Describe your knowledge of the functions, regulations and procedures of the commission you'd serve / Describa
su conocimiento de las funciones, regulaciones y procedimientos de la comisión a la que serviría
I understand that the functions, regulations and procedures go beyond the meetings, events and hard conversations
with other council members and the community. They are something that is taken deeply into the heart and into all
actions in and out of the council at all times. I understand that the councils main focus is making human rights and
equality center and forefront in our community, making sure all violations are taken serious and listened to and to
try to find peace, answers and fairness whenever possible. To make sure all humans are heard and seen and
welcomed and to continue with the hard work that those before us have forged and to continue to build on it. We
stay bipartisan, fair and monitoring civil rights enforcement. We listen, we vote and we should be examples of the
very thing we stand for. We meet monthly and listen daily , develop and execute the people's will and petitioned
suggestions and to always be a true public servant.
What specific attitudes, skills and expertise do you think you have to enhance the commission? / ¿Qué
actitudes, habilidades y experiencia específicas crees que tienes para mejorar la comisión?
I'm excellent at problem solving, listening, inspiring others to join the conversation. I believe in positivity and
inclusivity, I like to bring people together and to look for the things we have in common. I am excellent at social
media, working long hours, public speaking, writing articles and finding middle ground.
What issues or problems face the board/commission? Do you have any suggestions to address them? / ¿Qué
problemas o problemas enfrenta la junta/comisión? ¿Tiene alguna sugerencia para abordarlos?
We have a number of issues, the unhoused, affordable housing, living wages, claiming our history, reparations and
the responsibility of being a beacon of hope to not only the rest of America but the world. We are the Villages that
represents fairness and equality, we are cutting edge and innovative we are the future. We must listen, take action,
be kind and find solutions and I believe creative can solve all problems that and some hard work.

