, "Bright & Modern Palm Springs Pool Home",
there was an additional review in March 2025 from guest "Liz" indicating that they had
"Stayed a few nights". Upon checking the city's record-keeping database, there were no
contract summary submissions on file for any short-term stays for 2025.
A review below of the Contract Summary system confirms that four summaries have been
submitted after the event on April 20, 2025.There were no summaries submitted prior.
The property has submitted contract summaries in the past. A review of the older system
used by the City of Palm Springs shows that the owner or representative have submitted
92 summaries between February 2021 through December 2024. However, none of the
recent submissions were for any dates in 2025.
Staff finds that based on the information reviewed, that short-term vacation rental use at
the property 956 S. Paseo Caroleta occurred and a Contract Summary was not submitted
as required prior to a guest stay of 28-days or less and proceeded to issue administrative
citation number AB0764 in the amount of $2,500.00 to Alexander Mohler & Steve Sun,
the owners on title, for failure to file a contract summary to the Enforcement Official prior
to occupancy of the Vacation Rental. The Administrative Citation was mailed by staff to
the mailing address located on the title report.

Vacation Rental Appeal – 956 S, Paseo Caroleta, Palm Springs
Pursuant to Palm Springs Municipal Code 5.25.090(d) the Vacation Rental Certificate
was suspended for a period of six-months starting May 26, 2025.
The following Palm Springs Municipal Code Sections are applicable to this matter:
The Palm Springs Municipal Code §5.25.030 Definitions, reads as follows:
"Vacation Rental" means a single-family dwelling, or any portion thereof,
utilized for occupancy for dwelling, lodging, or sleeping purposes without
the Owner being present for a period of twenty-eight (28) consecutive days
or less,…”
Palm Springs Municipal Code §5.25.070(b) reads as follows:
No more than thirty-two (32) Contracts for Vacation Rental use of a
property shall be allowed or provided in any calendar year; however, up to
four (4) additional Contracts shall be allowed or provided for the Third
Quarter of a calendar year so long as the entire term of each such
Contract occurs during such Third Quarter A Contract includes any
occupancy of a property subject to a Vacation Rental registration
certificate by persons other than the Owner when the Owner is not present
during such occupancy, regardless of whether compensation is paid for
such occupancy or whether occupancy is evidenced in an agreement or
document.
Palm Springs Municipal Code §5.25.070(h) reads as follows:
”Prior to occupancy pursuant to each separate occasion of rental of a
Vacation Rental, the Owner or the Owner’s agent or representative shall
enter into a written Contract with a Responsible Person where (1) the
Responsible Person will provide the Responsible Person’s name, age,
address, and a copy of a government issued identification; (2) establishes
and sets out the terms and conditions of the Contract, including without
limitation occupancy limits, noise prohibitions, and vehicle parking
requirements; (3) requires the Responsible Person to acknowledge and
agree that he or she is legally responsible for compliance of all occupants
of the Vacation Rental or their guests with all provisions of this Chapter
and/or the Municipal Code; (4) the Owner or the Owner’s Agent provides a
copy of the “Good Neighbor Brochure” to the Responsible Person; (5) the
Responsible Person provides a list of all guests by name; and (6) the
Responsible Person provides a list of all guests’ vehicles, including license
plate numbers. Each Contract shall be maintained by the Owner or the
Owner’s Agent for a minimum of four (4) years and shall be readily available
for inspection upon request of the Enforcement Official. A summary or
abstract of the written Contract, in a form approved by the
Enforcement Official, shall be filed with the Enforcement Official prior

to occupancy, in a manner approved by the Enforcement Official, and
shall be posted in a conspicuous location on the Vacation Rental
property and shall be made available on site at the request of an
Enforcement Official”.
Palm Springs Municipal Code §5.25.090(d) reads as follows regarding the administrative
fines:
“Any person who advertises a Vacation Rental without including the
Vacation Registration Certificate in any advertising for such Vacation
Rental, or operates a Vacation Rental without a contract, or without
providing the City with a summary or abstract of such contract, or
without timely tendering full monthly payments of transient occupancy tax,
shall pay a fine in the amount of Two Thousand, Five Hundred Dollars
($2,500.00) and the Owner’s Vacation Registration Certificate shall be
suspended for six (6) months for a first offense and shall pay a fine in the
amount of Five Thousand Dollars ($5,000.00) and the Owner’s Vacation
Registration Certificate shall be revoked for a second offense. Any
subsequent violations will be subject to the provisions of Subsection (c) of
this Section”.

