A special meeting of the Palm Springs Public Arts Commission was called to order by
Chair Gary Armstrong on Tuesday, September 17, 2024, at 11:00 a.m.
B. ROLL CALL:
Present: Commissioners Tina Gonsalves, Jim Lande, Carlos Silveira, Christopher
Ramirez, Chair Gary Armstrong, Vice Chair Tom Burns, and Commissioner Natasía

Chair Armstrong gave an overview of the project’s history and previous selection process
and explained how the Commission arrived at the current format, requiring this meeting
to review and narrow 40 qualified submissions to 1 0 finalists.

A total of 40 submissions were reviewed and narrowed to these 10 for the second round

Chair Armstrong reflected on the outcome of the U.S. election, emphasizing the role of
public art in fostering unity and hope. With the meeting’s agenda including discussions
about the AIDS Memorial, a Pride Monument, and the consideration of placing art in 12
locations citywide, the Chair said the Commission reiterates its commitment to empathy,
inspiration, and resilience—values that transcend any single administration.

Commissioners debated the efficiency of the existing evaluation process versus the
potential benefits of implementing a matrix system. No changes were made to the
current process, but the commission emphasized the need for clearer criteria for future
submissions.
2. Discuss partial funding of privately funded donations to the city’s Public Art
Collection.
A. Consider request for $65,000 of Public Art Funds for the sitework and installation
of the Palm Springs AIDS Memorial by Artist Philip K. Smith; and recommend the
Palm Springs City Council approve the allocation of Public Art Funds for sitework
and installation:
MOTION BY COMMISSIONER LANDE TO RECOMMEND THE CITY COUNCIL
ALLOCATE $65,000 WITH STIPULATION THAT THE FUNDS ARE TO BE USED
SPECIFICALLY FOR AIDS MEMORIAL SITE WORK AND INSTALLATION,

B. Consider request for $70,000 of Public Art Funds for the PS Pride Monument by
Artist Jim Isermann; and recommend the Palm Springs City Council approve the
allocation of Public Art Funds for the PS Pride Monument:
MOTION BY COMMISSIONER LANDE TO RECOMMEND APPROVAL OF
$70,000 FOR THE PS PRIDE MONUMENT INSTALLATION AND RELATED
COSTS, WITH THE CONDITION THAT THE FUNDS WILL BE RECAPTURED BY
THE END OF MARCH 2025 UNLESS A FINAL BUDGET IS SUBMITTED,
SECONDED BY COMMISSIONER GONSALVES, AND CARRIED 8-0.
3. Discuss Asphalt Art project schedule:
Commissioner Silveira shared that the event is planned for a 12:30 p.m. start on
Saturday, November 9. He also shared that the Community hopes the event can
be an annual one. Chair Armstrong spoke to the safety benefits of asphalt art and
emphasized that it would be temporary art.
4. Review and approve relocation of art in Sunrise Park: Spider Bike Rack, R. Hero,
and Tot:

ORIGINAL LOCATION AT THE SWIM CENTER, THE R. HERO SCULPTURE

5. Discuss Artscape in the Park:

H. PROJECT UPDATES:
1. Artscape in the Park: Installations planned for the week before Memorial Day.
2. Crawler: Is installed with plans for a dedication ceremony being discussed.
3. Installation of the Pop Art Park: Pieces will be evaluated by an engineer due
to challenges associated with installing the artwork on a deck above a parking
garage.
4. Eco-art Walk / Taming of the Horses: Director Virata shared that he has not
received feedback from the gallery and will follow up.
5. Airport Mural: Is on schedule.
I. COMMISSIONER AGENDA REQUESTS AND COMMENTS
Vice Chair Burns requested a legal discussion to define what a monument is versus
public art.
J. REPORT FROM DIRECTOR/STAFF:
Director Virata shared that the George Floyd mural was vandalized again. It was
suggested that the Commision hold a special meeting within the next two weeks to
discuss how to proceed. Director Virata to check room availability and provide dates.

Discussion revolved around the need for signage to mitigate public climbing on
sculptures, including Crawler.

2. Public Art Vandalism and Repair

A. Asphalt Art:
Community-led mural installation was purposefully vandalized shortly after its
completion. The artist has agreed to repair the asphalt art by applying an anti-
graffiti sealant that is safe for roads.
B. George Floyd Mural:
The mural was initially intended as temporary and has faced repeated
vandalism. Discussion included options to remove or repair the mural, given its
current state and history. Decision made to remove the mural boards, consult
the artist, and explore preservation options for cultural and historical value.

