HomeMy WebLinkAboutItem 1A - 03-17-2025 ARC Meeting Minutes - DRAFT ARCHITECTUAL REVIEW COMMITTEE MEETING MINUTES March 17, 2025 CITY OF PALM SPRINGS 3200 East Tahquitz Canyon Way, Palm Springs, California CALL TO ORDER: Chair O’Donnell called the meeting to order at 5:30 p.m. ROLL CALL: Present: O’DONNELL, BASTIN, MACDONALD, THOMPSON, WALSH, CASTRO Excused: THOMAS Staff Present: Principal Planner Ken Lyon, Director of Planning Christopher Hadwin, Assistant Planner Alex Rubalcava REPORT OF POSTING OF AGENDA: The agenda was available for public access at the City Hall exterior bulletin board (west side of Council Chamber) and the Planning Services counter by 9:00 pm on Thursday, March 13, 2025. ACCEPTANCE OF THE AGENDA: Ayes: O’DONNELL, BASTIN, MACDONALD, THOMPSON, WALSH, CASTRO Excused: THOMAS PUBLIC COMMENT: None. 1. CONSENT CALENDAR: A. APPROVAL OF MINUTES: JANUARY 21, 2025 Member Thompson moved, seconded by member Bastin, to approve Consent item #1A. Ayes: O’DONNELL, BASTIN, MACDONALD, THOMPSON, WALSH, CASTRO Excused: THOMAS B. STUDIO A&D ARCHITECT, ON BEHALF OF THE PROPERTY OWNER, DOMINIK SCHIEWECK, FOR A MAJOR ARCHITECTURAL APPLICATION FOR A SINGLE-FAMILY DWELLING ON A HILLSIDE LOT LOCATED AT 2337 MORNING VISTA DRIVE (LOT 35), DESERT PALISADES SPECIFIC PLAN, CASE AR-2025-0004 (APN 504-390-035) (Alex Rubalcava) RECOMMENDATION: Adopt the resolution determining the project exempt from CEQA and approve, subject to conditions. UNFINISHED BUSINESS: None. 3. NEW BUSINESS: A. AN APPEAL BY JOSEPH PRANEVICIUS AND THE CARNELIAN RED TRUST DTD 6/6/2018, OWNERS / APPELLANTS, OF CERTAIN CONDITIONS OF APPROVAL RELATED TO A DECISION OF THE PLANNING DIRECTOR APPROVING CASE AR-2024-0046, A MINOR ARCHITECTURAL APPLICATION PROPOSING A ROUGHLY 715-SQUARE FOOT ADDITION TO AN EXISTING SHADE CANOPY STRUCTURE LOCATED AT 1100 SOUTH PALM CANYON DRIVE, (APN 508-292-001), ZONE C-1, GENERAL PLAN LAND USE DESIGNATION, TOURIST RESORT COMMERCIAL ("TRC") CASE APPL-2024-0001 of CASE 2024-0046. (Ken Lyon) RECOMMENDATION: Deny the appeal and uphold the decision of the Planning Director. Principal Planner Ken Lyon presented the staff report and answered questions of the committee. Planning Director Christopher Hadwin spoke and answered questions of the committee. The applicant was not present at the meeting. Member Castro commented that there are not sufficient grounds for appeal as the requirements in the Conditions of Approval are prescribed by law. The Conditions of approval were imposed because the full required scope of the project was not sufficiently shown on the plans (that were part of the application). Member Castro moved, seconded by member Thompson to deny the appeal and uphold the decision of the Planning Director. Ayes: O’DONNELL, BASTIN, MACDONALD, THOMPSON, WALSH, CASTRO Excused: THOMAS ARCHITECTUAL REVIEW COMMITTEE REPORTS, REQUESTS AND COMMENTS: Principal Planner Lyon provided an update regarding the recruitment of new committee members. PLANNING DIRECTOR’S REPORT: Director Hadwin mentioned that the Zoning Code Team will be attending local outreach events on March 31stt and April 1st. Draft Zoning Maps and draft Zoning Districts are available for review, and Urban Design Guidelines are being drafted. ADJOURNMENT: The Architectural Review Committee adjourned at 5:47 p.m. to 5:30 pm, Monday, April 7, 2025.
