A. CALL TO ORDER:
A regular meeting of the Palm Springs Public Arts Commission was called to order by
Chair Gary Armstrong on Thursday May 2 at 5:30 p.m.
B. ROLL CALL:
Present: Commissioners Tom Burns, Shawnda Thomas Faveau, Carlos Silveira,
Barrett Newkirk, Christopher Ramirez, Gary Armstrong, Chair.
C. ACCEPTANCE OF AGENDA:
MOTION BY VICE CHAIR NEWKIRK, SECOND BY COMMISSIONER BURNS,
CARRIED 6-0 TO ACCEPT THE AGENDA.
D. PUBLIC COMMENTS:
No comments.
E. REMARKS FROM THE CHAIR:
The Chair remarked on the very successful dedication ceremony for The Pillars of Palm
Springs. It was well attended with great media coverage. The selection of art was well
received and there were positive responses from the public.
F. REMARKS FROM THE VICE-CHAIR:
The Vice-Chair had no remarks.
G. APPROVAL OF MINUTES: Approve Minutes of April 4, 2024
MOTION TO APPROVE MADE BY COMMISSIONER SILVEIRA, SECOND BY
COMMISSIONER BURNS, CARRIED 6-0 TO APPROVE THE MINUTES OF APRIL 4,
2024.
H. PUBLIC HEARING:
1. Consider approving the Art mural application for the "Palm Springs Welcomes You"
mural by muralist Logan Adair located on the regional concourse walls within the Palm
Springs Airport, 3400 E Tahquitz Canyon Way.

MOTION TO APPROVE RESOLUTION NUMBER MUR-2024-002 - A RESOLUTION OF
THE PUBLIC ARTS COMMISSION OF THE CITY OF PALM SPRINGS, CALIFORNIA,
APPROVING AN ART MURAL APPLICATION FOR “PALM SPRINGS WELCOMES YOU”
BY MURALIST LOGAN ADAIR LOCATED ON THE REGIONAL CONCOURSE WALLS
WITHIN THE PALM SPRINGS AIRPORT, AT 3400 EAST TAHQUTZ CANYON WAY
(CASE MUR-2024-0002) BY COMMISSIONER RAMIREZ, SECOND BY
COMMISSIONER BURNS AND CARRIED 6-0.
I. ITEMS FOR DISCUSSION/APPROVAL:
1. Review of Public Arts Budget
Chair Armstrong shared some points about pending projects that are still being
considered. The Airport mural projects will probably be included in the 2024-2025 budget
along with other pending projects.
2. Discuss George Floyd Mural from the storefront located at 311 North Indian Canyon,
discuss repair, and potential new locations, and take appropriate action.
MOTION MADE BY VICE CHAIR NEWKIRK, SECOND BY COMMISSIONER
RAMIREZ, AND CARRIED 6-0 TO APPROVE ALLOCATION OF $3,500 FOR REPAIR
AND RESTORATION OF GEORGE FLOYD MURAL LOCATED AT 311 NORTH
INDIAN CANYON WAY AS WELL AS AN ADDITIONAL $500.00 TO DOCUMENT
THE SAME MURAL AT THE STOREFRONT LOCATED AT 311 NORTH INDIAN
CANYON WAY.
3. Discuss next steps for the James O. Jessie Mural by Richard Wyatt, Jr., entitled “Desert
Highland Mural Project.”
Commissioner Silveira informed the Commission that we are still waiting for approval from
Mr. Wyatt since he has an artist in mind.
4. Discuss Desert Highland Gateway Estates - Indian Canyon Entry Way to Palm Springs
Artwork
Chair Armstrong shared that this is indeed private property and complicates things.
5. Update and Discussion on Airport Art / Museum Agreement.
MOTION MADE BY CHAIR ARMSTRONG, SECOND BY COMMISSIONER
RAMIREZ, AND CARRIED 6-0 TO NOT RENEW THE EXISTING ARTWORK LOAN
AGREEMENT WITH THE PALM SPRINGS ART MUSEUM FOR ARTWORK LOCATED
AT THE PALM SPRINGS AIRPORT AND TO LOOK FOR FUTURE PROVIDERS OF
NEW PUBLIC ART TO BE ON DISPLAY.

1.Pillars of Palm Springs - Chair Armstrong shared that he spoke with the Human Rights
Commission after the dedication ceremony and they were very happy with the Pillars
artworks. He suggested a discussion, or a workshop jointly run by the Human Rights
Commission and the Public Arts Commission, discussing some of these issues such as
community and art, diversity and art, and identity and art.
2.Asphalt Art - Commissioner Ramirez announced the open call is now live. Deadline is
May 31st for artist to submit their artwork.
3.Eco-Artwalk/Taming of Horses - Chair Armstrong shared that we are still dealing with
the local neighborhood association and code enforcement. Hopefully will have more answers in the next meeting.
K. REPORT FROM DIRECTOR/STAFF:
Director Virata reminded the commissioners about the joint Council / Commissions I and
Boards meeting to be held on June 17,2024 at 5:00pm at the Convention Center; and that the July meeting has been cancelled due to a conflict with the 4th of July
Holiday. He also reported that election of officers will take place at the August meeting; and that the Old Las Palmas Neighborhood Organization has asked to present a proposed project at the next meeting.
ADJOURNMENT: The Public Arts Commission adjourned to a meeting on June 6, 2024, at 5:30 p.m. in the Large Conference Room of Palm Springs City Hall located at
3200 E. Tahquitz Canyon Way.

JUNE 6, 2024, AT 5:30 PM IN THE LARGE CONFERENCE ROOM OF CITY HALL LOCATED AT 3200 E. TAHQUITZ CANYON WAY.
