HomeMy WebLinkAboutItem 2A - PresentationCITY OF PALM SPRINGS 2025-2029 Consolidated Plan; Analysis of Impediments to Fair Housing Choice and Annual Action Plan Public Hearing 3/12/25 2 The Consolidated Plan, Annual Action Plan (AAP), and Analysis of Impediments to Fair Housing (AI) are required documents for the City of Palms to receive federal funding from the U.S. Department of Housing and Urban Development (HUD). The purpose of the public hearing is to gather input from the community and City Council on the priorities and strategies outlined in the plans. This is a required activity under HUD guidelines 3 Consolidated Plan (5-Year Strategies) The Consolidated Plan provides a comprehensive strategy for how the City will use its Community Development Block Grants (CDBG) funding. 1)Affordable Housing Development and Preservation 2)Homelessness Prevention and Housing Support 3)Community Development and Public Services 4)Economic Development 5)Fair Housing and Anti-Discrimination 4 Analysis of Impediments to Fair Housing Choice (AI) The AI examines the barriers to fair housing and includes recommended actions to address the identified barriers 1.Provide fair housing education that targets underserved populations, including racial and ethnic minorities, LGBTQ+ individuals, and persons with disabilities. 2.Establish a tenant-landlord mediation program to resolve disputes outside of the formal court system. 3.Establish a legal counsel program specifically for low-income individuals who are facing housing discrimination or other housing- related legal issues. 4.Continue to encourage the development of affordable housing in areas with better access to public services, schools, and transportation. 5 Annual Action Plan (AAP) The first-year AAP outlines how the City will use its expected $344,683 CDBG allocation.
