Please review (see attached email dated February 26, 2025) that details prevous concerns related to the topic of the City of Palm Springs desire to censor public testimony thats provide during City held public meetings. It's frankly very concerning that a current City Council member (D. Ready) was drectly involved with imposing restrictions upon public speakers (censoring written meeting minutes) while employed (contracted City Manager position) during California State of Emergency (virus narrative event - COVID-19). False Information was supplied to the Palm Springs City Council that detailed that the City of Rancho Mirage recorded their written meeting minutes with (tilted: Action Minutes procedures) within Palm Springs September 9, 2021 City Council Staff Report (Agenda Item: 1.C). It's reasonable to consider that - "Incorrect" information may have influenced that City Council to proceed with a radical political maneuver to reduce and or eliminate public testimony from being recorded accurately within written meeting minutes that were construted by Palm Springs officials. Brief summary formatted meeting minute protocols were used to describe public testimony prior to September 9, 2021. Radical political maneuver of Palm Springs City Council to censor public testimony provided during city held public meetings were installed (tilted: Action 03/27/2025 Public Comment Item 1A Minutes procedures) after September 2021. Brief Summary meeting minutes procedure to record verbalized testimony are ideally the best avenue to record historical events (verbal testimony) that have been spoken during Palm Springs public meetings. It's completely nonsensical that members of the public that desire to provide public testimony (verbal) will not be recognized and recorded accurately within current Palm Springs construted written meeting minutes. Please consider reinstating "Brief Summary meeting minutes protocols" that are clearly the best practice protocol to record verbal testimony given during city conducted public meetings. Please be reminded, that written documents are legitimate legal avenues to secure fact-finding elements. Video recording have little to No legitimacy within California State regulations. It's been repeatedly demonstrated that the City of Palm Springs have decided NOT to record (written meeting minutes) accurately of it's Public meeting(s) held under it's authority. The February 13, 2025 written minutes of the City of Palm Springs Council meeting, once again decided NOT to record "Public Testimony" partispates accurately. Those Individuals that provided verbal testimony (oral testimony) didn't have (agenda Items) that were commented about listed (recorded) within the City's constructed written meeting minutes. And NO description was provided of the public speaker(s) testimony (what was talked about/commented about) stance taken (In opposition of, or in favor of, or No stance). It's highly recommended to accommodate "summary formatted meeting minutes protocols" for all City controlled public meetings. Please review and implement the recommendations listed below for the betterment of City of Palm Springs residential population. 1) Allow public testimony on every agenda Item (3 minutes/per Item) during (at the same time) that the governing body considers each agenda Item. 2) Record (summary formatted meeting minutes protocol) for every City conducted Public meeting (minutes). 3) Provide a (NO COST) local or toll-free telephone number for members of the community to remotely access (partispate/monitor) City controlled Public meeting(s). It's nonsensical that Individuals are currently ONLY allowed (2 minutes) of total speaking time for every agenda Item listed on the meeting agenda (except: Public Hearing Items and Non-Agenda Public comment). It's currently possible that public speakers would only have a few "seconds" to provide Public testimony on selected agenda Items. Having ALL partispates that desire to provide Public testimony on agenda Items (except: Public Hearing and Non-Agenda Public comment) speak in advance (could be hours before the governing body considers that agenda Item) of consideration from the governing body (City Council) is completely nonsensical. It's highly likely that a complete Board staff report (videos and or other Information) wouldn't be made available for those public speakers at the time that they are mandated to provide Public testimony on selected agenda Items. The General Public is entitled to the same information that the City Council is made aware of before public testimony is mandated. It's extremely reasonable that current public testimony protocols may interfere with City officials (elected and appointed members) that should recuse themselves at the consideration of certain agenda Items.
