Tahquitz Canyon Way Council Chambers A.CALL TO ORDER: A regular meeting of the Palm Springs Public Arts Commission was called to order by Chair Gary Armstrong on Tuesday, October 01, 2024, at 5:30 p.m. B.ROLL CALL: Present: Commissioners Tina Gonsalves, Lauri Kibby, Shawnda Thomas Faveau, Carlos Silveira, Jim Lande, Vice Chair, Tom Burns, and Chair, Gary Armstrong. Not present: Commissioners Christopher Ramirez and Natasía Gascón. City Staff: Director, Jay Virata C.ACCEPTANCE OF AGENDA: MOTION BY COMMISSIONER LANDE TO ACCEPT THE AGENDA, SECONDED BY COMMISSIONER VICE CHAIR BURNS CARRIED 7-0 TO ACCEPT THE AGENDA. D.PUBLIC COMMENTS 1.Michael Conway of the Baristo Neighborhood Organization read a letter from the organization requesting that the Commission fund the first two stages of a Baristo Channel project in the amount of $537,210. 2.Doug Fridsma of El Rancho Vista Estates, which is adjacent to Gateway Park, expressed his support of the “Dancer” sculpture chosen for the park and for the Commission’s overall initiative to bring art to neighborhood parks. 3. Raymond LaFleur, manager of a large gay men’s social media group, praised the AIDS Memorial Task Force, artist Phillip K. Smith, and Mayor Jeffrey Bernstein for creating a new memorial design that deeply resonates with the community after extensive outreach and listening sessions. He recommended that the City Council and Commission approve the design without change or stipulations. 4.Donald Copson supported Mr. LaFleur's comments about the AIDS Memorial and requested the Committee create language to distinguish between public art and memorials. He also proposed a more rigorous evaluation process that includes public input on the designs of memorials to, at the outset, address the emotional significance of the events being memorialized. Chair Armstrong mentioned that such efforts were “on the agenda” of things the Committee are committed to doing in the future. Public Arts Commission Meeting Action Summary – October 1, 2024 Page 2 E.REMARKS FROM THE CHAIR: Chair Armstrong provided remarks on the successes of Public Art Commission projects moving forward. F.APPROVAL OF MINUTES: August 8, 2024 MOTION BY VICE CHAIR BURNS TO ACCEPT THE MINUTES, SECONDED BY COMMISSIONER KIBBY, CARRIED 7-0 TO ACCEPT THE MINUTES. G. ITEMS FOR DISCUSSION/APPROVAL: 1.Review and approve the proposed Palm Springs AIDS Memorial design; consider request for $65,000 of Public Art Funds for the sitework and installation of the Palm Springs AIDS Memorial: Dan Spencer (Founder) and Phillip K. Smith III (Artist) presented the updated design for the AIDS Memorial with a total budget now revised to be closer to $1.2M, of which $540,000 has been secured to date, which includes the $65,000 previously approved by the city for installation. Concerns were raised about maintenance and repair costs, graffiti prevention, and sustainability of the digital content linked via QR codes. MOTION BY CHAIR ARMSTRONG THAT THE COMMISSION APPROVE THE PROPOSED DESIGN AND ITS INSTALLATION AT THE DOWNTOWN PARK CONTINGENT UPON THE TASK FORCE MEETING THESE THREE CONDITIONS: 1) ADDRESS ANTI-LOITERING CONCERNS; 2) PROVIDE A FULL MAINTENANCE PLAN WITH COST ESTIMATES; AND 3) PREPARE AN AGREEMENT ABOUT THE TERMS OF SERVICE FOR THE QR CODE WEBSITE INDICATING IT WILL NOT BECOME THE CITY’S RESPONSIBILITY, SECONDED BY VICE-CHAIR BURNS. MOTION PASSED 6-1. THE COMMISSION AGREED TO WAIT TO VOTE ON THE FUNDING PORTION. 2.Consider and approve an allocation of $50,000 for Gateway Park and $50,000 for Baristo Park as part of the ArtScape in the Parks Program. MOTION BY COMMISSIONER LANDE TO APPROVE AN ALLOCATION OF $50,000 FOR GATEWAY PARK AND AN ALLOCATION OF $50,000 FOR BARISTO PARK AS PART OF THE ARTSCAPE IN THE PARK PROGRAM, SECONDED BY VICE CHAIR BURNS AND CARRIED 7-0. Commissioner Kibby agreed to shadow the Victoria Park project and Vice Chair Burns agreed to shadow the Baristo project. Public Arts Commission Meeting Action Summary - October 1 , 2024 Page 3 3. Discuss Asphalt Art project schedule. Commissioner Silveira shared that Saturday, November 9th, was the date chosen for the Asphalt Art project. It will begin at 9:00 AM, with street closures scheduled for the preceding Friday. 4. Discuss Beautiful Shade Call for Artists project and possible deadline extension. MOTION BY COMMISSIONER KIBBY, SECONDED BY COMMISSIONER SILVEIRA AND CARRIED 7-0 TO EXTEND THE DEADLINE TO NOVEMBER 15, 2024, FOR THE ACCEPTANCE OF PROPOSALS FOR THE BEAUTIFUL SHADE PROJECT AND TO ASK DIRECTOR VIRATA TO EXPAND THE CALL FOR PROJECTS IN THE $5,000 TO $25,000 RANGE. H.PROJECT UPDATES: 1.Airport Mural - Director Virata and Chair Armstrong shared that artist Adair Logan continues to paint in the evenings and the project is expected to be completed very soon. 2.Richard Wyatt Mural - Director Virata agreed to contact the City's lawyers to ask them to track down the Wyatt estate for their involvement in determining next steps for restoration and future maintenance. I.REPORT FROM DIRECTOR/STAFF: THERE WERE NO COMMENTS ADJOURNMENT: The Public Arts Commission will adjourn to a meeting on November 7, 2024, at 5:30 P.M. in the Large Conference Room of Palm Springs City Hall located at 3200 E. Tahquitz Canyon Way. MOTION BY COMMISSIONER KIBBY, SECONDED BY VICE CHAIR BURNS, CARRIED 7-0 TO ADJOURN at 7:36 PM TO A REGULAR MEETING ON NOVEMBER 07, 2024, AT 5:30 PM IN THE LARGE CONFERENCE ROOM OF CITY HALL LOCATED AT 3200 E.
