Recommendations
•Parking Enforcement
o Utilize license plate recognition (LPR) technology to optimize enforcement and
assist in data collection
o Explore municipal enforcement opportunities to patrol La Plaza
o Deploy consistent enforcement that patrols on- and off-street locations
throughout Downtown

•Facility Maintenance and Upkeep
o Introduce a routine maintenance plan for both garages
o Pedestrian improvements - safe, well-lit, clean, and inviting
o Incorporate additional shade options by installing solar
panels on the garage roofs

Recommendations
•On- and Off -Street Time Limits
o Adjust time limits to encourage turnover among business
owners, employees, and visitors
o Establish a no re-parking ordinance
o Introduce a special event parking management plan
o Expand the existing employee parking permit program
o Update painted on-street parking spaces to a standard size

•Length of Stay
o On average, 92% of visitors parked and stayed in Downtown for 0-3 hours,
consistent with on-street time limits

Community Outreach
•Four community outreach meetings were held in September 2024
o Two in-person meetings
o Two virtual meetings
o Approximate total attendance: 40-45 community members

o Safety in the garages is important
o Consider investments in digital signage and
wayfinding
o Interest in Employee Parking Permit Program
o Concern about restoration of the historic Plaza Theater In-person community outreach meeting.