Jurisdiction: This administrative hearing is conducted in accordance with Palm
Springs Municipal Code 2.50 which confers jurisdiction upon the Administrative Appeals
Board.
WHEREAS, Alexander Mohler & Steve Sun did not file a Contract Summary for
an occupancy 28 days or less;
WHEREAS, any person who operates a Vacation Rental and fails to submit a
contract summary to the Enforcement Official, shall be liable to the City an
administrative fine in the amount of Two Thousand and Five Hundred Dollars
($2,500.00), and shall have the Vacation Rental Registration Certificate suspended for a
period of six-months, Palm Springs Municipal Code 5.25.090 (d); and
WHEREAS, “Vacation Rental” means a single-family dwelling, or any portion
thereof, utilized for occupancy for dwelling, lodging, or sleeping purposes without the
Owner being present for a period of twenty-eight (28) consecutive days or less; and
WHEREAS, the City investigated and determined that the Vacation Rental
Property 956 S. Paseo Caroleta, hosted guests for a period of twenty-eight (28)
consecutive days or less; and
WHEREAS, Administrative Citation No. AB0764 failure to file a Contract
Summary was issued on April 22, 2025 to Alexander Mohler & Steve Sun for the
property located at 956 S. Paseo Caroleta, Palm Springs; and
WHEREAS, Alexander Mohler filed an administrative appeal of the
Administrative Citation No. AB0764 for failure to file a Contract Summary prior to an
occupancy for the property 956 S. Paseo Caroleta, Palm Springs to the Enforcement
Official with the City Clerk and paid the appeal fee; and
WHEREAS, the Administrative Appeals Board opened and conducted a duly
noticed Administrative Appeal Hearing on June 16, 2025; and

WHEREAS, the Administrative Appeals Board was presented prima facie
evidence that Alexander Mohler & Steve Sun, violated Section 5.25.070 (h) of the Palm
Springs Municipal Code; and
WHEREAS, the Administrative Appeals Board has carefully reviewed and
considered all the evidence presented in connection with said appeal on June 16, 2025;
and
THE ADMINISTRATIVE APPEALS BOARD HEREBY FINDS, after due
consideration given to the relevancy, weight and credibility of testimony and evidence,
and based upon a preponderance of the evidence in accordance with the Board’s
procedures, as follows:
SECTION 1.
The Appellant is in violation of Palm Springs Municipal Code 5.25.070(h).
The Administrative Appeals Board upholds the administrative decision of a six-
month suspension of the Vacation Rental Registration Certificate and the
Administrative Fine of $2500.00 to Alexander Mohler & Steve Sun., for the
property located at 956 S. Paseo Caroleta, Palm Springs
The Appellant is not in violation of Palm Springs Municipal Code 5.25.070(h).
The Administrative Appeals Board overturns the administrative decision of a six-
month suspension of the Vacation Rental Registration Certificate and the
Administrative Fine of $2500.00 to Alexander Mohler & Steve Sun., for the
property located at 956 S. Paseo Caroleta, Palm Springs

Dear Members of the Administrative Appeals Board,
We respectfully submit this letter to formally appeal Administrative Citation #AB0764
regarding our property at 956 S Paseo Caroleta, Palm Springs, CA. We take this matter
extremely seriously and would like to provide the following context for your consideration.
First and foremost, we want to reaffirm our commitment to responsible short-term rental
operations. We have no prior history of violations with the City of Palm Springs and have
consistently submitted all required contract summaries through the City's previous
system. Additionally, we have remained fully current on our Transient Occupancy Tax
(TOT) obligations since obtaining a permit in 2020 and have always strived to comply with
all municipal regulations in good faith.
In this case, the violation occurred during the recent transition to the City's new digital
compliance platform in early 2025. Our designated local contact, who has overseen our
account for several years, attempted to create a new system login in February 2025 (a
screenshot of his correspondence to set up the account is included with this appeal).
According to his documentation, he attempted to submit the required contract summaries;
however, the new platform does not provide confirmation emails or submission receipts
as the previous system did. We are currently working to gather all available supporting
evidence, including login attempts and browser history. Meanwhile, we have continued to
submit our monthly TOT reports consistently and on time throughout the system
transition.
We fully understand the importance of compliance and take complete accountability for
resolving this matter. As such, we have already submitted the missing contract
summaries. In addition, we are in the process of parting ways with our former local contact
and have begun interviewing new property managers. We are committed to implementing
stronger internal oversight to ensure this issue does not happen again.
We respectfully request that the City consider the following:
• Our clean track record over t~e past four years
• Our on-time TOT payments, including for the period in question
• The technological transition issues involved in this case
• Our swift and proactive response, including documentation submission and new
management planning
We deeply value the trust the City places in its hosting community and take our obligations
seriously. We ask for the opportunity to correct this isolated issue without a six-month
suspension that would be unduly punitive given the context, and unwarranted given our
demonstrated record of good faith compliance.

