availability of mental health and substance
abuse services for those in need.

The Navigation Center Lessons
•Facility Maintenance Needs – Unanticipated
maintenance delays.
•Housing Barriers – The lack of affordable housing
options makes it difficult for participants to secure
stable housing, and many are unable or unwilling to
relocate.
•Participant Stability & Engagement – Some
participants struggle with instability and resistance to
structured programs due to ongoing mental health
challenges and substance use.

The Unhoused •PSPD Contacted over 600+ unique persons, reality -
about 100 chronic people on the streets
•41+ reunited with their families
•112+ housed (not Navigation)

•Community Behavioral Assistance Team is active –
