B. PUBLIC HEARING
1. Public Hearing was opened at 5:42 p.m. Testimony was provided by Jennifer Lynch Legal Counse for the property owner.
Nick Wolan Would like to formalize when the mural would come down. Who will take mural down, who repairs mural if it
is defaced. Pritchard said it was tagged and successfully covered up by Commissioner Pritchard. If necessary, artist Mister
Alek would come in to do repair. Public Hearing closed at 5:46 p.m. The Commission briefly discussed the temporary
nature of street art and the process for installation, removal, and possible preservation of the mural. The mural is to be
carefully removed ty the City when requested by building owner who anticipates that to be when they prepare the building
for renovation.
2. MOTION: to move for approval by Commissioner Yanni, and seconded by. Commissioner Pritchard to adopt resolution No.

C. ITEMS FOR DISCUSSION/APPROVAL
1. Approve Minutes from Study Session of June 2, 2020
Commissioner Gladstone requested the spelling of Gerald Clarke to include an "e" at the end of Mr. Clarke's name.
MOTION: Commissioner Gladstone moved to approve minutes from Study Session of June 2, 2020, as corrected. The
motion was seconded by Commissioner Murray.
Chair Sheffer requested item C.3 be considered before item C.2.
2. (Agenda Item C.3) Ad Hoc Sub -committee for project review and oversight
The Commission discussed subcommittee assignments and processes for the CARES and Neighborhood Grants. For CARES
Grants, Chair Sheffer requested Commissioners Merrigan, Pritchard, and Yanni be appointed. For Neighborhood Grants
Chair Sheffer requested that Commissioners Gladstone, Faveau, and Murray be appointed.
MOTION: Motion to approve ad hoc subcommittees by Commissioner Yanni second by Commissioner Gladstone. Motion
approved unanimously.
3. (Agenda Item C.2) Review of Guidelines for CARES and Community Neighborhood grants
Commissioners discussed guidelines for the grants. Two commissioners from each committee would review and
recommend approval of a grant request. Chair Sheffer could also serve as the second commissioner as needed. Contracts
must be approved by the City Manager. These steps are to remain in effect until December 31, 2020. Additional allocations
to be considered as needed.

D. ACTION ITEMS
1. Approve Fiscal Year 2020-21 Budget
The Commission discussed the budget for Fiscal Year 2021. Given the slowdown in development activity due to COVID-19 it
was recommended the revenues estimate for fiscal year 2021 be reduced from $180,000 to $100,000. This amount plus
carryover funds, totals approximately $415,000 for the year. Commissioner Merrigan suggested voting to approve funding
for the Palm Springs Art Museum on an annual basis.
MOTION: Motion to approve the Fiscal Year 2020 2021 Budget by Commissioner Pritchard, seconded by Commissioner
Gladstone. Motion approved unanimously.
2. Request Reimbursement of $2,000 for Flat Black Paint for painting the George Floyd mural.
Chair Sheffer reported that Flat Black Paint paid the George Floyd mural artist (Mister Alek) for the work he did on the
George Floyd mural. The Commission had planned to pay the Mister Alek directly for the George Floyd mural but now the
payment should be made to reimburse Flat Black Paint.
MOTION: Motion to make payment in the amount of $2,000 to Flat Black Paint for the George Floyd mural by
Commissioner Gladstone, seconded by Commissioner Pritchard. Motion approved unanimously.
3. Approve a one-year agreement with Coachellart/ Patrick Sheehan as Artist -in -Residence for Parks and Recreation
Department in an amount not to exceed $20,000.
The Commission had previously inquired whether Mr. Sheehan would do murals around Sunrise Park near the daycare
center, pool, and library. Chair Sheffer consulted with Parks and Recreation Director Alvarado who expressed interest in

