Absent: None. Staff Present: Sarah Yoon, Historic Preservation Officer & Associate Planner, and Anthony Riederer, Assistant Director of Planning REPORT OF POSTING OF AGENDA: Agenda available for public access at the City Hall exterior bulletin board (west side of Council Chamber) by 6:00 P.M on Thursday, February 27, 2025, as required by established policies and procedures. ACCEPTANCE OF THE AGENDA: Motion by Member Herr, seconded by Member Hansen to accept the agenda. AYES: Nelson, Rosenow, Bachman, Hansen, Herr, Moruzzi, Maschka- Hitchcock. NOES: None. ABSENT: None. PUBLIC COMMENT: 1. CONSENT CALENDAR: A. APPROVAL OF MINUTES: FEBRUARY 4, 2025. Motion by Vice Chair Rosenow, seconded by Member Hansen to approve Item #1A. AYES: Nelson, Rosenow, Bachman, Hansen, Herr, Maschka Hitchcock NOES: None. ABSENT: None ABSTAIN: Moruzzi EXCLUDED CONSENT CALENDAR: None. 2. PUBLIC HEARINGS: Historic Site Preservation Board Meeting Meeting Minutes March 4, 2025 Page 2 A. APPLICATION BY JULI SAVITT-CAVNAR AND ADAM CAVNAR, FOR HISTORIC SITE DESIGNATION OF THE RICHARD AND SIGNE HOLECHEK RESIDENCE LOCATED AT 2395 PEBBLE BEACH DRIVE, (APN 681-242-008) CASE: HSPB #163 (SY). RECOMMENDATION: 1. Open the public hearing and take testimony. 2. Close the public hearing and adopt Resolution HSPB #163 “A RESOLUTION OF THE HISTORIC SITE PRESERVATION BOARD OF THE CITY OF PALM SPRINGS, CALIFORNIA, RECOMMENDING THAT THE CITY COUNCIL DESIGNATE “THE RICHARD AND SIGNE HOLECHEK RESIDENCE” AS A CLASS 1 HISTORIC SITE, HSPB #163, SUBJECT TO CONDITIONS (APN #681-242-008), AND A DETERMINATION PURSUANT TO CEQA THAT THIS ACTION IS NOT A PROJECT.” Associate Planner and Historic Preservation Officer Sarah Yoon presented the staff report and answered questions of the board. Juli Savitt-Cavnar and Adam Cavnar, applicants, spoke and answered questions of the board. Public comments received were in favor of the nomination. Motion by Chair Nelson, seconded by Vice Chair Rosenow, to adopt Resolution HSPB #163 with revisions to the resolution, and a determination pursuant to CEQA that this action is not a project. AYES: Nelson, Bachman, Hansen, Herr, Moruzzi, Maschka Hitchcock, Rosenow NOES: None. ABSENT: None. 3. UNFINISHED BUSINESS: None. 4. NEW BUSINESS: A. A REQUEST BY THE MEZRAHI TRUST FOR APPROVAL OF A CERTIFICATE OF APPROPRIATENESS – MAJOR FOR ALTERATIONS TO “THE GAS COMPANY BUILDING”, A CLASS 1 SITE LOCATED AT 211 NORTH SUNRISE WAY, HSPB #158 / CASE CAMJ 2024-0001 (SY). Associate Planner and Historic Preservation Officer Sarah Yoon presented the staff report and answered questions of the board. Vicky Barbieri, Architect, and Manuel Escalante-Rascon, Project Manager, for the applicant, and Shah Mezrahi, owner, spoke and answered questions of the board. Motion by Member Hansen, seconded by Member Moruzzi to approve the project as proposed with conditions. 1. The east elevation gate be restudied with staff to create more visibility. AYES: Nelson, Rosenow, Bachman, Hansen, Herr, Moruzzi, Maschka- Hitchcock Historic Site Preservation Board Meeting Meeting Minutes March 4, 2025 Page 3 NOES: None. ABSENT: None. BOARD MEMBER COMMENTS: Officer Yoon, responding to a question by Member Moruzzi, notes that the Orchid Tree, Racquet Club, and Town and County sites currently have no active violations and checked by Code Compliance on a regular basis. Concerns about these properties should be reported to Code Compliance. Member Moruzzi mentioned the recent withdrawal of an anticipated national retail tenant at the Town and Country site. STAFF COMMENTS: Officer Yoon requests that board members submit their required information for the CLG report that she is preparing for filing. The revision permit for the Dean Martin House has been issued and restoration of the property will move forward. Reminder regarding the upcoming holiday party. ADJOURNMENT: The Historic Site Preservation Board adjourned at 8:02 p.m. to its regularly scheduled meeting on Tuesday, April 1, 2025, at 5:30 p.m., in the Large Conference Room at City Hall.
