Francine McDougall VRON-PS Board Member c (213) 840.3556 Dear AAB members, VRON-PS (Vacation Rental Owners & Neighbors of Palm Springs) would like to thank you all for the time and effort that has gone into the AAB ad hoc subcommittee report. We know it has been a long time coming and we appreciate the opportunity to offer some feedback on it. ADMINISTRATIVE PROCESS: Page 2, Item 3: We respect the intention of this, but we politely disagree with the method you are proposing. Generally speaking, vacation rental homeowners do not live in Palm Springs so advertising locally will not reach your intended market. Here are our suggestions: - Send a letter to the tax address on file (obtainable from Riverside County) to every Palm Springs homeowner once a year to remind them of the City’s short term rental rules. - Additionally, send the same letter to all new Palm Springs property owners on a quarterly basis so that new homeowners are not missed. RENTAL PLATFORMS & PROPERTY MANAGEMENT COMPANY ENHANCEMENTS: Page 3, Item 1: Define what "register with the City" means. VRON proposes a business license that is specific to managing vacation rental properties. This would mean the City would need to create a new category for business licenses but by doing so, establish another opportunity to remind companies of the Vacation Rental (VR) Ordinance rules. Page 3, Item 1: “This would exclude internet companies” - We propose you change this to say “This would exclude online travel agencies like Airbnb or Vrbo.” (Note: Online travel agencies or OTAs is the recognized term within the tourism industry.) Page 3, Second Item 1: "Require any Company before placing advertisements for a short-tern rental ensure they obtain a copy of the short term rental certificate from the property owner.” We propose this be changed to: Any Management Company must ensure they have obtained a current vacation rental certificate prior to placing any advertisements for short-tern rentals. (Note: Owners or agencies/management companies can apply for VR certificates so the agency does not necessarily need to obtain the certificate from the owner.) Many thanks for your consideration. Could you please let me know what’s the best way of going about that? Should we make a public comment during the hearing or can we send an email to you that can be forwarded to all AAB members so they can read it prior to the meeting?