REMOVE THE BOARDS OF THE GOERGE FLOYD MURAL AT THE
CONSULTATION OF THE ARTIST AND DETERMINE THEIR PERSPECTIVE

ANY PRESERVATION GROUPS OR ORGANIZATIONS WITHIN THE CITY
WHO WOULD LIKE TO MAINTAIN THESE BOARDS, AND DIRECT STAFF
TO PLACE NEW BOARDS ON THE BUILDING TO COVER THE WINDOWS
AND PAINT OVER THE EXISTING MURAL, AND AT A FUTURE MEETING
DETERMINE HOW THE COMMISSION WILL MEMORIALIZE THE MURAL
SO THAT IT’S PRESERVED IN SOME CAPACITY, SECONDED BY
COMMISSIONER GONSALVES, AND CARRIED 5-0.

Director Virata shared that the Thompson Hotel has requested reimbursement of their
arts fees and Chair Armstrong shared that the Crawler artist, Ryan Campbell requested

Chair Armstrong remarked that this was the last meeting of the year and encouraged
commissioners to think about future projects, noting it takes approximately 3-5 months to
move a project through the approval process. He also gave a brief update on the Artscape
in the Park Initiative and plans for 2025.

Minutes from September 5th, September 17th, and October 1st were reviewed.

these minutes.
G. ITEMS FOR DISCUSSION/APPROVAL:
1. Discuss and approve Thompson Hotel's request for reimbursement of Art Fees
in the amount of $192,710:
Abigail Rust of the Hall Group represented the Thompson Hotel to review the
financial records submitted to the Commission. It was determined that the math
actually added up to $193,085.30.
MOTION BY COMMISSIONER KIBBY TO APPROVE THE THOMPSON
HOTEL’S REQUEST FOR REIMBURSEMENT OF ART FEES IN THE
AMOUNT OF $192,710, SECONDED BY COMMISSIONER LANDE, AND
CARRIED 8-0.
2. Discuss Beautiful Shade Call for Artists and special meeting for review of
proposals:
A total of 51 submissions were received. There were no submissions for the $5,000
projects; these funds are to be returned to the budget. It was also discussed that
the Sustainability Department to review submissions for feasibility, shade, and
environmental impact, that a single design may be used for multiple parks, and that
both mechanics and aesthetics of artworks are to be considered.

3. Discuss 2025 Meeting Calendar and consider rescheduling January 2, 2025,
meeting due to holiday conflict:

H. PROJECT UPDATES:
1. Artscape in the Parks: Director Virata shared that three contracts have been
executed with one pending and that he’s to have discussions with the Public
Works and Facilities teams about providing art pads. The installation date is
scheduled for May 19, 2025.
2. Crawler: Director Virata to check on status of signs ordered.
3. Asphalt Art: Commissioner Silveira shared that repairs and treatments by the
artist will be delayed until January 27, 2025.
4. Pop Art Park: Director Virata shared that the Engineering department will be
ordering an engineering study to evaluate weight-bearing capacity of the art
installation sites.
5. Eco-art Walk / Taming of the Horses: Director Virata shared that approval of the
$9,000 funds is pending City Council action after which an agreement will need
to be executed where the gallery agree to the ownership terms and conditions
by the City.
6. George Floyd Mural: Director Virata shared that the artist has been called, and
messages left, but he has not heard back from him . The director is also looking
for non-profits who might want to repurpose the mural panels.
7. AIDS Memorial: Additional funding of $60,000 is to be approved by the City
Council and will require allocation adjustments.
I. COMMISSIONER AGENDA REQUESTS AND COMMENTS:
• Commissioner Kiby proposed creating a comprehensive financial overview to
track allocated and available funds with Commissioner Gascón suggesting a
quarterly agenda item to review the Public Art fund budget.
• Commissioner Gascón shared that in order to get some ideas on what Palm
Springs might do to commemorate its Section 14 history, she met with someone
from the Santa Monica Belmar Park Commission to learn how they
commemorated their own displaced community.

Design fully functional, permanent art pieces that create shade. These will be
art pieces, not architectural installations.
Artists should design the shade cast as well as the artistic structure itself.
Integration of organic and non-organic elements is allowed, but all aspects should
be included in the overall budget.
Pieces may not be able to provide 100% of shade, 100% of the time, but consider
when and how residents utilize public spaces to maximize the impact of your art.
A park used for morning dog walks is used differently for families watching
afternoon soccer practice in the same location. Consider time of day and use of
facility.
Your piece should be beautiful, reflect your personality as well as the image of
Palm Springs, and encourage all residents to enjoy their public space.

The proposed artwork should feature imagery and a color palette that is
welcoming, with the focus on themes that promote community, healthy living,
family, and sustainability, and offer maximized shade.
We also encourage structures that can be used as customizable art: e.g., an
oversized uniquely shaped metal umbrella that can be repainted annually by local
schools.

The artwork must satisfy reasonable standards of permanence and safety,
meet all relevant codes required for public places, and offer reasonable proof
of soundness against theft, vandalism, or excessive maintenance and repair.
As the sites where the works will be displayed are in high pedestrian traffic areas,
the safety of the public, including children, must be taken into
consideration.
Work must be as vandal-proof as possible and cannot have sharp edges or be
easily breakable or bendable.