I am writing in response to the notice of violation issued regarding 956 Paseo Caroleta property,
specifically for the failure to submit a short-term rental contract as required by the Palm Springs
Vacation Rental Ordinance.
I acknowledge that submitting a rental contract summary is a requirement for all short-term
rental activity. In this instance, the failure to submit the required documentation was
unintentional and the result of an administrative oversight due to the new GovOS system. At no
point was it my intention to avoid compliance with city regulations.
I respectfully request leniency regarding this violation, as this was a first-time oversight, and I
am committed to maintaining full compliance with the City's ordinances.

You are hereby notified that a violation of Palm Springs Municipal Code Section 5.25.070(h) has been
determined to exist with respect to your ownership and use of the property referenced above. Accordingly,
you are receiving this Administrative Citation# AB0764. Pursuant to Section 5.25.090{d), you are ordered
to pay an administrative fine in the amount of two thousand five hundred dollars ($2,500.00). Further,
the Vacation Registration Certificate shall be suspended for a period of six (6) months for a first
offense.
Also, according to Section 5.25.090( d), a second violation arising from a failure to submit a contract
summary will result in an administrative fine in the amount of not less than five thousand dollars
($5,000.00) and a revocation of the owner's Vacation Registration Certificate.
Additional information concerning this violation is reflected below:
On Sunday, April 20, 2025, the Department of Special Programs Compliance on-call officer responsible for
Vacation Rentals was notified via the City of Palm Springs Short-Term Vacation Rental Hotline of a music heard
beyond property lines complaint that they had received from a citizen. Once the on-call officers arrived at the
property, the complaint was substantiated, and a citation was issued to the responsible renter, of which
confirmation was made that they had booked a short-term stay. Upon arrival back to the office, a thorough search
of the city's record-keeping database revealed that a contract summary had not been submitted for this particular guest's stay for the dates of April 17, 2025, and April 20, 2025. During my conversation with the local contact for
the property, it was confirmed that they had received notification via email from the Department of Special Program
Compliance administrative staff, including a web/ink, to set up an online account for all contract summary
submissions for short-term rental stays. The local contact indicated during our conversation that this particular
guest's stay was one of the first short-term stays after the property had hosted long-term stays previously. During
my investigation into the property, including the Airbnb.com listing: https:l/www.airbnb.com/rooms/45996845,
"Bright & Modern Palm Springs Pool Home': there was an additional review in March 2025 from guest "Liz"
indicating that they had "Stayed a few nights". Upon checking the city's record-keeping database, there were no
contract summary submissions on file for any short-term stays for 2025.

We absolutely loved our stay here. The house is beautiful and so functional. We loved the layout, the bathrooms, the
beds (so comfortable), and especially the kitchen and backyard. The location is quiet and very convenient. The pool
and hot tub are lovely. The kitchen is the best stocked kitchen of any Airbnb I've rented. We very much enjoyed
spending our days doing absolutely nothing but swimming and reading in the back yard. The park down the road is
great if you like to run or need to get the kids out on a playground. Will definitely rent again.

The place is well-located. Close to the airport and to downtown. It's nicely decorated and the pool area is beautiful.
DeMuth Park is in walking distance so it's a great place for pickleball players.
I appreciated all the little efforts like providing TP and coffee pods. I bought more but it was nice to walk in to a fully
equipped home.

