Tahquitz Canyon Way Large Conference Room A. CALL TO ORDER: A regular meeting of the Palm Springs Public Arts Commission was called to order by Chair Gary Armstrong on Thursday, June 6, 2024, at 5:30 p.m. B. ROLL CALL: Present: Commissioners Tom Burns, Carlos Silveira, Vice Chair Newkirk and Chair Armstrong. Not present: Commissioners Shawnda Thomas Faveau, and Christopher Ramirez. City Staff: Director, Jay Virata C. PRESENTATIONS: D. ACCEPTANCE OF AGENDA: MOTION BY COMMISSIONER SILVEIRA, SECONDED BY CHAIR ARMSTRONG, CARRIED 4-0 TO ACCEPT THE AGENDA. E. PUBLIC COMMENTS: NO COMMENTS F. REMARKS FROM THE CHAIR: Chair Armstrong provided condolences on the passing of Richard Wyatt, Jr., the artist behind the mural at James O. Jessie Center. Moving forward negotiations for the repair of the mural will take place with his estate to get permission to move forward with repairing the mural. G. ITEMS FOR DISCUSSION/APPROVAL: 1. Consider Old Las Palmas Neighborhood Organization Request for Funding for Creature Alley. Chair Armstrong explained how this is a continuation of the Red Dragon project. John Williams presented the request from Old Las Palmas Neighborhood Organization for a contribution of $50,000 for the two sculptures. Public Arts Commission Meeting Action Summary – June 6, 2024 Page 2 MOTION TO APPROVE MADE BY VICE CHAIR NEWKIRK, SECOND BY COMMISSIONER SILVEIRA, CARRIED 4-0 TO APPROVE $50,000 FOR OLD LAS PALMAS NEIGHBORHOOD ORGANIZATION FOR TWO SCULTURES, PRINCE AND BLUE BELLY CRAB FOR CREATURE ALLEY. 2. Consider Pride Monument proposal for permanent art installation in the City of Palm Springs. MOTION TO APPROVE MADE BY COMMISSIONER BURNS, SECOND BY COMMISSIONER SILVEIRA, CARRIED 4-0 TO MOVE THE PRIDE MONUMENT PROPOSAL TO CITY COUNCIL. 3. Discuss, review, and select artist for Asphalt Art project. ITEM TABLED DUE TO LACK OF QUORUM. VICE CHAIR NEWKIRK RECUSED HIMSELF DUE TO A POTENTIAL CONFLICT. H. PROJECT UPDATES: 1. AIDS Memorial – Chair Armstrong reported that this project will have to come back to the Public Arts Commission us to present their concept and request funding. 2. Eco-Artwalk/Taming of Horses – Chair Armstrong provided an update on the efforts involved with installing this project. I. REPORT FROM DIRECTOR/STAFF: Director Virata reported on having Mister Alek to have the George Floyd Mural installed. It is anticipated Mister Alek will be able to restore the mural in July. Director Virata also reported on the Airport Mural. Artist Logan Adair is still reviewing the agreement. ADJOURNMENT: The Public Arts Commission will adjourn to a meeting on August 1, 2024, at 5:30 P.M. in the Large Conference Room of Palm Springs City Hall located at 3200 E. Tahquitz Canyon Way. MOTION BY CHAIR ARMSTRONG, SECONDED BY VICE CHAIR NEWKIRK CARRIED 4-0 TO ADJOURN at 6:43 PM TO A REGULAR MEETING ON AUGUST 1, 2024, AT 5:30 PM IN THE LARGE CONFERENCE ROOM OF CITY HALL LOCATED AT 3200 E.
