1.Discuss/Approve participation in PS One Picnic 2022 March 19 for a cost of $1800.00 for

9.Discuss/Approve holding a Public Arts Commission meeting at James O Jessie Desert Highland
Unity Center in March. This will be the first Public Arts Commission community outreach
meeting since the onset of COVID. Prior community outreach meetings have been held by the
full commission at the Palm Springs Art Museum, Desert Arts Center and convention center.
The entire commission has valued the opportunity to receive community input at these meetings
and to bring discussion on public arts subjects to the community in which they are most
meaningful.

Dear Commissioners,
Thank you for the opportunity to provide a general quote to appraise ten objects in the
City’s collection (Properties) for insurance purposes. In completing this appraisal, I will
assess the condition of the Properties, take detailed images, prepare a description of the
Properties, research them and submit a written report. In so evaluating the Properties, I will
principally rely on methods of stylistic analysis, it being understood that scientific testing is
outside my particular area of expertise. The Commissioners will provide any factual
information about the Properties within their knowledge. This includes, but is not limited to,
bills of sale, insurance records, auction catalogs, exhibition records, and previous
appraisals of the Properties.
The appraisal will represent my best judgment and opinion as to the current retail
replacement value of the Properties. However, the appraisal will not be a statement or
representation of fact nor will it be a warranty with respect to authenticity, period of
creation, description, genuineness, attribution, provenance, title or condition. The
Commissioners agree that I may consult with others in connection with this appraisal.
The associated fees are as follows:
1 hr. @ $100/hr. for inspection and photography x 10 objects = $1,000
4 - 5 hr. @ $120/hr. appraisal services (research and report writing) x 10 objects
= $480 - $600 x 10 = $4,800 - $6,000
1 hr. @ $100 for client communication = $100
Estimate for 10 objects $5,900 - $7,100 (subject to change depending on objects)

Line Segments 2019 Refresh Proposal for 2021
Ryan Campbell for the Palm Springs Public Arts Commission.
I hope this proposal finds you all well and excited for a fresh season of Public Art.
Over the previous 2 years there has been some weather damage accumulated on my public art mural:
Line Segment 2019. Located in the Art Pit.
There has been an issue with due to weather changes causing water to drain on the right facing right
quarter of my mural. This problem doesn’t seem to be an issue on the remainder of the mural with
excepLon of the water leaking from the upper street level on the right facing porLon. I have created 2
Plan choices for mural refreshing.
Plan A- Damaged surface Repair through sanding and cleaning. Followed by a repaint of the right side
where damage has taken place.
(Example A)
Total cost: $8,000
Plan B- To be repaired with sanding and cleaning of the damaged areas of the right side from center.
Followed by a repainLng of the enLre right side with a new color paleXe. The new PaleXe of the right
side would be painted out and repainted in Black, White and Grey. This would be a metaphoric nod to
the era of the midcentury. This also speaks to an era of black and white entertainment through
technology. This is for the preservaLonist, enthusiasts. This piece is something for everyone. For those
that here in and for those visiLng Palm Springs. (Example B)
Total Cost: 10,000
Scope of work:
Work to commence TBD. To be scheduled upon commission approval and release of deposit funds.
Work will be scheduled to take up to 10 days to complete. Work must be preformed in stages to allow for
proper curing of paints.
PainLng schedule will be as follows (upon approval)-
Day 1- address damage with sanding blocks steel wool. Followed by a wipe down with a mild soap and
water mixture.
Day 2- Masking and painLng in base coats. Black, blue followed by yellow.
Day 3- Gradients and colors are applied with aerosol and sprayed paints
Day 4- Second coats are applied
Day 5- Touch ups are made.
Day 6- Gradients are touched up and applied to the lightest colors.
Day 7- Off
Day 8- Silver porLons are masked and resprayed
Day 9- final touch ups and clean up
Day 10- Apply stencil signature and date with final detail touch ups.
Complete.
All work will be documented with photos. Along with daily site reports to a City Art Commission
RepresentaLve.

Re: Proposal for PS Neighborhood Picnic
The public Arts Commission is a part of a larger community and will benefit with participation in
community based events such as PS Neighborhood Picnic. Our participation will provide the
community with the opportunity to become informed about the mission of PS Public Arts
Commission while clarifying any questions that may exist
Set up:
White Canopy with PS Public Arts logo on white printed table cloth (table and 2 chairs provided)
with a banner at the station. “Imagine Art” buttons along with a post card of a commissioned PS
Arts piece will be available as takeaways. An artist will draw attention to our booth ( possibly T
Knight) by actively creating an art piece on site. Printed information will be available for our
“community grants Program” along with forms for community artist information. A sign in book
will also be on site to collect names and email addresses.

The Palm Springs Public Arts Commission is excited to once
again offer grants to city neighborhood associations and
business districts to support the wider creation and enjoyment
of public art throughout Palm Springs. Grants of $5,000
will be awarded to qualified projects, with an emphasis on
projects in areas underrepresented in the city’s existing public
art collection. The Public Arts Commission will periodically
make new funding available and welcomes applications at
any time.
The Art is Everywhere Neighborhood Grant
Program grew out of the Art is Here celebration in 2019
marking the Palm Springs Public Arts Commission’s 30th
anniversary. Originally launched in the spring of 2020 and
then put on hold because of the pandemic, the grant program
is now back with the same goal: to encourage everyone to
consider how art can enhance where we live, work, and
play, and to bring art to more shared spaces throughout the
city.
WHAT TYPES OF PROJECTS QUALIFY?
Public art comes in many forms. It can include mini-murals,
shade structures, lighting, benches, park programs, and
performances. The best projects will have community buy-
in, engage with residents, and enhance community spaces,
whether for an afternoon or a long time to come.
While long-term or permanent art pieces can qualify
for grants, grantees are responsible for any ongoing
maintenance and upkeep. The Public Arts Commission
encourages applicants to raise additional funds, when
needed, for projects exceeding $5,000.
Applicants should be a recognized Palm Springs
neighborhood association or business district. Artists and
other community groups are encouraged to partner with a
neighborhood association or business district for a proposal.
The Public Arts Commission is happy to help make these
connections.
Grants will be awarded based on the project’s artistic
integrity, community engagement, budget requirements,
feasibility, and whether it serves an area in need of public art.
Only qualifying projects will be funded. Grant recipients will
not be eligible to apply for a subsequent grant.

up with an idea with wide support. A member of the Public
Arts Commission can help answer any questions, assist in
pairing you with a suitable artist, and otherwise support you
as you prepare to apply.
HOW TO APPLY
Go to www.pspublicarts.com/grants and fill out an
application. You will be asked to provide a short description
of the project and outline an anticipated budget and timeline.
A member of the Public Arts Commission will then contact you
to discuss the project, make suggestions, and help prepare
you to present the project to the full commission.
Applications are always welcome. The Public Arts
Commission may delay review until other projects are
completed and funding is made available.
