Any person who wishes to provide public testimony for an item on the agenda is requested
to notify the Commission Liaison before the Public Testimony portion of the meeting. You
may submit your public comment to the Public Arts Commission electronically by
forwarding materials to jay.virata@palmspringsca.gov. Transmittal by 5:00 PM before the
start of the meeting will help ensure that your correspondence is fully considered. Any
correspondence received after 5:00 PM will be distributed to the Public Arts Commission
and retained for the official record.

D. PUBLIC COMMENTS: This time has been set aside for members of the public to
address the Public Arts Commission on items of general interest within the subject
matter jurisdiction of the Commission, and agenda items if the member of the public
cannot be present later in the meeting at the time the item is heard by the
Commission. Additionally, members of the public may address the Commission on
each item listed on the posted agenda at the time each item is heard. Although the

A meeting of the Palm Springs Public Arts Commission was called to order by Chair Gary
Armstrong on Thursday, January 16, 2025, at 12:00 p.m.
B.ROLL CALL:

Kibby, Carlos Silveira (arrived 10 minutes late), Chair Gary Armstrong, and Vice Chair

voting, the selections were narrowed down to these 10 submissions:

MOTION BY COMMISSIONER FAVEAU TO APPROVE “DESERT BLOOM” BY ROGER
REUITMANN AS FINALIST FOR THE BEAUTIFUL SHADE PROJECT AT THE $50,000
SELECTION, SECONDED BY COMMISSIONER SILVEIRA, AND CARRIED 7-0.
$25K Level Selection
A total of 15 submissions were reviewed for the $25,000 Level and narrowed down to
these Top 3 submissions:
1.Umbrella Tree Bench by Paul Reimer
2.Shapescape by Angie K. Smith
3.Knotted Loop by Jennifer Tran
The Commissioners agreed that none of the submissions effectively met all the project
criteria and discussed inviting Addie Boswell to submit a modified proposal for $30,000.

MOTION BY COMMISSIONER KIBBY TO CONTACT ARTIST ADDIE BOSWELL TO
REQUEST A NEW SKETCH FOR A $30,000 SUBMISSION, SECONDED BY
COMMISSIONER SILVEIRA, AND CARRIED 7-0.
Park Selection
Ruth Hardy, Sunrise, and Demuth Parks have had no recent art installations and were
recommended for the Beautiful Shade selections. The Commission agreed to have the
Parks and Recreation Commission weigh in on the park selection.
ADJOURNMENT: The Public Arts Commission will adjourn to a meeting on February 6,
2025, in the Large Conference Room of Palm Springs City Hall located at 3200 E.
Tahquitz Canyon Way.

Subject: Board and Commission Meeting Times
On January 23, 2025, the City Council authorized the City’s Boards and Commissions to hold their regular
meetings at a starting time earlier than 5:30 p.m.,in accordance with Palm Springs Municipal Code (PSMC)
Section 2.06.050, which states:
“Each Board and Commission shall set its regular meetings to occur at 5:30 p.m., unless otherwise
exempted by the City Council. Boards and Commissions may conduct adjourned regular, special,
adjourned special, and emergency meetings at such times as circumstances may require, subject to
approval by the City Manager.”
As a result of this decision, each board and commission now has the option to change the start time of their
regular meetings. We encourage you to discuss Council’s action with your members. If your members
decide to amend their meeting start time, please consult with the Office of the City Clerk to coordinate the
use of available space, technology, staffing, and any necessary approvals.
Please ensure that your board or commission’s 2025 meeting schedule is forwarded to the Office of the City
Clerk. It is imperative to adhere to the enclosed holiday schedule and to refrain from scheduling meetings
on the specified dates. Enclosed for your reference is the City Council’s 2025 meeting schedule.
