start of the meeting will help ensure that your correspondence is fully considered. Any
correspondence received after 5:00 PM will be distributed to the Public Arts Commission

Public Arts Commission values your comments, pursuant to the Brown Act, it

A meeting of the Palm Springs Public Arts Commission was called to order by Chair Gary
Armstrong on Thursday, April 3, 2025, at 5:30 p.m.

F.APPROVAL OF MINUTES: March 6, 2025, Regular and Special Meetings

GONSALVES, AND CARRIED 7-0 TO ACCEPT THE MINUTES OF THE REGULAR
AND SPECIAL MEETINGS OF MARCH 6, 2025.
G. ITEMS FOR DISCUSSION/APPROVAL:
1.Discuss Artscape project installation delays / City’s Permit Process Q & A—Dana
MacAllister, Jr.
Dana presented an overview of the City’s new electronic permitting system (EPL) and
shared that all artworks with foundations now require EPL permitting, including plan
review and inspection. He also covered the new California contractor license requirement.

Note: Item H.1 was heard prior to Item G.1 due to the delayed arrival of the speaker for
Item G.1.
H. PROJECT UPDATES
1. World Art Day: Commissioners Gascón and Gonsalves shared finalized booth
activities for the April 12 festival: hat painting, postcard painting, an art inventory map,
and a "Describe Crawler in One Word" activity.
2. Crawler Dedication: Chair Armstrong shared that the dedication ceremony is set for
April 15, 2025.
3. Beautiful Shade: Chair Armstrong shared that Roger Reutimann will install in October
instead of September to avoid August heat, which would make the 30 -day curing period
more difficult.
4. Art Inventory/Maintenance: Commissioner Gascón shared progress on mapping
over 150 public art pieces. Next steps include verifying City ownership, identifying
potential installation sites for some pieces now in storage, and eventually transferring the
inventory and documentation to a City-managed system.
5. George Floyd Mural Removal: Director Virata reported that he’s still working with the
property owner to remove the panels.
6. Wyatt Mural: Chair Armstrong shared that he’s waiting on written approval from the
artist’s estate.
7. Art of Taming Horses: Director Virata shared that progress has been made on finalizing
the agreement, which his office hopes to forward for execution soon.
8. TOT New Location: Chair Armstrong shared that the artwork may be relocated to an
area near the downtown splash pad, but it may need to be placed in storage until a final
decision is made.
9. Remaining Lights for Pillars Installations: Director Virata said safety concerns about
the color of the lights have been raised. Chair Armstrong noted these concerns aren’t
new and that the lighting was approved and their installation included in permits issued
for these pieces over a year ago.

Commissioner Gonsalves noted that the $6,000 budget for updating all plaques is too
low and requested it be added to a future agenda for further discussion.

Director Virata reminded the group about the June 17 th Joint commission meeting and
briefly shared what to expect.

Canyon Way.

A RESOLUTION OF THE PUBLIC ARTS COMMISSION OF
THE CITY OF PALM SPRINGS, CALIFORNIA, APPROVING
AN ART MURAL APPLICATION FOR “THE STARS OF OUR
ANCESTORS” BY MURALIST JEFFREY GIBSON, TO BE
LOCATED ON THE SECOND LEVEL OF THE THOMPSON
PALM SPRINGS HOTEL, ON THE NORTH ELEVATION OF
THE BUILDING AT 414 NORTH PALM CANYON DRIVE
(CASE MUR-2025-0001)
WHEREAS, the City Council created according to Chapter 2.24 of the Palm Springs
Municipal Code (Section 2.24.010) the Public Arts Commission; and
WHEREAS, according to Chapter 2.24.050 of the Palm Springs Municipal Code, the
powers and duties of the Public Arts Commission (Section 2.24.050 (7)) are to approve
all art acquired through the public arts fund, either on city or private property, whether on
loan, as a gift or purchase; and
WHEREAS, according to Chapter 2.24.050 of the Palm Springs Municipal Code, the
powers and duties of the Public Arts Commission (Section 2.24.050 (8)) are to designate
proposed or eligible public arts locations and sites on either publicly or privately owned
property; and
WHEREAS, at the May 1, 2025, Public Arts Commission Meeting, it was determined that
“THE STARS OF OUR ANCESTORS” mural by Jeffrey Gibson, to be located on the
second level of the Thompson Hotel, on the north elevation of the building located at 414
North Palm Canyon Drive, is approved under the powers and duties of the commission
set forth in Chapter 2.24.050 of the Palm Springs Municipal Code.
NOW, THEREFORE, be it resolved that the Public Arts Commission recommends:
THAT THE CITY COUNCIL APPROVE AN ART MURAL
APPLICATION FOR “THE STARS OF OUR ANCESTORS” BY
MURALIST JEFFREY GIBSON, TO BE LOCATED ON THE
SECOND LEVEL OF THE THOMPSON PALM SPRINGS
HOTEL, ON THE NORTH ELEVATION OF THE BUILDING AT

