Given the area's increased density of residential and commercial development, we believe current traffic conditions pose significant safety risks, particularly around the S/E Palm Canyon curve and the Mesquite to Sunny Dunes stretch. We propose recommendations including graduated speed limit reductions, enhanced pedestrian crossings, increased traffic enforcement, and noise control measures. As the City of Palm Springs continues its commitment to enhancing walkability and reducing traLic injuries/fatalities, we believe this corridor represents a critical area requiring immediate attention. The posted speed limits along this route were established long before the current density of residential, hotel, commercial, and restaurant properties developed. Today, properties such as Cody Place, Elan, Biltmore, KoLi, Elmer's, El Mirasol, Kreem, and numerous others thrive on pedestrian traLic and are essential contributors to the vibrancy of our community. As you know, yet another new home development has been approved along this corridor. Yet the current traLic conditions undermine the area's safety and quality of life. In particular, the curve at the junction of South Palm Canyon and East Palm Canyon near El Mirasol and Kreem is uniquely hazardous. Vehicles traveling at excessive speeds make parking and crossing the street perilous. Another example is the stretch between Mesquite and Sunny Dunes, which is often a very noisy speedway, with drivers traveling well over posted speed limits. This is most disquieting to Cody Place and Elan residents and creates a dangerous hazard to pedestrians and bicyclists, especially those attempting to cross the Tahquitz River trail . Recommendations to Improve Safety and Reduce Tra4ic Speeds 1.Speed Reduction: •Reduce the speed limit between El Cielo Road and Sunrise Way to 40 mph. •Reduce the speed limit between Sunrise Way and Camino Real to 35 mph. •Reduce the speed limit between Camino Real and Ramon Road to 30 mph. o This merely extends the existing 30-mph zone on Palm Canyon and Indian Canyon north of Ramon. 2.Enhance Pedestrian Crossings: •Ensure all pedestrian crosswalks along this corridor are functioning correctly. iMclecMiMb jublic homment .onCEgenda January 28, 2025 Page Two Council Member David Ready • Enforce the use of crosswalks by holding drivers accountable for failing to yield to pedestrians, as required by state law. Throughout Palm Springs, distracted or aggressive drivers routinely fail to stop or allow pedestrians to cross before speeding through a crosswalk. This is very dangerous for pedestrians, and enforcement should be a priority. • Install a new pedestrian crossing at Tahquitz River, where the existing trail is interrupted by Palm Canyon. People walking, running, or biking on this trail must perilously navigate speeding traLic in both directions. 3. Enforce Tra4ic Laws: • Increase enforcement of speed limits through regular police presence and, where feasible, speed cameras. • Increase enforcement of pedestrian crosswalks. • Increase penalties for failure to stop for pedestrians. 4. Enforce Noise Control: • Slower traLic speeds would help reduce the noise pollution that disrupts the ambiance of Palm Springs’ neighborhoods. • Enforce noise limits on motorcycles and other vehicles with modified exhaust systems that generate harmful noise pollution. While we understand some recommendations may require studies or planning, there are immediate steps the City Council can take to address these concerns. Reducing speed limits, enforcing existing traLic laws, and improving pedestrian safety measures would significantly enhance safety and quality of life for residents and visitors alike. We urge you and your colleagues to take prompt action to address these pressing issues along Palm Canyon. The safety, enjoyment, and vitality of this corridor are critical to the well-being of our community and help to ensure walkability and outdoor enjoyment by residents and visitors. We trust that your leadership will prioritize these concerns. Thank you for your attention to this matter. We look forward to hearing about the steps to improve safety along this corridor.
