Absent: Maschka Hitchcock. Staff Present: Sarah Yoon, Historic Preservation Officer & Associate Planner, Anthony Riederer, Assistant Planning Director. REPORT OF POSTING OF AGENDA: Agenda available for public access at the City Hall exterior bulletin board (west side of Council Chamber) by 6:00 P.M on Thursday, May 1, 2025, as required by established policies and procedures. ACCEPTANCE OF THE AGENDA: Motion by Member Herr, seconded by Member Hansen to accept the agenda. AYES: Nelson, Rosenow, Bachman, Hansen, Herr, Moruzzi, Maschka Hitchcock. NOES: None. ABSENT: Maschka Hitchcock. PUBLIC COMMENT: Julie Jorgensen, resident, submitted written comments and photographs for Board review regarding the application for a new single-family home on the Avery Field Cabin Ruins site under new business. Member Maschka Hitchcock joined the meeting at 5:40 p.m. 1. CONSENT CALENDAR: A. APPROVAL OF MINUTES: MARCH 4, 2025 Motion by Vice Chair Rosenow, seconded by Member Herr to approve the minutes. AYES: Nelson, Rosenow, Bachman, Hansen, Herr, Moruzzi, Maschka Hitchcock. NOES: None. ABSENT: None. ABSTAIN: None. B. APPROVAL OF MINUTES: APRIL 23, 2025. Historic Site Preservation Board Meeting Meeting Minutes May 6, 2025 Page 2 Motion by Member Herr, seconded by Vice Chair Rosenow to approve the minutes as amended. AYES: Nelson, Rosenow, Bachman, Hansen, Herr, Maschka Hitchcock. NOES: None. ABSENT: None. ABSTAIN: Moruzzi. EXCLUDED CONSENT CALENDAR: None. 2. PUBLIC HEARINGS: None. 3. UNFINISHED BUSINESS: None. 4. NEW BUSINESS: A. A REQUEST BY JAMES D. MCNAMARA FOR APPROVAL OF A MAJOR ALTERATION TO A CLASS 3 SITE, LOCATED AT 246 NORTH SYBIL ROAD AND ASSOCIATED REVIEW FOR POTENTIAL RE-DESIGNATION OF A CLASS 3 SITE TO A CLASS 1 OR 2 HISTORIC RESOURCE, HDEMO 2025-0002 (SY). RECOMMENDATION: Take no action. Staff member Yoon presented the staff report and answered questions of the Board. Lance O’Donnell, applicant representative, commented on the project and the staff report recommending no action. Motion by Vice Chair Rosenow, seconded by Member Herr to take no action. AYES: Nelson, Rosenow, Bachman, Hansen, Herr, Maschka Hitchcock, Moruzzi. NOES: None. ABSENT: None. B. A REQUEST BY SANTA ROSA PS, LLC FOR APPROVAL OF CERTIFICATE OF APPROPRIATENESS FOR ALTERATIONS TO THE AVERY FIELD CABIN, A CLASS 1 (LANDMARK) HISTORIC SITE, LOCATED AT THE WEST END OF SANTA ROSA DRIVE, CAMJ 2025-0001 (SY). RECOMMENDATION: Approve the project as proposed with conditions. Staff member Yoon presented the staff report and answered questions of the Board. Mario Yañez, representing property owner and developer, answered questions of the Board. Motion by Moruzzi, seconded by Vice Chair Rosenow to continue the application to June 3, 2025. AYES: Nelson, Rosenow, Bachman, Hansen, Herr, Maschka Hitchcock, Moruzzi. NOES: None. ABSENT: None. Historic Site Preservation Board Meeting Meeting Minutes May 6, 2025 Page 2 BOARD MEMBER REPORTS, REQUESTS AND COMMENTS: Member Hansen reiterated the recommendation for a study session to discuss CEQA as it relates to the inventory and the ordinance and clarification on the differences between a board vs. a commission. Member Hansen would also like to consider developing design guidelines for contributors. Member Maschka Hitchcock asked for an update about the CLG grants. Chair Nelson provided his observations about a project on Anza Trail. STAFF COMMENTS: Staff member Yoon reminded the Board about the upcoming joint meeting with City Council on June 17, and that the recruitment period for the two vacancies has been closed and interviews are being scheduled. Staff member Yoon updated the Board on the details for scheduling the requested study session and the status of the CLG grants. ADJOURNMENT: The Historic Site Preservation Board adjourned at 8:10 p.m. to its regularly scheduled meeting on Tuesday, June 3, 2025, at 5:30 p.m., in the Large Conference Room at City Hall.