Dear Members of the City of Palm Springs Planning Department:
I am writing on behalf of Canyon Palm Springs Hotel, LLC to express our strong support for the
proposed mural "The Stars Are Our Ancestors" by esteemed artist Jeffrey Gibson at Thompson
Palm Springs Hotel. This vibrant and deeply meaningful artwork aligns with the mission of Palm
Springs to celebrate diverse cultural identities while enhancing the visual and emotional
landscape of the community.
Jeffrey Gibson is a groundbreaking artist whose Indigenous heritage and LGBTQ+ identity I resonate powerfully in his work. Representing the United States in the 2024 Venice Biennale,
Gibson is internationally recognized for his ability to weave together historical narratives,
contemporary themes, and social advocacy. His mural will serve as both a reflection of Palm
Springs' cultural heritage and a forward-looking symbol of inclusivity and creativity.
Prominently placed on the second level near the hotel's entrance on Palm Canyon Drive, this
mural will hold particular si gnificance for Palm Springs, a city renowned for its commitment to
the arts and its legacy as a haven for diverse communities. "The Stars Are Our Ancestors" not
only honors the Indigenous peoples who have called this land home for centuries but also offers
a visual dialogue about identity, resilience, and connection in today's world.

1.Regular Inspections
•Frequency: Bi-Annually
•What to Check:
o Loose or missing tiles.
o Cracks in tiles or grout.
o Water infiltration or damage.
o Dirt, stains, or algae growth.
2.Cleaning
•Frequency: Every 6 months (or as needed).
•Steps:
1.Dusting: Remove loose dirt and debris with a soft-bristle brush or duster.
2.Washing:
Use a gentle, pH-neutral detergent mixed with warm water.
Clean the mosaic with a soft sponge or non-abrasive cloth. Avoid
scrubbing with hard bristles, as they can damage grout or tile
surfaces.
Rinse thoroughly with clean water to remove soap residue.
3.Stain Removal: For stubborn stains, use a diluted vinegar solution (test on a
small area first) or a mosaic-safe cleaner.
4.Drying: Let the mosaic air dry or use a soft, lint-free cloth to avoid water
spots.
3.Grout Maintenance
•Frequency: Annually (or as needed).
•Steps:
o Check for cracks, crumbling, or missing grout.
o Clean grout lines with a soft brush and/or grout cleaner approved by
mosaicist.
o With guidance from Art Collection Manager and artist, re-grout areas where
grout has deteriorated, ensuring it matches the original color and material.

I hereby waive and disclaim any Artist’s Right that I may possess under the federal Visual
Artists’ Rights Act of 1990 (17 U.S.C. §§ 106A, 113) and/or the California Art Preservation Act
(Cal. Civil Code § 987) relating to the two murals—The Stars Are Our Ancestors and The Land
is Speaking…Are You Listening—that are inconsistent with the City’s rights to seek the remedies
set forth in the attached Covenant to Maintain Art Mural on Private Property.