The accommodation could be provided to us at very short notice. The address was easy to find and everything was as
expected.
Pure privacy, quiet and in just 10 minutes by car in the center. In 5 minutes at the Palm Springs Air Museum. A real
highlight.
Air conditioning worked perfectly in all rooms, wifi and keyless entry worked flawlessly. Everything tastefully decorated,
without unnecessary stuff, simply cozy.
It should be noted that the host was available at all times and was quick to respond.
We felt soo comfortable.

Honestly, pictures didn't do this place justice! We absolutely loved our stay here. It was super comfortable & cozy and
the best part was there's a hot tub inside & jacuzzi outside. They didn't charge an additional fee for heating the spa so
that was a major plus and much appreciated. The beds were super comfortable and the blackout curtains were truly a
lifesaver! There was also a bunch of spices, teas & condiments in the fridge waiting for us -making us feel right at
home.
Hosts were very responsive and kind, accommodating and allowed us flexible check-out. I highly recommend this
gorgeous home in Palm Springs, it's a gem.

Very conveniently located near Demuth Park, which was great for walking and playing tennis. The heated pool came at
no extra charge which was nice compared to some other listings. Kitchen was equipped with everything we needed
and there were plenty of towels for the pool and bathing. Overall, great.

Our stay was really nice and relaxing! The host was super helpful and communicative. He even came to drop off certain
supplies (e.g. draino for the shower). There were a few general maintenance things that came up (drain backing up,
some issues with the stove-top, some light bulbs out, tile of fire pit falling apart a bit, etc) which is why we didn't give it a
full 5 stars. But, I would definitely consider staying there again. Beds are very soft, which I liked, but the rest of my party
didn't (but that just comes down to preference!). The pool/hot-tub was really relaxing and as shown in photos. Overall it
was a good stay! Service from the hosts was incredibly professional and supportive.

We enjoyed our stay over the Christmas holida y. The neighborhood was peaceful and an easy drive to downtown. The
house was beautifully appointed and we appreciated the amenities. We were able to enjoy the pool and hot tub for a

Loved the saltwater pool at Alex's place-it's such a nice experience not having to swim around in a heavily-chlorinated
pool! The shallow lounging ledge in the pool is wonderful for cooling off while still getting your tan on! The beds were
comfortable and there were plenty of bath and pool towels provided. The tall hedges in the backyard make it a peaceful
and private oasis to unwind and relax. It's also great that pets can be accommodated for a fee. The hosts were very
responsive to any questions I had and the checkout process is such a breeze! Definitely recommend staying here if you
want somewhere private to chill while still being a quick 5 minute drive to grocery stores, restaurants, and bars.

We require saltwater pools because of personal issues and we were not informed the pool wouldn't be saltwater during
our stay. We found out through a concerned conversation (because our eyes and skin were burning) with the pool
technician after the chlorine did it's damage. When brought up with the owners, they played dumb and were very
dismissive. A pool tech comes twice a week so there was time to be notified and fixed before our arrival. It was fixed the
next day after bringing it up which means it was an easy thing to do. Why it wasn't fixed beforehand is beyond me.
I asked before booking about the pool indicating this was important to us. We should have been notified as soon as the
owners knew so we could have made other arrangements. I will not be staying here again or at any of the other
properties for this host. They would really benefit from taking a few customer service courses because their responses
were defensive and appalling.

Alex's place was great! It was very clean, had nice, modern furnishings, looked exactly like the photos, and had an
incredible pool in the backyard. Located right around 3 miles from the heart of downtown Palm Springs, it was private

Loved staying here! As my boyfriend and I were on the way from LA to Stagecoach Festival the original AirBnb I had
booked canceled on me. As I scrabbled to find a new place to stay, Alex and Nilesh's place caught my eye. I booked
immediately and it's truly been one of the best Airbnb experiences! Nilesh had the place ready for us within an hour and
sent super clear instructions on everything we needed to know about the home and the how-to's. It was has equipped
with everything you'd need to comfortably stay at an air bnb, extremely clean, the pool was perfect to beat the heat and

Everything was great here! We stayed with our whole family and our two young kids had the best time. The pool/spa is

We had a fabulous stay and found the place to be in a great location with a private backyard pool and oasis that was
extremely clean and stocked with outdoor pool toys and outdoor games. The inside of the house was pristine and
thoughtfully decorated with the kitchen and bathrooms well stocked with towels, supplies. Pictures were accurate and
we found the house to be in a great location -far enough to be quiet and private and close enough to easily get to
downtown Palm Springs. Would consider staying when we return in the future

It is a brigt, cheery place to stay. The location seems a bit far from downtown but I found the park and Prescott
Preserve were wonderful places to walk around and enjoy the mountains. Ramon is a main artery into town not far from
the house making getting to resturants pretty easy.

