Tahquitz Canyon Way Large Conference Room A. CALL TO ORDER: A special meeting of the Palm Springs Public Arts Commission was called to order by Chair Gary Armstrong on Thursday , November 14, 2024, at 2:00 p.m. B. ROLL CALL: Present: Commissioners Tina Gonsalves, Jim Lande, Carlos Silveira, Natasia Gascon, Chair, Gary Armstrong. Not present: Commissioners Shawnda Thomas Faveau, Christopher Ramirez, Lauri Kibby, and Vice Chair, Tom Burns. City Staff: Director, Jay Virata C. ACCEPTANCE OF AGENDA: MOTION BY COMMISSIONER LANDE TO ACCEPT THE AGENDA, SECONDED BY COMMISSIONER SILVEIRA, AND CARRIED 5-0. D. PUBLIC COMMENTS THERE WERE NO PUBLIC COMMENTS E. REMARKS FROM CHAIR: THERE WERE NO REMARKS F. ITEMS FOR DISCUSSION/APPROVAL: 1. Approve expenditure for $1,000 for public art signage: Discussion revolved around the need for signage to mitigate public climbing on sculptures, including Crawler. MOTION BY COMMISSIONER GASCON TO APPROVE EXPENDITURE OF $1,000 FOR PUBLIC ART SIGNAGE, SECONDED BY COMMISSIONER GONSALVES, AND CARRIED 5-0. 2. Public Art Vandalism and Repair Public Arts Commission Sp ecial Meeting Action Su mmary-November 14, 2024 Page 2 A.Asphalt Art: Community-led mural installation was purposefully vandalized shortly after its completion. The artist has agreed to repair the asphalt art by applying an anti­ graffiti sealant that is safe for roads. B.George Floyd Mural: The mural was initially intended as temporary and has faced repeated vandalism. Discussion included options to remove or repair the mural, given its current state and history. Decision made to remove the mural boards, consult the artist, and explore preservation options for cultural and historical value. MO TION BY CHAIR ARMSTRONG THAT THE PUBLIC ARTS COMMISSION REMOVE THE BOARDS OF THE GOERGE FLOY D MURAL AT THE CONSULTATION OF THE ARTIST AND DETERMINE THEIR PERSPECTIVE ON NEXT STEPS AND DIREC T STAFF TO INVESTIGATE IF THERE ARE ANY PRESERVATION GROUPS OR ORGANIZATIONS WI THIN THE CITY WHO WOULD LIKE TO MAINTAIN THESE BOARDS, AND DIREC T STAFF TO PLACE NEW BOARDS ON THE BUILDING TO COVER THE WINDOWS AND PA IN T OVER THE EXISTING MURAL, AND AT A FU TURE MEETING DE TERMINE HOW THE COMMISSI ON WILL MEMORIALIZE THE MURAL SO THAT IT'S PRESERVED IN SO ME CAPACITY, SE CONDED BY COMMISSIONER GONSALVES, AND CARRIED 5-0. G.COMMISSIONER AGENDA REQUESTS AND COMMENTS: THERE WERE NO COMMEN TS H.REPORT FROM DIRECTOR/STAFF: Director Virata shared that the Thompson Hotel has requested reimbursement of their arts fees and Chair Armstrong shared that the Crawler artist, Ryan Campbell requested to attend the December meeting. ADJOURNMENT: The Public Arts Commission will adjourn to a meeting on December 5, 2024, at 5:30 P.M. in the Large Conference Room of Palm Sp rings City Hall located at 3200 E. Tahquitz Canyon Way.
