Transmittal prior to the start of the meeting will help ensure that your correspondence is fully considered. Any correspondence received during or after the meeting will be distributed to the Public Arts Commission and retained for the official record. PUBLIC COMMENTS: This time has been set aside for members of the public to address the Public Arts Commission on items of general interest within the subject matter jurisdiction of the Commission, and agenda items if the member of the public cannot be present later in the meeting at the time the item is heard by the Commission. Although the Public Arts Commission values your comments, pursuant to the Brown Act, it generally cannot take any action on items not listed on the posted agenda. Item G       PUBLIC ARTS COMMISSION MEETING MINUTES CITY OF PALM SPRINGS, CALIFORNIA December 20, 2023 Palm Springs City Hall 3200 E. Tahquitz Canyon Way Large Conference Room Pursuant to Assembly Bill 361, this meeting was conducted by teleconference and in- person. A. CALL TO ORDER: A regular meeting of the Palm Springs Public Arts Commission was called to order by Chair Gary Armstrong on Wednesday, December 20, 2023, at 5:30 p.m. B. ROLL CALL: Present: Commissioners Shawnda Thomas Faveau, Carlos Silveira, Christopher Ramirez, Tom Burns (joined via Zoom), Vice Chair Newkirk, and Chair Armstrong, Not present: Melissa Shelton. City Staff: Jay Virata C. PRESENTATIONS: El Rancho Vista Estates Gene Autry Trail Gateway Park Janice Kleinschmidt, on behalf of El Rancho Vista Estates Neighborhood Organization, presented a proposal for public art in the park at the corner of Vista Chino and Gene Autry Trail. The art would turn the park, which was created with federal stimulus funds in 2009, into a sculpture garden. Kleinschmidt presented several concept photos of mid-century sculptures by artists from Oregon, Rancho Mirage, and Los Angeles. The Neighborhood Organization believes that a sculpture garden at that “gateway” highly visible location could become another Palm Springs attraction and tie in well with the modernism tours now offered in the area. Kleinschmidt urged the Commission to fund the addition of art sculptures, and it was agreed that the Commission would consider the proposal at the January 2024 meeting. D. ACCEPTANCE OF AGENDA: MOTION BY COMMISSIONER NEWKIRK, SECOND BY COMMISSIONER RAMIREZ, CARRIED 6-0 TO ACCEPT THE AGENDA. E. PUBLIC COMMENTS: Public comments were made by John Williams of the Old Las Palmas Neighborhood Organization who thanked the commission for their support of the Public Arts Commission Meeting Action Summary – December 20, 2023 Page 2   Red Dragon artwork, invited all to the January 10 dedication, and expressed interest in it being part of a multi-sculpture installation. F. REMARKS FROM THE CHAIR: G. REMARKS FROM THE VICE CHAIR: Vice Chair Newkirk noted that he was on hand for the installation of a new piece across from the museum downtown recently and the piece got a lot of engagement from the public. H. APPROVAL OF MINUTES: Minutes from the meeting of November 15, 2023. MOTION TO APPROVE MADE BY COMMISSIONER SILVEIRA, SECOND BY VICE CHAIR NEWKIRK, CARRIED 6-0 TO APPROVE THE MINUTES. I. PUBLIC HEARING 1. Consider Resolution No. 23-001 MUR “A RESOLUTION OF THE PUBLIC ARTS COMMISSION OF THE CITY OF PALM SPRINGS, CALIFORNIA, APPROVING AN ART MURAL APPLICATION FOR “WHIMSICAL MID-CENTURY PALM SPRINGS” FROM CANYON FUND LLC BY FLAT BLACK ART SUPPLY LOCATED ON THE EAST (PARKING LOT FACING) ELEVATION OF THE PERIMETER WALL AT 310- 320 NORTH PALM CANYON DRIVE (CASE 23-001 MUR)” The commission reviewed the new drawing of the mural which incorporated the most recent changes suggested. MOTION MADE BY COMMISSIONER RAMIREZ, SECOND BY COMMISSIONER BURNS TO ACCEPT THE RESOLUTION, CARRIED 6-0 TO APPROVE. J. ITEMS FOR DISCUSSION/APPROVAL: 1. Select new regular meeting day for the Public Arts Commission – As part of this discussion, the Chair mentioned that starting in January, all meetings will revert back to in-person attendance with very limited exceptions for remote attendance, such as when traveling. All remote participation would need to be in a public space, and would require posting a public announcement about the meeting, such as in a hotel lobby. MOTION MADE BY VICE CHAIR NEWKIRK, SECOND BY COMMISSIONER RAMIREZ TO MOVE COMMISSION MEETINGS TO THE FIRST THURSDAY OF EVERY MONTH, CARRIED 6-0 TO APPROVE. Public Arts Commission Meeting Action Summary – December 20, 2023 Page 3   2. Selection of the Palm Springs Airport Mural – Revisions of two concepts were reviewed. Concept A, the hand drawn concept, was preferred by the majority and in the end, it was decided to give both artists the opportunity to make revisions. 3. Crawler/Downtown Art Park Update – During the fabrication process done by the artist, it was discovered that we do not have engineering plans for the area where the art is to be installed. The engineering report would cost $10,000 above the original estimate and is a requirement to move forward with the installation. MOTION MADE BY COMMISSIONER SILVEIRA, SECOND BY VICE CHAIR NEWKIRK TO APPROVE $10,000 FOR AN ENGINEERING REPORT FOR THE LOCATION WHERE CRAWLER WILL BE INSTALLED, SOUTHWEST CORNER OF MUSEUM WAY AND MUSEUM DRIVE, CARRIED 6-0 TO APPROVE. 4. Park Art Installation Update and Discussion (Victoria Park, JOJ Community Center) – As there was not enough time to cover this topic, Chair Armstrong suggested moving this item to the January meeting agenda. 5. Discussion of Municipal Codes for Public Arts – This information was shared by Director Virata over email and there were no questions from the commission. K. PROJECT UPDATES: 1. Pillars of Palm Springs – Chair Armstrong shared that the winners were publicly announced. It was also reported that all the artists had now been paid 50% of their contract. 2. Beautiful Shade – Chair Armstrong shared that agreement was reached to do this as a joint project with the Sustainability Commission; Public Arts would take the lead. Also, that in January, he would be looking to set up a sub-commission. 3. Red Dragon Donation Ceremony – Chair Armstrong shared that the Major and Mayor Pro Tem will both attend the January 10 dedication ceremony. 4. Asphalt Art Update – Commissioner Silveira will email visual updates to everyone and bring them to the next meeting. 5. Wyatt Mural Subcommittee Update – Commissioners Ramirez and Faveau shared that they were still looking for a suitable solution. L. REPORT FROM DIRECTOR/STAFF: Director Virata shared that starting in January, commissioners will need to have and use a City of Palm Springs (palmspringsca.gov) email address for commission business.