creating new murals around Sunrise Park. This led to the idea that Mr. Sheehan serve as an artist in residence for the Parks
and Recreation Department. Programming would involve creating murals and incorporating youth to participate in a safe
and socially distanced manner. The Parks Department would assist by identifying where the murals should be created. In
addition, Chair Sheffer suggested Mr. Sheehan assist the Parks and Recreation Department with restoring the Richard
Wyatt mural at the James O. Jesse — Desert Highland Center. Commissioner Merrigan suggested providing artist in
residence opportunities to a diverse group of people in the community. Chair Sheffer explained that as artist in residence,
Mr. Sheehan may involve other artists. Commissioner Gladstone suggested it be a requirement that young people
participate in art projects by Mr. Sheehan subject to social distancing. Commissioner Pritchard suggested delaying the
project until September when it is cooler. Commissioner Gladstone suggested reducing the project time frame to 6 months
and allocate $10,000 for the project. Chair Sheffer recommended reducing the time frame to 5 months for $10,000. Dr.
Ready recommended Mr. Sheehan discuss potential projects with Parks and Recreation Department and develop a scope of
work for potential projects. The Commission would review the proposals and vote on which to approve.
MOTION: Motion to enter an agreement with Coachellart/ Patrick Sheehan as Artist -in -Residence for Parks and Recreation
Department for the next five months (August 1, 2020, to December 31, 2020) in an amount not to exceed $10,000 as a pilot
project with Mr. Sheehan proposing projects with input from the Park and Recreation Department, to the Commission for
approval, by Chair Sheffer, seconded by Commissioner Pritchard. Motion approved unanimously.
4. Approve agreement with the Art Collective for continued maintenance and installation of artworks, July 2020 — February
2021— in an amount not to exceed $25,000.
Chair Sheffer presented information on the work being performed by the Art Collective and identified pieces in need of
repair. The Commission discussed separating the work into two agreements.
MOTION: Motion to approve agreement with the Art Collective in an amount up to $5,000 for continued maintenance and
restoration of artworks from July 1, 2020 to December 31, 2020, and to approve an agreement with the Art Collective up to
$25,000 for site preparation and installation of the Gonzalo Lebrija artwork on the southwest corner of Museum Way and
North Museum Drive by Commissioner Yanni, seconded by Commissioner Murray. Motion approved unanimously.
E. COMMISSIONER COMMENTS/REPORTS/REQUESTS
Chair Sheffer requested Nicole Hartt from the Village to report on a mural opportunity. Ms. Hartt informed the Commission
of a mural opportunity on the south side of the Village Building. The wall is 15 feet tall 80 feet long. Ms. Hartt expressed a
desire to see the mural highlight past and present Coachella Valley.
Chair Sheffer reported a system for circulating reports amongst Commissioners is forthcoming.
Commissioner Merrigan suggested having more meetings to avoid having fewer, longer meetings.
Commissioner Murray inquired about Frank Bogert statue. Chair Sheffer informed the Commission that the City Council will
have to decide on the future of the statue.

Dear Geoff, David, and Ann,
Since 2015, Palm Springs Art Museum and the City of Palm Springs have collaborated to provide free
access to the Museum's exhibitions and programs that connect our diverse public with art and ideas that
serve the growing community that calls Palm Springs home. Through an annual grant of $50,000, the City
of Palm Springs partially offset the $120,900 cost of Free Thursday Evenings. This annual total includes
lost revenue of $63,500 and the $57,400 cost of the additional operating support needed to keep the
museum open from 4:00 to 8:00pm on Thursday evenings throughout the year —a three-hour extension
to regular hours and a total of four hours of museum operation not supported by admissions revenue. In
exchange for City funding, the Museum had positioned the City as the sponsor of Free Thursday Evenings
in conjunction with the City's Villagefest initiative.
Currently, the Museum is facing the challenges of a dramatically reduced budget, lean staff, and nominal
endowment. The impact of COVID-19 on the Museum has been devastating: We have been closed since
mid -March, we have had to permanently reduce staff by 45%, we are running with a remote workforce,
and we have cut our annual budget from $11M to $7M. While planning to reopen in mid -November, we
will have to make further cuts if the pandemic forces re -closure. Additionally, the Museum is
disadvantaged by being geographically outside the safety net of the major arts foundations in Los
Angeles, Chicago, and New York — most of whom have focused pandemic relief efforts on the museums
and arts organizations in those cities. Likewise, many of our major donors are seasonal second home
residents who have prioritized their giving in the cities of their primary residences.
In response, we are exploring innovative and responsible ways to harness the resources and
opportunities we do have to their greatest effect. One of the most important components of our vision is
providing access. Until we closed on March 131h, a major point of providing access was Free Thursday
Evenings. For the fiscal year just begun on October 15t, we have made it our goal to provide access
through free admission to visitors on Friday evenings from 3:00 to 5:00pm when we reopen in mid -
November.
Free Friday Afternoons, while limited to 3:00 — 5:00pm because of our pandemic -impacted financial
position, affects our operating expenses because of the loss of admission ticket revenue. Two hours a
week will represent 7% of the revised schedule we have implemented to address our finances, as well as
the ongoing health crisis. We therefore request that the City prioritize its regular $50,000 of annual