I have watched the Human Rights Commission meetings more than most others. The most recent meetings I
observed online were on 3/11/2024, 2/12/2024 and 9/11/2024.
Education / Educación
I hold a Bachelor of Arts degree from the University of Redlands and have completed graduate level executive
courses in leadership at the University of Michigan and the University of Southern California. In addition, I
completed dozens of management training programs offered by my former employer, Southern California Gas
Company, from which I retired in 2016 after 34 years of service.
Background/Work Experience/Civic Involvement - Antecedentes/Experiencia laboral/Participación cívica
During my 34-year career at SoCalGas, I held positions of increasing responsibility in Information Technology,
Customer Program Marketing, Corporate Strategic and Financial Planning, Public and Regulatory Affairs, Low Income
Customer Assistance, Procurement and Supplier Diversity. I retired in 2017 as the Director of Procurement,
Warehousing and Supplier Diversity. While I was at SoCalGas and today, my demonstrated strengths are in the areas
of critical thinking, leadership, regulatory and financial acumen, and in the latter fifteen years of my career, I
developed special skills the execution of programs promoting the diversity of our employees, suppliers and reaching
customers of diverse backgrounds. I served and president of the Southern California Minority Supplier Council,
secretary of the National Utilities Diversity Council, and am now serving as vice-president of BuildOut California, a
non-profit focused on developing LGBT-owned businesses in the major commercial and industrial business sector. I
have also served on the boards of directors of health and human services non-profits White Memorial Hospital, El
Proyecto del Barrio. As a passionate supporter of historic architectural and cultural preservation, I founded and still
serve of the board of directors of Long Beach Heritage and was the past secretary of the board of the Palm Springs
Preservation foundation. In the area of public arts, I was the president of board of directors of the Palm Springs
Cultural Center from which I retired in 2023. I currently serve on College of the Desert's Citizen's Bond Oversight
Committee where I was just elected vice-chair. Through all these collective work and community experiences, I've
gained valuable insight into addressing the needs of the under-represented in our communities and the business
environment. My passion for diversity has garnered several awards from community-based organizations, including
Advocate of the Year by the Greater LA African American Chamber.
Describe your knowledge of the functions, regulations and procedures of the commission you'd serve / Describa
su conocimiento de las funciones, regulaciones y procedimientos de la comisión a la que serviría
In reviewing the mission of the Palm Springs Human Rights Commission, I learned its overall goal is to promote and
protect the diversity of our community. The Commission is also responsible for the improvement of human relations
through education and community awareness. This is the underlying theme of all I have done professionally and
personally throughout my career. Instead of rehashing what I provided above, I'll add that there are a few other
commissions for which I am uniquely qualified. I have extensive experience in managing a large and complex utility
from operations of various functions to managing hundreds of employees, at both represented and management
levels. Besides improving the human work experience of my employees, I have a strong grasp on operations of a
complex, technical operation. This I think would apply to the rigours of the Palm Springs Airport Commission.
Especially as it embarks on a major expansion and the procurement of millions on construct-related services. As
director of procurement for SoCalGas, I was responsible for our $2 billion annual spend with the majority of that
spend being on construction-related projects (pipeline expansions and replacements). This expetrince could benefir
the Measure J Commission. My work with the COD Citizens Bond Oversight Committee also has provided valuable
exposure to major construction projects at a detailed level. Through my experience as president of the Palm Springs
Cultural Center, I expanded my experience with the promotion of public facing performing arts and culturally rich
experiences. My many years of work in the preservation of historic buildings and culture would be directly
applicable to the work of the Public Arts Commission. As an avid art collector, I understand the value of our cultural
surroundings and firmly believe in enhancing public art throughout the city that will be enjoyed for generations.
What specific attitudes, skills and expertise do you think you have to enhance the commission? / ¿Qué
actitudes, habilidades y experiencia específicas crees que tienes para mejorar la comisión?
To avoid repetitiveness , I won't repeat some of what has been already stated in terms of my work in all aspects of
diversity. Instead, I'll share a story that demonstrates some of the attitudes and skills I've experienced in this field. In
2014, along with a colleague, I co- founded and began the legislative process which lead to then-California Governor
Jerry Brown signing Assembly Bill 1678 in September of 2015. This law, championed by the National LGBT Chamber
of Commerce, along with six of California’s LGBT Chambers of Commerce, became the Nation’s first piece of
legislation to require regulated California-based energy, water and telecommunications firms to annually report
their total procurement with LGBT businesses to the state legislature. This accomplishment required a symphony of
skills and sensitivities. It required explaining to the business community how LGBT-owned firms needed to be on a
level playing field with (of course) majority firms, but also women-owned, minority-owned and service disabled
veteran-owned firms that were already included in the spend reporting law. As a result of these significant
milestone events public agencies across California have started intentionally including LGBT businesses in their
contracting programs such as: the California Department of Transportation (Caltrans), Santa Clara Valley
Transportation Authority, San Francisco Bay Area Rapid Transit (BART), the city of Los Angeles, and the California
Department of General Services. California is also the epicenter for large national, and international, firms
associated with construction services to actively engage in building relationships and teaming agreements with LGBT
owned/certified firms. Many LGBT-owned firms in this sector were forced to hide their true selves for fear of not
being included in bidding opportunities. Worse yet, this discrimination resulted in fewer LGBT-owned firms being
desirous of involvement in these sectors.
What issues or problems face the board/commission? Do you have any suggestions to address them? / ¿Qué
problemas o problemas enfrenta la junta/comisión? ¿Tiene alguna sugerencia para abordarlos?
There are always issues facing any organization or individual involved in diversity and human rights. Sadly, we have
not achieved the end goal of a color-blind society, much less one that is open and supportive of those whose
diversity doesn't show on their face. The Palm Springs Human Rights Commission is not immune. Education is an
ongoing effort that requires ingenuity in the delivery of messages, with an understanding of the audience for which
the message is developed. There is no magic solution. It requires a willingness to experiment, learn from all
constituents and diversify the approaches and techniques used to bring about understanding and inclusion. I am
only aware of a procedural issues that the Commision endured recently. I feel my experience with managing
regulatory legal cases and familiarity with the Brown Act and other protocols will be an asset to the Commission. In
addition, my rich experience in applying policies of inclusion and diversity in the small and corporate business
community is unique. I feel my skills at effective communications are the cornerstone of the success I've enjoyed in
my career. More than anything else, communicating a story is essential to furthering understanding and creating the
embrace. As a Commission member, I would pay particular attention to the effective execution of all
communication avenues.