This home is a perfect for 3-4 people to get away to Palm Springs and call their desert home base for an extended stay.
The master bedroom is spacious and the two additional bedrooms are perfect for additional guests. The living room and
dining room areas are perfect for socializing and the kitchen had everything needed to cook up a quick meal. The desks
in the master and smaller bedroom are perfect for those working remotely while traveling. The backyard is perfect for

Perfect escape! We were in Palm Springs for a relaxing getaway and loved Alex and Nilesh's place! It is just like the
pictures, they are great hosts and the backyard is perfect. The only downside (or upside maybe) is it is right next to the

We cooked almost every day and the kitchen is fully stocked with everything you'll need. The location is also very close
to downtown Palm Springs to enjoy the restaurants and shops nearby.
We spent a significant amount of our time poolside relaxing and watching some beautiful butterflies fly by.

Great communication and easy stay. We had a great trip! Location was central to get to shopping, downtown and to
Palm Desert. Loved the pool and the cornhole setup. I just wish we could have enjoyed it more as it rained for a few
days. Pictures and previous reviews are accurate and I'd 100% stay here again!
Amenities are spot on. Comfortable couch, lots of storage for a longer stay (drawers for clothes) great washer and
dryer/garage decent cooking setup etc. well done by these two!

We really enjoyed our stay in this home! The layout and size are great and you can see that it has all been very thought
through. A well-curated decor brings out a real charm and looks great without feeling like every other rental in PS. The
rooms have comfortable beds and great window shades to keep the morning sun out. Once outside, the pool is truly
spectacular and a star of the property. There's a nice long end for swimming laps, a baja shelf positioned to receive
perfect sun for its two two-built in loungers, and a deep section in the center. The neighborhood is very quiet, and just a
few blocks from the gorgeous DeMuth Park. If you're looking for some more park time outdoors the home is also very
close to Sunrise Park. If you're interested in getting to Downtown PS you're just minutes away, and the shopping
centers for food, groceries and coffee spots are all close by too. We recommend Monster Shakes ',), Chicken Ranch

wading area but it drops off to much deeper water. The hot tub warms up quickly and the lighting system at night is

The perfect set up for our family of 4 with room to spare. We lived in the pool -and our littlest loved the shallow
tanning shelf for play. The location is ideal with a playground just a short walk away and a grocery store / Starbucks /

We had a great time in this beautiful rental and the location was perfect as our home base for exploring Palm Springs
and Joshua Tree. Our son would happily have spent all day every day in the pool (and we all enjoyed some time to
relax there and on the couch in the cabana after time hiking on the nearby trails or at the National Park). The kitchen
was well-equipped and we had everything we needed for a fun and relaxing stay. Nilesh was very responsive to
questions/communication, and check in/check out was smooth.

Great find in Palm Springs! My husband, parents, and I spent 5 nights here in March and loved it. The place is very
cute, comfortable, and has everything you need. I loved the pool (there's a ledge you can hang out on), hot tub, and
happy hour around the fire pit. The house is a 10 minute drive to downtown and near some bike trails for running.
Nilesh was very helpful with recommendations. Would definitely stay here again!

user friendly. And the backyard is incredible! The pool and hot tub are perfect, and there so many different seating

Wonderful place to stay with my family! We loved the pool and the location is perfect to take advantage of all Palm
Springs has to offer. The AC was glorious in the 100+ heat, beds were comfy, and kitchen was well-stocked for cooking.
We had some trouble getting consistent hot water in the showers but everything else was perfect. We will definitely be
back to stay again!

This place was perfect for our group! The home was comfortable, clean and had everything we needed to stay for the
week (tv, music, fully-stocked kitchen, laundry). The best part was the pool and hot tub. The pool has plenty of
hangout/lounging areas and made it the place to be for our group of friends. The backyard feels very private and added
to the vacation feel.
The check-in and check-out process was super easy. We were less than 1 0min drive to Downtown Palm Springs. The
home is also close to all major stores (T Js, Ta rget, Ralphs, Walmart). It was great for running out for supplies and last
minute needed birthday decorations.
Overall, we would definitely book again!

