Indian Canyon Drive Mural George Floyd The mural is located at 317 N. Indian Canyon Drive on the boarded-up east facing storefront wall. The approximately 8' x 25' mural depicts George Floyd with the words "I Can't Breathe" in the foreground and protester silhouettes in the background. The artist is Mister Alek who is based in Watts area of Los Angeles. Mister Alek has recently completed a mural of Kobe Bryant in Los Angeles, another mural of George Floyd in Watts, and is currently working on another Los Angeles mural at Melrose and Fairfax. In a recent episode of "MAKING ART PUBLIC," Mister Alek commented on his artwork, "I try to focus on like community leaders and people that influence me and influence others, people that can relate to the community, and people that have done good things; I try to focus on that, you know, cause I like to do portraits, you know what better people to paint than people that you can relate to and that have done something good in life." 317 N. As you know, I represent Mr. Nick Wolin, property owner of the currently vacant Greyhound Bus Terminal building located at 317 N. Indian Canyon Drive in the City of Palm Springs. Mr. Wolin would like to retroactively give his permission for the City's commissioned Misteralek George Floyd memorial mural across the front of the Greyhound Bus Terminal building. Mr. Wolin's retroactive permission is for a temporary duration, as Mr. Wolin is currently seeking development permits for the site. Our understanding is that when development permits are issued for the property, the temporary plywood boards covering the front of the building (upon which much of the mural is located) may be removed by Mr. Wolin. However, Mr. Wolin will not remove the boards or otherwise remove or cover the mural without first notifying and coordinating with the City. Thank you again for selecting 317 N . None. ALSO PRESENT: Cindy Cairns, Special Assistant to City Manager, acted as Staff Liaison. ACCEPTANCE OF THE AGENDA: Approve the Agenda as presented. Motion Commissioner Yanni, seconded by Commissioner Pritchard and unanimously carried. PUBLIC COMMENT: None. A. REPORT FROM THE CHAIR: Chair Sheffer provided a verbal report on four pieces of art discovered downtown on City property. The Commission discussed the Crushing Inertia artwork on loan at the Airport, and agreed to request an extension of the art loan, free of charge, until renovations at the Airport begin at which time it will need to be de-installed. The Commission commented on the Chihuly artwork at the Airport, which is undergoing cleaning, as well as the big horn sheep sculptures which are to be relocated. The Commission briefly discussed the Arts Commission budget, which anticipates reduced revenue this year in light of the COVID-19 pandemic, and a carry-over into the new fiscal year of any remaining unspent funds. B. ITEMS FOR DISCUSSION/APPROVAL: 1. Agreement with Scene Creative for Project Management and Consulting Services. ACTION: The Commission discussed the term and scope of work for Scene Creative, including management of the mini-grant program and art projects. Chair Sheffer to revise scope for contract to provide more clarity. Agreement is for term of six months, in an amount not to exceed $20,000. By consensus of the Commission. 2. Agreement with The Very Best Services for Social Media Strategy and Web Management Services. ACTION: The Commission discussed agreement with The Very Best Services for social media and web management, and reviewed project proposal. Vendor also to coordinate Artists Talks. Extension of Agreement with The Art Collective for one year at a cost of $30,000 for Continuing Maintenance of Art. ACTION: No action taken. 4. Discussion of "Community Art Responds to Economic Shutdown" (CARES) Mini-Grant Program. ACTION: The Commission discussed the mini-grant program and process, the importance of at least two Commissioners being involved in the process, and publicizing the program on the Public Arts website. No action taken. 5. Discussion of Neighborhood Grants Program. ACTION: The Commission discussed the neighborhood grants program. Chair Sheffer commented on looking at revising the public arts ordinance in the fall. No action taken. 6. Discussion of Mural on West Elm Building. 7. ACTION: The Commission commented on Patrick Sheehan's Coachellart proposal for a mural project and discussed three locations (West Elm Building; Accelerator Campus off Alejo Rd.; and the City's Cogeneration Plant), as well as involving children from the Boys & Girls Club and the City Parks & Recreation For Kids Only program. Coachellart to provide revised proposal reflecting Commission direction. Chair Sheffer and Commissioner Gladstone to steer program. By consensus of the Commission. C. COMMISSIONER COMMENTS/REPORTS/REQUESTS: Commissioner Yanni and Commissioner Faveau commented on the Gerald Clark art in Wellness Park. Commissioner Murray commented on the idea of a memorial, murals on basketball courts, and hopes to get a sculpture on the north end on Indian which leads into Palm Springs. Chair Sheffer commented that ideas need to be posted on the website for people to comment or provide feedback. Chair Sheffer suggested a short meeting on June 17 but will work with Commission to confirm . Vice-Chair Merrigan thanked the commission for all the work behind the scenes. D. REPORT FROM DIRECTOR/STAFF: No report. ADJOURNMENT: The Study Session of the Public Arts Commission of the City of Palm Springs adjourned at 6: 13 p.m. to a date uncertain. Cindy Cairns Process for CARES and Neighborhood Grants: 1. Mini-grant proposals must be reviewed and recommended by at least two Public Arts Commissioners. 2. All art installations or murals funded through mini-grants will be temporary until December 31, 2020 when they will be reviewed by the Commission for longer term arrangements. 3. Any applications for placement of art on City property must be reviewed by the Planning Department for safety and structural issues, to be addressed before proceeding. 4. Any applications for placement of art or murals on private property must have the permission of the owner. 5. Contracts and/or invoices from sponsoring organizations or artists must be approved by the City Manager, however projects may be managed by independent contractors within their scope of work. 6. No public hearings will be held, but all projects will be publicized through our website and social media for public comment. 7. Projects should be fully funded when contracts are approved, however, grant recipients must submit a report of expenditures and outcomes when the project has been completed. 8. These special processes will remain in effect until December 31, 2020. The Artist-in- Residence will work with the Director of the Parks Department, with the assistance of the Public Arts Commission, to plan and execute projects that restore and add artwork in Parks facilities, with a goal of offering opportunities for young people to participate. Specific responsibilities include: 1. Identifying locations in City parks facilities where art could be added or repaired/restored. 2. Coordinating with the Director of Parks and Recreation, who must approve all projects. 3. Plan and schedule times when young people can participate in painting. 4. Assemble all materials and support equipment. 5. Provide materials to publicize projects on social media, through the Public Arts Commission and the Parks and Recreation Department. 6. Report monthly to both the Public Arts and Parks and Recreation Commissions. 7. Submit detailed invoices for Coachellart activities monthly, including a breakdown of all work performed. Payment: 1. Contractor will be paid $45/hour for Consulting Artistic Services as Artist-in-Residence for the Parks and Recreation Department, as billed each month, in an amount not to exceed $20,000, including materials and supplies. 2.
