ARCHITECTUAL REVIEW COMMITTEE MEETING MINUTES
February 18, 2025

CALL TO ORDER:
Chair O’Donnell called the meeting to order at 5:30 p.m.
ROLL CALL:
Present: O’DONNELL, BASTIN, MACDONALD, THOMPSON
Excused: HARLAN, WALSH, CASTRO, THOMAS
Staff Present: Principal Planner Ken Lyon, Associate Planner Glenn Mlaker
REPORT OF POSTING OF AGENDA: The agenda was available for public access at the City
Hall exterior bulletin board (west side of Council Chamber) and the Planning Services counter by
9:00 pm on Wednesday, February 12, 2025.
ACCEPTANCE OF THE AGENDA:
Chair O’Donnell moved, seconded by member Thompson, to accept the Agenda.

PUBLIC COMMENT: None.
1. CONSENT CALENDAR:
A. APPROVAL OF MINUTES: JANUARY 21, 2025
Member Thompson moved, seconded by member Bastin, to approve Consent item #1A.

Excused: HARLAN, WALSH, CASTRO, THOMAS
EXCLUDED CONSENT CALENDAR: Items removed from the Consent Calendar for separate
discussion are considered at this time.
2. UNFINISHED BUSINESS: None.
3. NEW BUSINESS:
A. A REQUEST BY PS CANYON DEVELOPMENT, LLC, OWNER FOR A
MAJOR ARCHITECURAL APPLICATION TO CONSTRUCT A 739,360-

SQUARE FOOT WAREHOUSE BUILDING LOCATED AT THE NORTHWEST
CORNER OF NORTH INDIAN CANYON DRIVE AND 19TH AVENUE (CASE#
3.4361 MAJ) (GM).
RECOMMENDATION: Adopt the resolution stating that the project is in
conformance with the certified EIR and approved, subject to conditions.
Associate Planner Glenn Mlaker presented the staff report and answered questions of the committee
.
David Snider, developer, and Eric Namiasiak, Ware Malcomb, architect, MSA Consulting, spoke and
answered questions of the committee .
Frank Tysen, provided public comments included concerns regarding the proliferation of warehouses
in the area, their esthetics, and their impact on the environment.
Member MacDonald moved, seconded by member Bastin, to adopt the resolution stating that the
project is in conformance with the certified EIR and approved, subject to conditions.
1. Change the Acacia salicina (Shoestring Acacia) to Casuarina equisetifolia (Coastal She-oak)
2. Change the Parkinsonia to Eucalyptus microtheca (Coolibah)
3. The parapet line (green stripe) on the north and south side of the building is reduced a
minimum of 18”

ARCHITECTUAL REVIEW COMMITTEE REPORTS, REQUESTS AND COMMENTS:
Member MacDonald asked if there are other warehouses being developed in the area. Planner
Mlaker mentioned that the planners will share feedback from this project with developers of future
warehouses. Planner Lyon noted that there are procedures for modifying parking in the future as
automation downsizes the number of personnel at the site for operations.
PLANNING DIRECTOR’S REPORT:
Member Jim Harlan resigned from the Committee. Chair O’Donnell and Planner Lyon mentioned the
open committee position and the solicitation of candidates.
Planner Lyon mentioned a symposium for Modernism Week, the morning of February 22, 2025, at the Palm
Springs Art Museum, which includes a lecture on the new Palm Springs School of Architecture book.
ADJOURNMENT: The Architectural Review Committee adjourned at 6:56 p.m. to 5:30 pm, Monday,
March 3, 2025.
