A.CALL TO ORDER:
A meeting of the Palm Springs Public Arts Commission was called to order by Chair Gary
Armstrong on Thursday, February 6, 2025, at 5:30 p.m.
B.ROLL CALL:
Present: Commissioners Tina Gonsalves, Natasía Gascón, Carlos Silveira, Chair Gary
Armstrong, and Vice Chair Tom Burns. Not present: Commissioners Christopher
Ramirez, Jim Lande, Shawnda Thomas Faveau, and Lauri Kibby.
City Staff: Director, Jay Virata
C.ACCEPTANCE OF AGENDA:
MOTION BY VICE CHAIR BURNS, SECONDED BY COMMISSIONER GONSALVES,
AND CARRIED 5-0 TO ACCEPT THE AGENDA.
D.PUBLIC COMMENTS
THERE WERE NO PUBLIC COMMENTS
E. REMARKS FROM CHAIR
The Chair shared that Commissioner Ramirez has resigned from the commission;
however, his resignation won’t be formal until accepted by the city council. Additionally,
with Commissioner Faveau’s term expiring in June 2025, there will be two openings on
the commission.
F.APPROVAL OF MINUTES: January 16, 2025
MOTION BY VICE CHAIR BURNS, SECONDED BY COMMISSIONER SILVEIRA, AND
CARRIED 5-0 TO ACCEPT THE MINUTES OF JANUARY 16, 2025.
G. ITEMS FOR DISCUSSION/APPROVAL:

SILVEIRA, AND CARRIED 5-0 TO ACCEPT ROGER REUTIMANN’S REVISED
BEAUTIFUL SHADE DESIGN.
MOTION BY VICE CHAIR BURNS, SECONDED BY COMMISSIONER GONSALVES,
AND CARRIED 5-0 TO INSTALL ROGER REUTIMANN’S BEAUTIFUL SHADE
SCULPTURE IN RUTH HARDY PARK.
2.Review Cartwright team Beautiful Shade $30K submission
MOTION BY COMMISSIONER GASCÓN, SECONDED BY VICE CHAIR BURNS, AND
CARRIED 5-0 TO ACCEPT THE CONCEPTUAL DESIGN OF THE DRAGONFLY
SHADE BENCH.
MOTION BY COMMISSIONER GONSALVES, SECONDED BY COMMISSIONER
SILVEIRA, AND CARRIED 4-1 TO INSTALL THE DRAGONFLY SHADE BENCH IN
SUNRISE PARK, EXACT LOCATION TBD.
3.Discuss World Art Day Festival (April 12, 2025) participation
MOTION BY COMMISSIONER SILVEIRA, SECONDED BY COMMISSIONER GASCÓN,
AND CARRIED 5-0 TO PARTICIPATE IN WORLD ART DAY FESTIVAL HOSTED BY THE
PARKS COMMISSION.
H. PROJECT UPDATES
1.Artscape in the Parks: Chair Armstrong provided the update that all artists are in
fabrication mode and should be able to meet the May 19th installation deadline.
2.a) Inventory Update: Commissioner Gascón demonstrated how users would navigate
the Google Maps-based art locator she's developing.
2. b) Signage Update: With several photos to illustrate the state of the City’s existing
signage, Commissioner Gonsalves highlighted inconsistencies in design, formatting, and
wording. She recommended standardizing text, adopting a modern, clean design, and
using durable materials to improve readability, better withstand sun damage, and prevent
vandalism.
3.Pop Art Park: Decisions on the placement of the Lawn Chair and Pinwheel artworks
are to be made after the results of the Block G engineering study.

MOTION BY CHAIR ARMSTSTRONG, SECONDED BY VICE CHAIR BURNS, AND
CARRIED 5-0 TO RECOMMEND THE POPSICLES ARTWORK BE PLACED BY THE
LEISURE CENTER.
4.Lights for Pillars Installation Update: Director Virata reported that the facilities staff
will be meeting with the electrical contractor tomorrow.
5.Airport Art Update: No update was available.
6.Airport/Convention Center Beautiful Shade Update: Director Virata reported that
the Beautiful Shade proposals will be reviewed by the city council in March.
ADJOURNMENT: The Public Arts Commission will adjourn to a meeting on March 6,
2025, in the Large Conference Room of Palm Springs City Hall located at 3200 E.
Tahquitz Canyon Way.

AND CARRIED 5-0 TO ADJOURN at 7:05 PM TO A REGULAR MEETING ON MARCH
06, 2025, AT 5:30 PM IN THE LARGE CONFERENCE ROOM OF CITY HALL LOCATED
AT 3200 E. TAHQUITZ CANYON WAY.
