Item F PUBLIC ARTS COMMISSION MEETING MINUTES CITY OF PALM SPRINGS, CALIFORNIA March 6, 2025 Palm Springs City Hall 3200 E. Tahquitz Canyon Way Large Conference Room A. CALL TO ORDER: A meeting of the Palm Springs Public Arts Commission was called to order by Chair Gary Armstrong on Thursday, March 6, 2025, at 5:30 p.m. B. ROLL CALL: Present: Commissioners Tina Gonsalves, Natasía Gascón, Carlos Silveira, Jim Lande, Michelle Loya (new member), and Chair Gary Armstrong. Not present: Commissioners Shawnda Thomas Faveau, Lauri Kibby, and Vice Chair Tom Burns. City Staff: Director, Jay Virata C. ACCEPTANCE OF AGENDA: MOTION BY COMMISSIONER GONSALVES, SECONDED BY COMMISSIONER LANDE, AND CARRIED 6-0 TO ACCEPT THE AGENDA. D. PUBLIC COMMENTS THERE WERE NO PUBLIC COMMENTS E. APPROVAL OF MINUTES: February 6, 2025 MOTION BY VICE CHAIR BURNS, SECONDED BY COMMISSIONER GASCÓN, AND CARRIED 6-0 TO ACCEPT THE MINUTES OF FEBRUARY 6, 2025. G. ITEMS FOR DISCUSSION/APPROVAL: 1. Approve World Art Day Activities Commissioner Gonsalves shared four activities being planned for the Public Arts Commission booth on World Art Day: hat painting, art inventory map, activity to describe Crawler in one word, and a travel postcard painting activity. Public Arts Commission Meeting Action Summary – March 6, 2025 Page 2 2. Discuss Whether to Change Commission Meeting Day & Time Decision was made to keep current day and time. H. PROJECT UPDATES 1. Prince and Blue Belly Dedication Ceremony: Chair Armstrong shared that the March 10th dedication ceremony is set. 2. Lawn Chair and Pinwheel Placement: Several potential locations were explored but a final decision was not made. 3. Beautiful Shade: It was reported that the Parks department are okay with the locations selected for the two pieces, Parkside Gossip and the Dragonfly shade bench. The selections will be going to Council for approval on Wednesday, March 12th. 4. Lights for Pillars Installation: Chair Armstrong shared that lighting was installed for Cadillactus and Director Virata reported that City staff will be meeting with the electrician again to review work needed to add lighting to the other two installations. 5. Art Maintenance: Commissioner Gascón said she’s been taking notes on the pieces she’s seen that need attention and offered to do a condition report to be used to determine which pieces should be prioritized for repair and cleaning. Chair Armstrong emphasized the need to have a vendor to do on-call repairs. 6. Taming of Horses: Director Virata shared that the City hasn’t been able to complete the agreement to purchase the horses from the gallery. He will continue to try and finalize the agreement with them. 7. George Floyd Mural: Director Virata reported that he’s still working with the property owner to remove the panels. Latest update from property owner is that he’s waiting to hear back from his contractor who is to coordinate the deinstallation with the City’s Facility staff. 8. Wyatt Mural: Chair Armstrong shared that the repair of the mural – which show clear signs of sun and environmental damage is to be handled in the next term. Also, that the Wyatt Estate, as co-copyright owners with the City has indicated their willingness to have the City proceed with plans to transfer the artwork to tiles. 9. Blue Zone Update: Vice Chair Burns to provide this update at a future meeting. Public Arts Commission Meeting Action Summary – March 6, 2025 Page 3 I. COMMISSIONER AGENDA REQUESTS AND COMMENTS: Commissioner Gascón asked to add Art Maintenance to the next meeting agenda. She also mentioned a new monthly Poetry Club initiative hosted at the Wellwood Murray Library and encouraged other commissioners to support it. Chair Armstrong stated that he has been actively building interdepartmental relationships by attending other commissions' meetings, particularly the Park Commission's. He believes it’s important to update each other regularly on city projects. Commissioner Lande asked when a discussion around ordinances could happen, and Chair Armstrong said it’s being planned but not confirmed. J. DIRECTOR/STAFF UPDATE Director Virata provided the following updates: • While the library undergoes renovation, they’ll need somewhere to store/house their artwork. • A fence at the dog park will need repair. He has forwarded photos of the damage to the original artist and is waiting for repair estimates. • The City Attorney has confirmed that public art fees were included in the city's financial reporting. • A joint meeting of all city commissions and the City Council has been scheduled for June 17, 2025. The Public Arts Commission will need to present an overview of its work, accomplishments, and upcoming projects at the meeting. • Commissioners should expect to receive Form 700 from the City Clerk’s office, which they must complete annually. • The Marilyn statue has been moved; the commission can consider whether it wants to put an art piece in that location. Review and Approve Budget for PS Pride Monument MOTION BY COMMISSIONER LANDE, SECONDED BY COMMISSIONER GONSALVES, AND CARRIED 6-0 TO ACCEPT THE PRIDE MONUMNET ONLINE EXPERIENCE AS PRESENTED IN WRITTEN DOCUMENTS TO THE COMMISSION AND TO APPROVE THE BUDGET OF $70,000 FOR THE INSTALLATION OF THE PALM SPRINGS PRIDE MONUMENT TO BE INSTALLED AT FRANCIS STEVENS PARK, ON THE CONIDTION THAT THE ARTIST’S VISION STATEMENT AND AN EXPLANTION OF THE SIGNIFICANCE OF THE LAMBDA SHAPE BE INCLUDED IN THE DIGIAL COMPONENT.