This house was a perfect getaway for my husband and I and our two kids. The house has a nice spacious layout and
the beds are all pretty comfy. We worked from there and didn't have any issues with the WiFi. The pool and yard are all
well maintained. The back door to the pool beeps when the door opens, which is nice when you have kids in the house.
The weather wasn't very nice but the pool was heated and the kids were in it a ton (also totally worth the extra money to
heat). We had a couple of small maintenance issues and those were taken care of immediately after I reached out. We
would love to stay there again. This was one of the hardest places to leave.

Amazing! We wanted to get away for a few days, chill by a pool, cook and do nothing and the entire stay was beyond
our expectations.
Nilesh and Alex were very quick to respond, flexible for our check in time and readily available for any questions.
The place is modern, very clean and had all the amenities we needed from smart tv with Netflix and Hulu to cozy
blankets on the couch, smart thermostat, heated jacuzzi and pool, toiletries and a full kitchen were we happily cooked
for 5 days (super thankful for the dishwasher).
The outdoor area was perfect -tip: sun comes on the garden and pool until 2:45pm-3pm (this was in February) and we
made the most of it. We also brought floating mattresses to lounge on the pool. Rest of the day/evening was spent in
the jacuzzi. There is also a gas fire pit which we did not use and a great bbq which we did use twice!
The location is 10 minutes from the strip which has all the restaurants/shops and the grocery stores (vons and T Js to
name a few) are 5 minutes away.
Neighborhood was super quite, clean and felt safe.
All in all, it was a perfect trip and I cannot thank our hosts enough for this wonderful stay!

This house had all we needed for a wonderful time away. The backyard is beautiful and we enjoyed the pool, spa, and
fire pit often. The house was clean and stocked with everything we needed. Every communication with the hosts was
immediate and we appreciated the extra attention to making us feel welcome. The location was great and allowed us to
get to many hikes with only a short drive .
We would definitely rent again and highly recommend Paseo Caroleta!

Upon review of the recent activity at your short-term rental property located at 956 S. Paseo Caroleta, Palm
Springs, the City of Palm Springs is hereby suspending your Vacation Rental Registration Certificate for a period
of six (6) months. In order to minimize the negative impact to any near-term guests visiting our city who may
already be currently booked at your property, the suspension period will begin on May 26, 2025, and will end
on November 26, 2025. All advertising of your property for short term rentals must cease immediately.
During the suspension period, your property may not be rented for short term stays (28 days or fewer) but you
may rent your property as a long-term rental. Transient Occupancy Tax returns and annual renewal fees will still
be due, unless you choose to complete and submit the enclosed Owner's Request to Close TOT Permit and
Vacation Rental Certificate form.
This suspension is issued in accordance with the City of Palm Springs Municipal Code (PSMC) Section 5.25.090(d)
as follows:
"(d) Any person who advertises a Vacation Rental without including the Vacation Registration Certificate in any
advertising for such Vacation Rental, or operates a Vacation Rental without a contract, or without providing the
City with a summary or abstract of such contract, or without timely tendering full monthly payments of transient
occupancy tax, shall pay a fine in the amount of Two Thousand, Five Hundred Dollars ($2,500.00) and the Owner's
Vacation Registration Certificate shall be suspended for six (6) months for a first offense and shall pay a fine in
the amount of Five Thousand Dollars ($5,000.00) and the Owner's Vacation Registration Certificate shall be
revoked for a second offense. Any subsequent violations will be subject to the provisions of Subsection (c) of this
Section.
You have the right to appeal this suspension pursuant to Palm Springs Municipal Code, Section 5.25.090(f).
Your appeal will be heard by the Administrative Appeals Board in accordance with Palm Springs Municipal
Code, Chapter 2.50. Please also see the attached Written Notice of Appeal Form and Filing Process information;
or feel free to contact the Department of Special Program Compliance at #760-322-8382 with questions.
Should you choose to appeal this suspension, your suspension does go into effect on May 26, 2025, in accordance
with this letter, and it remains in effect pending the outcome of the Administrative Appeals Board hearing.
Advertising or operating as a vacation rental prior to the determination of the Administrative Appeals Board is a
violation of PSMC Section 5.25.090(c).
