an email with Zoom credentials sent after registration is complete, in order to access the
meeting and offer public comments.
Any person who wishes to provide public testimony for an item on the agenda is requested
notify the Commission Liaison before the Public Testimony portion of the meeting. You
may submit your public comment to the Public Arts Commission electronically. Materials
may be emailed to jay.virata@palmspringsca.gov. Transmittal by 5:00 PM before the start
of the meeting will help ensure that your correspondence is fully considered. Any
correspondence received after 5:00 PM will be distributed to the Public Arts Commission
and retained for the official record.

D. PUBLIC COMMENTS: This time has been set aside for members of the public to
address the Public Arts Commission on items of general interest within the subject
matter jurisdiction of the Commission, and agenda items if the member of the public
cannot be present later in the meeting at the time the item is heard by the
Commission. Additionally, members of the public may address the Commission on
each item listed on the posted agenda at the time each item is heard. Although the

Public Arts Commission values your comments, pursuant to the Brown Act, it
generally cannot take any action on items not listed on the posted agenda. Three
(3) minutes are assigned for each speaker.

G. ITEMS FOR DISCUSSION/APPROVAL:
1. Review and approve the proposed Palm Springs AIDS Memorial design;
consider request for $65,000 of Public Art Funds for the sitework and
installation of the Palm Springs AIDS Memorial; recommend the Palm Springs
City Council approve the proposed Palm Springs AIDS Memorial design and
allocation of Public Art Funds for sitework and installation.
2. Consider and approve an allocation of $50,000 for Gateway Park and $50,000
for Baristo Park as part of the ArtScape in the Parks Program.
3. Discuss Asphalt Art project schedule.
4. Discuss Beautiful Shade Call for Artists project status and possible deadline
extension.

A. CALL TO ORDER:
A regular meeting of the Palm Springs Public Arts Commission was called to order by
Chair Gary Armstrong on Thursday, August 08, 2024, at 5:30 p.m.
B. ROLL CALL:
Present: Commissioners Jim Lande, Natasia Gascon, Lauri Kibby, Carlos Silveira, Tom
Burns, Christopher Ramirez, Tina Gonsalves, Gary Armstrong, Chair.
City Staff: Director, Jay Virata
C. PRESENTATIONS:
1. Baristo Park Enhancements
D. ACCEPTANCE OF AGENDA:
MOTION BY COMMISSIONER RAMIREZ, SECONDED BY TOM BURNS,
CARRIED 7 - 0 TO ACCEPT THE AGENDA.
E. PUBLIC COMMENTS:

F. REMARKS FROM THE CHAIR:
Chair Armstrong commented last year being the 35th anniversary of the Public Art
Commission and that the Commission completed one of the more intricate and complex
installation to date, The Pillars of Palm Springs. One of the pieces, Cadillactus was
awarded the People’s Choice Award in the internationally acclaimed CODA Works
competition. The Palm Springs Public Arts Commission is now the award-winning Palm
Springs Public Arts Commission. The Commission has been expanded from 7 to 9
members, the largest the commission has ever been.
G. ITEMS FOR DISCUSSION/APPROVAL:
1. Election of a Chair and Vice Chair - City Clark Brenda Pree received nominations
for Chair and Vice Chair and conducted the election. Gary Armstrong was elected

for Chair by unanimous consent and Tom Burns is elected for Vice Chair by
unanimous consent.
MOTION TO ACCEPT THE ELECTION OF GARY ARMSTRONG, CHAIR AND
TOM BURNS, VICE CHAIR MADE BY COMMISSIONER KIBBY, SECOND BY
COMMISSIONER SILVEIRA, AND CARRIED 7-0.
2. APPROVAL OF MINUTES: May 2, 2024, and June 6, 2024
MOTION TO APPROVE MADE BY COMMISSIONER RAMIREZ SECOND BY
COMMISSIONERS BURNS, CARRIED 7-0
3. Approve funding in the amount of $35,000 to add electricity to art pads on the East
Tahquitz Canyon Way medians.
MOTION TO APPROVE $35,000 TO ADD ELECTRICITY TO ART PADS ON
EAST TAHQUITZ CANYON WAY. MADE BY VICE CHAIR BURNS SECOND BY
COMMISSIONER SILVEIRA, CARRIED 7-0
4. Approve creation of ad hoc committee to review the Public Art Ordinance.
MOTION TO APPROVE ORDINANCE AD HOC COMMITTEE TO REVIEW THE
PUBLIC ART ORDINANCE COSISTS OF JIM LANDE, LORI KIBBY, AND
NATASIA GASCON MADE BY COMMISSIONER SILVEIRA SECOND BY
COMMISSIONER RAMIREZ, CARRIED 7-0
5. Approve creation of ad hoc committee to draft scope of work for Art Inventory RFP.
MOTION TO APPROVE AD COMMITTEE TO DRAFT SCOPE OF WORK FOR
ART INVENTORY RFP INCLUDES AT THIS MOMENT JUST NATASIA
GASCON, WITH TINA GONSALVES TO BE ADDED AFTER THE OATH OF
OFFICE IS ADMINISTERED, MADE BY COMMISSIONER KIBBY, SECOND BY
COMMISSIONER RAMIREZ, CARRIED 7-0.
6. Approve creation of ad hoc committee to review maintenance needs and repair of
collection.
This one will be on hold till the next meeting giving an opportunity to other
commissioners to volunteer besides commissioner Silveira.
7. Discuss, review, and select Asphalt Art designs for referral to Desert Highland
Gateway Neighborhood Organization to select top design.

H. PROJECT UPDATES:
1. Artscape in Parks: Designs for this project are due August 29th.
2. Beautiful Shade Call For Artists - The application for this just went out this week.
We already have 15 people asking for more details regarding the proposal this is
being promoted on Coda works, and PublicArtist.org.
3. George Floyd Mural- Has been repainted and photographed.

ADJOURNMENT: The Public Arts Commission will adjourn to a meeting on September
05, 2024, at 5:30 P.M. in the Large Conference Room of Palm Springs City Hall located
at 3200 E. Tahquitz Canyon Way.

BURNS CARRIED 7-0 TO ADJOURN at 7:00 PM TO A REGULAR MEETING ON

HALL LOCATED AT 3200 E. TAHQUITZ CANYON WAY.
