Tahquitz Canyon Way Large Conference Room A.CALL TO ORDER: A regular meeting of the Palm Springs Public Arts Commission was called to order by Chair Gary Armstrong on Thursday, March 7, 2024, at 5:30 p.m. B.ROLL CALL: Present: Commissioners Carlos Silveira, Christopher Ramirez, Tom Burns, Shawnda Thomas Faveau (arrived 8 minutes into the meeting), and Chair Armstrong. Not present: Commissioner Melissa Shelton and Vice Chair Newkirk. City Staff: Director, Jay Virata C.PRESENTATIONS: D.ACCEPTANCE OF AGENDA: MOTION BY COMMISSIONER SILVEIRA SECOND BY COMMISSIONER BURNS, CARRIED 4-0 TO ACCEPT THE AGENDA. E. PUBLIC COMMENTS: No public comments. F. REMARKS FROM THE CHAIR: The Chair shared that he had positive interactions with the Tahquitz River Estates Neighborhood Organization regarding the proposed eco-art plans for the wash. He also shared what he saw as some of the advantages of working on large umbrella programs, especially the ability to attach smaller initiatives to them. G. APPROVAL OF MINUTES: Minutes from the meeting of February 1, 2024. MOTION MADE BY COMMISSIONER BURNS, SECONDED BY COMMISSIONER RAMIREZ, AND CARRIED 5-0 TO APPROVE THE MINUTES. Public Arts Commission Meeting Action Summary – March 7, 2024 Page 2 H.PUBLIC HEARING: Consider Resolution No. MUR-2024-0005 “A RESOLUTION OF THE PUBLIC ARTS COMMISSION OF THE CITY OF PALM SPRINGS, CALIFORNIA, APPROVING AN ART MURAL APPLICATION FOR “DESERT SUN AND PALM TREE” BY MURALIST SEAN SPELLMAN LOCATED ON THE NORTH AND SOUTH ELEVATION OF THE BUILDING AT 284 SOUTH INDIAN CANYON DRIVE (CASE MUR-2024-0005). Chair Armstrong said that he would like to learn more before putting to a vote. There being no one from the community to comment, it was decided to table the topic until the April 4 public arts commission meeting. MOTION TO CONTINUE THE PUBLIC HEARING WAS MADE BY COMMISSIONER RAMIREZ AND SECONDED BY COMMISSIONER BURNS. THE MOTION CARRIED 5-0. I.ITEMS FOR DISCUSSION/APPROVAL: 1.Approve use of Public Art Funds in the amount of $10,000 to relocate the Taming of the Horses installation by Altanviro and Loper of six sculptures on the E. Tahquitz Canyon Way medians between Sunrise Way and El Cielo Road. MOTION BY COMMISSIONER SILVERIA, SECOND BY COMISSIONER RAMIREZ TO APPROVE $10,000 TO RELOCATE THE HORSES INSTALLATION CARRIED 4-1. 2.Approve use of Public Art Funds in the amount of $25,000 to repair art pads and bases for public art pieces. MOTION BY COMMISSIONER BURNS, SECOND BY COMISSIONER RAMIREZ TO APPROVE $25,000 TO REPAIR ART PADS AND BASES FOR PUBLIC ART PIECES CARRIED 4-1. 3.Discuss requirements for plaques for the Pillars project. It was determined that no physical signage would be used and information about each of the six Pillars would most likely be shared only via QR codes, as part of a broader city-wide initiative to be done in the future. 4.Discuss James O. Jesse Park and Victoria Park Artscape in the Park projects next steps – A call for artists was discussed as the next step. 5.Discuss Hiring a consultant to organize the City’s Public Art Inventory – It was determined that this would be a multi-step process which would begin with taking an inventory of the city’s entire public art collection. And because having an accurate inventory would benefit other city departments, including Finance, the idea of sharing the expense for this scope of the project was discussed. Director Public Arts Commission Meeting Action Summary – March 7, 2024 Page 3 Virata indicated that the first step to getting this project underway would be to prepare a scope of work and begin soliciting bids from companies who do this type of inventory taking. J.PROJECT UPDATES: 1.Pillars of Palm Springs – The commission reviewed photos from 4 of the 6 artists’ work in progress: Diversity, Creativity, Community and Equality. 2.Beautiful Shade – Chair Armstrong shared that we’re waiting to get on the Council’s agenda. 3.Asphalt Art Update – Commissioner Ramirez provided the update that the community has identified an artist, and there will be a community meeting the following week, which he will attend. 4.Wyatt Mural Subcommittee Update – Commissioner Silveira shared that based on his conversation with a tile company, the current mural could not be transferred to tile. Commissioner Faveau shared that feedback from the community about pursuing “restoration” of the mural was mixed. Commissioners Silveira and Faveau are to go to the community to present the solutions they’ve arrived at. 5.Eco-Artwalk / Altanviro Loper (Horses Relocation Update). Chair Armstrong shared earlier (see the “Remarks from Chair” section) that there was enthusiasm from the community about bringing the horses to the Wash, and that along with Kristi Smith, they were exploring long-term solutions to incorporate the horses into a more dynamic art project that addressed multiple community concerns. 6.Airport Art Mural and sculpture relocation update – Director Virata gave an overview of the approval process. There was a discussion about getting a map of the area and weight restrictions from the airport commission. 7.George Floyd Mural – Chair Armstrong gave some background: when the mural was painted (on private property), the commission received an agreement from the owner’s lawyer indicating that the mural would be up for six months and could be removed at any time. Other murals done during this time, have since been painted over. The general consensus of the commissioners was that we should be thinking of doing the same with the George Floyd mural.