support toward Palm Springs Art Museum's operational costs and continue the partnership t hat helps
diversify our audience and provides art and cultural activities to area residents and visitors free of charge.
In consideration of this support, the museum will position the City of Palm Springs as the sponsor of Free
Friday Afternoons.

Additional Cleaning & Maintenance Public Art - SCOPE OF WORK
Recommended Continued Maintenance:

1. Aqua Caliente Woman
Bi-annual cleaning. Work will be thoroughly cleaned with a 2% orvus solution mixed in
distilled water. The bronze will receive a coat of renaissance microcrystalline wax to seal the
patina to offer continued protection from sun and environment.
Current condition: Bronze was dry and waxing greatly improved the surface, recommended
biannual cleaning.

2. Young Basketmaker
Bi-annual cleaning. Work will be thoroughly cleaned with a 2% orvus solution mixed in
distilled water. The bronze will receive a coat of renaissance microcrystalline wax to seal the
patina to offer continued protection from sun and environment.
Current condition: The piece is in excellent condition, with the wax layer holding up extremely
well even in areas of high exposure. A few areas were touched up that were showing signs
of thinning. The excellent coverage can be seen in the beading water droplets in the photos
following last cleaning and waxing. A non-existent wax layer would not bead.

3. Charlie Farrell (see conservators report and restoration options)
See conservators report & estimates for repair. The Art Collective recommends this for
restoration given its high visibility. A bi-annual cleaning should be continued.
Current condition: The piece needs treatment from a conservator to remove the build-up of
calcium deposits from the sprinklers. Though able to remove some of the filth i.e. bird
droppings, the bronze needs the specified care of a conservator to remove and restore the
sculpture.

4. Help Is on The Way
Bi-annual cleaning. Cleaned with Distilled water followed by a gentle wipe down with micro -
fiber cloths, bi-annual waxing.
Current condition: The bronze is in excellent condition, consistent with the initial cleaning.
The wax layer is also in excellent condition, though there were a few spots where it was clear
that the wax layer had been removed i.e. a hand, the firearm, a police baton, and the door
light. These spots were subsequently waxed aftercleaning.

5. Machine Age, Forget Me Not, Le Campas de Vulcan
Bi-annual cleaning recommended.
Current Condition: The steel is in excellent condition, but infrequent cleanings have let bird
droppings eat into the surface of the rust and leave more permanent markings. In time, and
with more frequent cleanings, these will lessen.

6. The Batter
Bi-annual cleaning recommended to avoid further damage. Can be painted, base is dented.
Needs estimate for painting and repair if city would like to proceed with restoration.
Current condition: The cleaning removed a layer of dust and some bird droppings. The piece
is in rough condition.

See conservator report. Art Collective recommends further discussion before proceeding
with repair and restoration options. No maintenance is available, The sculpture is in an
exceptionally rough condition, any extensive cleaning will only worsen the state of the
chipping and removing paint.

