Absent: Moruzzi. Staff Present: Sarah Yoon, Historic Preservation Officer & Associate Planner. REPORT OF POSTING OF AGENDA: Agenda available for public access at the City Hall exterior bulletin board (west side of Council Chamber) by 6:00 P.M on Thursday, January 30, 2025, as required by established policies and procedures. ACCEPTANCE OF THE AGENDA: Motion by Vice Chair Rosenow, seconded by Member Hansen to accept the agenda. AYES: Nelson, Rosenow, Bachman, Hansen, Herr, Maschka Hitchcock. ABSENT: Moruzzi. PUBLIC COMMENT: None. 1. CONSENT CALENDAR: A. APPROVAL OF MINUTES: JANUARY 7, 2025. Motion by Member Herr, seconded by Member Hansen to approve the minutes, with corrected typo. AYES: Nelson, Rosenow, Hansen, Herr, Maschka Hitchcock. ABSTAIN: Bachman. ABSENT: Moruzzi. EXCLUDED CONSENT CALENDAR: None. 2. PUBLIC HEARINGS: A. APPLICATION BY WILLIAM GRIMM AND DAVID BRINKMAN, REPRESENTED BY THE PALM SPRINGS PRESERVATION FOUNDATION, FOR HISTORIC SITE DESIGNATION OF THE DR. HARRY AND BETTY GARBER Historic Site Preservation Board Meeting Minutes February 4, 2025 Page 2 RESIDENCE LOCATED AT 2455 SOUTHRIDGE DRIVE, (APN 510-260-024) CASE: HSPB #162 (SY). Vice Chair Rosenow recused from this item due to his affiliation with the Palm Springs Preservation Foundation (PSPF). Associate Planner and Historic Preservation Officer Sarah Yoon presented the staff report and answered questions of the board. Dr. William Grimm, owner, and Stephen Keylon, author of report by Palm Springs Preservation Foundation (PSPF), spoke and answered questions of the board. Motion by Member Maschka Hitchcock, seconded by Chair Nelson, to adopt the revised list of character- defining features and recommend that the City Council designate the “Dr. Harry and Betty Garber Residence" as a Class 1 Historic Site, HSPB #162, subject to conditions (APN #510-260-024), and a determination pursuant to CEQA that this action is not a project. AYES: Nelson, Bachman, Hansen, Herr, Maschka Hitchcock. ABSENT: Moruzzi. RECUSE: Rosenow. 3. UNFINISHED BUSINESS: None. 4. NEW BUSINESS: A. A REQUEST BY 340 N PALM CANYON LLC TO REVIEW A DEMOLITION REQUEST OF A CLASS 3 SITE LOCATED AT 340 NORTH PALM CANYON DRIVE AND ASSOCIATED REVIEW FOR POTENTIAL RE-DESIGNATION OF A CLASS 3 SITE TO A CLASS 1 OR 2 HISTORIC RESOURCE (APN #513-081-016) CASE: HDEMO 2024-0022 (SY). Associate Planner and Historic Preservation Officer Sarah Yoon presented the staff report and answered questions of the board. Teddy Lee, Co-Trustee of 340 N Palm Canyon LLC, applicant, spoke and answered questions of the board. Motion by Member Hansen, seconded by Member Herr, to take no action, allow the processing of the proposed demolition, and determine pursuant to CEQA that this action is not a project. AYES: Nelson, Rosenow, Bachman, Hansen, Herr, Maschka Hitchcock. NOES: None. ABSENT: Moruzzi. B. APPLICATON BY CPSCA HOTEL, REPRESENTED BY OCHOA DESIGN ASSOCIATES, LLC TO REVIEW A MAJOR ALTERATION REQUEST OF A CLASS 3 SITE LOCATED AT 450 EAST PALM CANYON DRIVE AND ASSOCIATED REVIEW FOR POTENTIAL RE-D ESIGNATION OF A CLASS 3 SITE TO A CLASS 1 OR 2 HISTORIC RESOURCE (APN #508-353-007), CASE: HDEMO 2025-0001 (SY). Associate Planner and Historic Preservation Officer Sarah Yoon presented the staff report and answered questions of the board. Historic Site Preservation Board Meeting Minutes February 4, 2025 Page 3 Dianna Cazares and Juan Carlos Ochoa of Ochoa Design Associates, applicant representatives, spoke and answered questions of the board. Motion by Member Hansen, seconded by Vice Chair Rosenow to take no action and determine pursuant to CEQA that this is not a project. AYES: Nelson, Rosenow, Bachman, Hansen, Herr, Maschka Hitchcock. NOES: None. ABSENT: Moruzzi. BOARD MEMBER COMMENTS: Member Hansen asked about general planning procedures for any future development on a site after a structure has been demolished, and if historic research is maintained and accessible over time. Historic Preservation Officer Yoon clarified that all historic research is entered into the case file for each project and is considered public record, and planning procedures/reviews dependent on the proposed scope of work. Member Maschka Hitchcock asked about updates on the Racquet Club, Town & Country, and Orchid Tree properties, and the status of the study session regarding the current review process for certain HSPB cases. Historic Preservation Officer Yoon noted that there are no new updates, and moving forward, members are invited to contact staff directly for questions regarding non-agenda items. Staff is waiting on documentation from the legal team for the study session. Chair Nelson commented that the board should focus on projects that are listed on the agenda and refrain from requesting updates on items not listed on the agenda at future meetings. STAFF COMMENTS, Historic Preservation Officer Yoon: City Council remanded discussions about meeting times back to the boards and commissions for decision. The HSPB decided to keep the 5:30 pm meeting time. Certified Local Government (CLG) Qualification documents and resume requests will be emailed to board members for completion. These items are part of a report that is due at the end of March. ADJOURNMENT: The Historic Site Preservation Board adjourned at 6:46 p.m. to its regularly scheduled meeting on Tuesday, March 4, 2025, at 5:30 p.m., in the Large Conference Room at City Hall.