I’ve watched the 2024 HRC meetings of April 8, March 11, Feb 12, and January 8. Many impressive actions are being
taken by the Commission.
Education / Educación
I received my MFA & BA degrees in Cinema/TV from the University of Southern California and completed executive
education programs at Yale School of Management in Behavior Economics to understand consumer purchase
decision-making and its marketing and Harvard Business School in Customer Centricity and their transformative
strategies. In my Chief Marketing Officer roles, I received extensive training in Diversity, Equity, and Inclusion and
sponsored many DEI initiatives, including ERGs (Employee Resource Groups). ERGs were most successful when they
aligned with employee expectations and business DEI priorities. This was achieved by: ensuring clear communication
about the ERG’s purpose and goals, aligning ERG activities with the corporate DEI strategy, and lending sufficient
organizational support to ERG leaders. This is an exciting approach to leverage to promote and protect the diversity
of our community and to improve human relations through education and community awareness.
Background/Work Experience/Civic Involvement - Antecedentes/Experiencia laboral/Participación cívica
I’ve been a senior marketing executive – with more than 30 years’ experience transforming leading businesses as
well as start-ups – in the entertainment, gaming, and travel sectors – The Walt Disney Company, Expedia, Vrbo,
Electronic Arts, The Los Angeles Times, and others – with an impressive track record of building brands, driving
dynamic growth, creating large scale customer awareness, acquisition, and engagement with strong return-on-
investment. As a marketer and communication specialist, I’m a passionate storyteller who is equally data driven. I
have strong experience and a successful track-record in brand positioning and identity strategies, best-in-class
marketing across owned, earned, paid, and partner channels (including digital and social) – fueled by compelling,
cut-through brand creative – achieving breakthrough results with customers across demographics, cultures, and
countries. In a pro-bono capacity, I led the public communications and political strategies for a large, diverse
community coalition of parents, students, civic organizations and concerned citizens to build K-12 schools at the
former Ambassador Hotel in Los Angeles – the site of Robert F. Kennedy’s assassination – for a long-underserved
community. Six years later, due to our campaign, the community task force attended the groundbreaking of the new
K-12 campus named The Robert F. Kennedy Community Schools. I continue to serve as the official representative for
the Robert F. Kennedy Family with the LA Unified School District and the City of Los Angeles regarding these K-12
schools. I currently serve on our HOA Board – Casas Del Desierto – as President and have previously served as a
Board member of the Wonderland Park Homeowners Association in Los Angeles’ Hollywood Hills. I’ve owned my
home at 1350 E. Tachevah Drive since 2011 with my husband Don Beck.

Between my social justice pro-bono work – that included the City of Los Angeles, the Los Angeles Unified School
District, Community Based Organizations and NGOs – and my DEI and Corporate Responsibility work as a Chief
Marketing Officer in various corporations, I’m quite familiar with the functions, regulations (e.g. the Brown Act, et.
al.), and procedures of the HRC. I admire – and am passionate about – the HRC’s mission and its goals. It is a heavy
lift, but a critical one to foster the harmony and understanding that will allow us as a community to flourish and
prosper to our full potential. I know from first-hand experience the power of coalition, of bringing people and
groups together for better understanding and action. In the instance of the RFK Community Schools in LA
(mentioned in my Que 3 response), our diversity – with its firm bond – quickly became a significant force for good as
we grew to be a team of parents, students, as well as community, business, and labor organizations, such as
MALDEF (Mexican American Legal Defense and Educational Fund), the Cesar E. Chavez Foundation, the Dolores
Huerta Foundation, the Korean-American Business Association, the Los Angeles County Federation of Labor AFL-CIO,
the United Farmer Workers, former associates of RFK, and the Robert F. Kennedy Family. We were known as The
RFK-12 Community Task Force. We came together with a collective commitment, focus, and determination to
provide quality education for a long-underserved community of low-income, immigrant families. Like RFK, we found
common ground in the belief that good education and good jobs could end the cycle of poverty and disadvantage as
suffered by working families. In the face of great odds – and opposition, such as commercial developers and other
special interests who also wanted the Ambassador Hotel site – we ultimately prevailed, and a new K-12 world-class
public-school campus was built and named The Robert F. Kennedy Community Schools.
What specific attitudes, skills and expertise do you think you have to enhance the commission? / ¿Qué
actitudes, habilidades y experiencia específicas crees que tienes para mejorar la comisión?
I found my heroes in history, rather than the ballfield or at the movies. JFK, RFK, Dr. King, Cesar Chavez, Dolores
Huerta, Harvey Milk, they all are my heroes. Following their example, building mutual understanding by building
bridges and bonds across diverse individuals and groups has been a passion and commitment of mine both in the
corporate sector and in the community. One such example of which I’m proud is my aforementioned eight-year
involvement that organized the multi-cultural “grassroots” coalition to advocate the use of the Los Angeles
Ambassador Hotel site for K-12 education for which there were many competing and powerful efforts. Since the RFK
Community Schools were inspired by the work of social justice leaders, instructional programming to teach social
justice principles and create respectful & inclusive schools is a key component of this K-12 environment and its
educational mission. This includes teaching civil rights history, racial and gender equity, and community building that
enables youth – and adults alike – to develop insights and understanding, as well as healthy communication and
human relations skills. I’m proud to be involved in these programs to this day and to continue to represent the RFK
Family to the schools, their students, parents, and faculty. I look to continue to follow the example set by my social
justice heroes and hope I may serve in some such capacity for Palm Springs as we can come together – in common
cause – to make a difference for our community and our future.
What issues or problems face the board/commission? Do you have any suggestions to address them? / ¿Qué
problemas o problemas enfrenta la junta/comisión? ¿Tiene alguna sugerencia para abordarlos?
Many impressive actions are being taken by the Commission. I would hope to see – and help effect if I am a
Commissioner – additional proactive Public Communications Strategies and Programs to address many of the
Commission’s priorities including increasing the scope & effectiveness of community education, bringing individuals
& groups together – creating more “allies” – in united support of human rights issues, advancements, and social
justice. This includes: - Homelessness and the related economic and mental health issues, as well as public safety -
Senior adult community needs, services, and support - LGBTQ+ protections in light of increased hate-related
rhetoric and crimes - The Bogart Report / Section 14 Reparations (where permitted/practical due to ongoing
negotiations/litigations) Being an expert in public communication strategies, I don’t think enough is being done to
educate and advocate around some of these issues to guide public awareness and build support for their
engagement on finding common ground and successful outcomes. This is a key opportunity for the HRC. Also,
expanding youth/student involvement is a powerful opportunity for the HRC. I’ve had successful experience in
mobilizing these advocates & allies to achieve positive, peaceful change, especially with public education initiatives
in LA. I will add value to the HRC by drawing on my 25 years of marketing & communications leadership experience
in the profit-sector – with such companies as The Walt Disney Company, Expedia, Electronic Arts, Vrbo, The Los
Angeles Times — and in the local community, and with public institutions and issues – such as the Los Angeles
Unified School District (Robert F. Kennedy Community Schools), the LA County Museum of Art, AIDS Action, LA
Opera League, and as an HOA Board member. I will bring to the Commission: a clear point-of-view, inspiring
leadership skills, a passion for best-in-class work, a highly collaborative style, and an ability to get things done.