Bi-annual cleaning recommended to avoid further damage. Can be painted, Needs further
review by artists for repair options.
Current condition: Though the piece is in rough shape, the cleaning did help in removing
some stickers that had been placed onto the sculpture as well as brightening up the overall.

Bi-annual cleaning. Both works are in excellent condition and merely required a rinse and
wipe down to remove the dust.

Current condition: The piece is in excellent condition with only minor scratched and chips.

A regular maintenance will suffice to care for this work with an annual waxing, a bi-annual
cleaning and spot waxing as needed.
Current condition: The sculpture is in excellent condition, with a very small amount of grime
and bird drop- pings that have accrued since the last cleaning. The wax layer was in good
condition though visibly diminished in areas of severe public contact. The wax layer acts as a
protective layer for any contact with foreign substances and will continue to protect this
sculpture which invites so much interaction.

13. Chairman of the Links
Bi-annual cleaning. Due to the excellent condition of the wax layer applied, it can be
determined that regular maintenance is all that will be required going forward. An annual
waxing and bi-annual cleaning with spot waxing as needed.
Current condition: The sculpture was in excellent condition, merely needing a cleaning to
remove a thin layer of dust. It was apparent from the cleaning that the wax layer applied in
the first cleaning has maintained well, even in areas of highest exposure. This can clearly be
seen in the beading of water on the surface of the bronze. The only exception being the top
of the hand, ostensibly where there is the most friction contact from individuals. An additional
layer of Bowling Alley wax was applied to this area as a preventative.

restoration given its high visibility. A bi-annual cleaning should be continued after repair.
Current condition: The bronze has a large accrual of white deposits on the surface that could
not be removed with light cleaning.

16. Whirlwind VI (see conservators report and restoration options)
See conservator report. Art Collective recommends further discussion before proceeding
with repair and restoration options. No maintenance is available, the piece has a heavy build-
up of calcium deposits that our non -marring picks are unable to remove.
17. Nines and Elevens
Biannual cleaning. To discuss committees' interest in repainting sculptures. All are faded. A
bi-annual cleaning will help maintain paint and brightness. Estimate needed pending options
requested.
Current condition: Substantial sun and time deterioration.

18. John Clement Pieces: Biannual cleaning recommended to prevent further damage.
Red: Butch. The sculpture was in a fairly clean condition, though the cleaning helped
remove dust and grime. The sculpture's long term care parallel's the other two John Clement
works.
NEXT STEPS: The sculpture still shows signs of more permanent damage i.e. chipping
paint, rust. The paint surface of the work also has a lot of variation, either from the wrong
paint being applied at different points, or from variable aging of the paint. A repainting of the
surface is likely in order, perhaps coinciding with the objects potential relocation. Discuss
repainting options for estimate.

Yellow: Squeeze. The sculpture had accrued a foggy dust layer which was successfully
removed by the cleaning process. The sculpture brightened up considerably. Successive
landscape cleanings have thrown a considerable amount of green debris onto the sculpture,
staining its surface.
NEXT STEPS: The sculpture still shows signs of more permanent damage i.e. chipping
paint, rust, graffiti damage in the surface as well as staining from grasses. There are recent
signs of beneficial landscaping around the surface, clearing of the concrete pad which the
work is mounted to. The paint surface of the work also has a lot of variation, either from the
wrong paint being applied at different points, or from variable aging of the paint. A repainting
of the surface is likely in order, perhaps coinciding with the objects potential relocation or
placement upon a gravel surface instead of grass. Discuss repainting options.

the sculpture's excellent condition.
Current condition: The sculpture is in excellent condition and the wax layer is holding very
well.

Crouching Lion
Because the sculpture showed such excellent signs of maintaining its wax layer, regular
maintenance is all that is required from here on out. With an annual wax layer and bi-annual
cleaning, the sculpture's now excellent condition can be maintained easily throughout the
year.
Current Condition: In cleaning, it was clearly seen that the wax layer that was added in the
first round of cleaning is still intact, even in areas of greatest exposure This can be clearly
seen with the beading of water droplets on the surface of the bronze.
