A.CALL TO ORDER:
A meeting of the Palm Springs Public Arts Commission was called to order by Chair Gary
Armstrong on Thursday, April 3, 2025, at 5:30 p.m.
B.ROLL CALL:
PRESENT: Commissioners Tina Gonsalves, Natasía Gascón, Carlos Silveira, Jim Lande,
Lauri Kibby, Vice Chair Tom Burns, and Chair Gary Armstrong. NOT PRESENT:
Commissioners Shawnda Thomas Faveau and Michelle Loya.
City Staff: Director, Jay Virata
C.ACCEPTANCE OF AGENDA:
MOTION BY COMMISSIONER LANDE, SECONDED BY VICE CHAIR BURNS, AND
CARRIED 7-0 TO ACCEPT THE AGENDA.

E. REMARKS FROM CHAIR
Chair Armstrong noted recent challenges that will delay the Artscape project.
F.APPROVAL OF MINUTES: March 6, 2025, Regular and Special Meetings
MOTION BY COMMISSIONER GASCÓN, SECONDED BY COMMISSIONER
GONSALVES, AND CARRIED 7-0 TO ACCEPT THE MINUTES OF THE REGULAR
AND SPECIAL MEETINGS OF MARCH 6, 2025.
G. ITEMS FOR DISCUSSION/APPROVAL:
1.Discuss Artscape project installation delays / City’s Permit Process Q & A—Dana
MacAllister, Jr.
Dana presented an overview of the City’s new electronic permitting system (EPL) and
shared that all artworks with foundations now require EPL permitting, including plan
review and inspection. He also covered the new California contractor license requirement.

Note: Item H.1 was heard prior to Item G.1 due to the delayed arrival of the speaker for
Item G.1.
H. PROJECT UPDATES
1.World Art Day: Commissioners Gascón and Gonsalves shared finalized booth
activities for the April 12 festival: hat painting, postcard painting, an art inventory map,
and a "Describe Crawler in One Word" activity.
2.Crawler Dedication: Chair Armstrong shared that the dedication ceremony is set for
April 15, 2025.
3.Beautiful Shade: Chair Armstrong shared that Roger Reutimann will install in October
instead of September to avoid August heat, which would make the 30 -day curing period
more difficult.
4.Art Inventory/Maintenance: Commissioner Gascón shared progress on mapping
over 150 public art pieces. Next steps include verifying City ownership, identifying
potential installation sites for some pieces now in storage, and eventually transferring the
inventory and documentation to a City-managed system.
5. George Floyd Mural Removal: Director Virata reported that he’s still working with the
property owner to remove the panels.
6. Wyatt Mural: Chair Armstrong shared that he’s waiting on written approval from the
artist’s estate.
7.Art of Taming Horses: Director Virata shared that progress has been made on finalizing
the agreement, which his office hopes to forward for execution soon.
8.TOT New Location: Chair Armstrong shared that the artwork may be relocated to an
area near the downtown splash pad, but it may need to be placed in storage until a final
decision is made.
9.Remaining Lights for Pillars Installations: Director Virata said safety concerns about
the color of the lights have been raised. Chair Armstrong noted these concerns aren’t
new and that the lighting was approved and their installation included in permits issued
for these pieces over a year ago.
I.COMMISSIONER AGENDA REQUESTS AND COMMENTS:
Commissioner Gonsalves noted that the $6,000 budget for updating all plaques is too
low and requested it be added to a future agenda for further discussion.

J. DIRECTOR/STAFF UPDATE
Director Virata reminded the group about the June 17th Joint commission meeting and
briefly shared what to expect.
ADJOURNMENT: The Public Arts Commission will adjourn to a meeting on May 1, 2025,
in the Large Conference Room of Palm Springs City Hall located at 3200 E. Tahquitz
Canyon Way.
MOTION BY COMMISSIONER KIBBY, SECONDED BY COMMISSIONER GASCON,
AND CARRIED 7-0 TO ADJOURN at 7:04 PM TO A MEETING ON MAY 1, 2025, IN THE
LARGE CONFERENCE ROOM OF CITY HALL LOCATED AT 3200 E. TAHQUITZ
CANYON WAY.