What specific attitudes, skills and expertise do you think you have to enhance the commission? / ¿Qué

With my history as a passionate human rights advocate, my personal involvement (through Boards, organizations, or
otherwise) in developing programs and services that protect and enhance basic human rights, civil rights, cultural
appreciation, as well as access to healthcare, housing and food, give me a strong foundation to bring with me to the

What issues or problems face the board/commission? Do you have any suggestions to address them? / ¿Qué

This may seem general, but I think the commission could work towards helping the community understand what
exactly the Human Rights Commission does, and how it affects their lives directly. I'd love to see the community
have a better understanding that the commission is a resource for reporting human rights violations. I think that this
could be accomplished through outreach efforts and education geared towards local community groups.

Palm Springs and the Coachella Valley; educating and assisting groups in understanding how the Commission can be
a conduit to spreading their information and working together as a group to identify areas of specific concern
impacting our community.
What specific attitudes, skills and expertise do you think you have to enhance the commission? / ¿Qué
actitudes, habilidades y experiencia específicas crees que tienes para mejorar la comisión?
I am patient, curious, energetic and passionate about Palm Springs being a safe and welcoming community for all.
My experience in employee relations has taught me to look at both sides and thoroughly assess a situation. I am also
proud of my work with DEI at RAND. DEI is a positive and valued aspect of employee relations. The goals can be
applied to both corporate and public treatment of people.
What issues or problems face the board/commission? Do you have any suggestions to address them? / ¿Qué
problemas o problemas enfrenta la junta/comisión? ¿Tiene alguna sugerencia para abordarlos?
The Commission has had a rough year with some controversy. The reassessment of the purpose and direction of the
Commission will serve it well to get back on track with benefiting the Palm Springs community. I would enjoy the
opportunity to work with commissioners through community involvement and demonstration the good that the
Human Rights Commission can do for Palm Springs.

Mr. Ron de Harte
Mayor
Palm Springs, CA
Mr. Mayor;
This introduction letter with resume is to express my interest in joining the Palm Springs Human Rights
Commission as a newly appointed Commissioner.
I retired from corporate work in 2019 and moved to Palm Springs full time with my spouse in 2021. We
have lived both full time and part time in Palm Springs since 2003.
My professional career was in Human Resources. My areas of experience and expertise are employee
relations, staff development and staffing; which included the first formal Diversity, Equity and Inclusion
(DEI) candidate sourcing, compensation reviews and employee affinity groups. I know these experiences
would serve me well with the Human Rights Commission, community outreach and informing the City
Council as appropriate. I am fully aware that the mission and objectives of the Commission are being
reviewed and refined. I would appreciate being part of the change implementation.
I look forward to meeting with the Mayor and Council about joining the Human Rights Commission.
Sincerely,
W. Daniel Borgstadt
