A. City of Palm Springs Priority Process Director Kays gave the report. The City Council is planning a strategic planning visioning session in November. The Council has asked all the departments and commissions to create a list of ongoing priorities and new priorities. 4. B. Palm Springs Public Library Priorities The Libraries ongoing priorities are to increase library card users and create spaces in the current library facility to meet community needs. The Libraries new priorities are to review and update library policies with a focus on diversity, equity, and inclusion and create a vision and design for the new library. 4. C. Library Board of Trustees Priorities The Library Boards ongoing priorities are to establish investment strategies for the Trust Fund so that it grows and secure funding to create spaces in the current library facility to meet community needs. The Library Boards new priorities are to secure funding for Library facilities and leverage community support and awareness. 4. D. Friends of the Palm Springs Public Library Priorities Library Board of Trustees, Nov. 3, 2021, pg. 5 The Friends of the Library’s ongoing priorities are to support the library day to day and to increase membership. The Friends new priorities are to rehabilitate the J.C. Frey building and increase yearly revenue. 4. E. Palm Springs Public Library Foundation Priorities The Library Foundations ongoing priorities are to provide funds for new library and provide a long-term endowment for the Palm Springs Public Library. The Library Foundations new priorities are to rehabilitate the J.C. Frey building and continue to build and strengthen their board. 4. F. Alignment of all Priorities Discussion ensued. Friends of the Palm Springs Library Nanci Morrison gave the report. Friends of the Library merchandise is on sale at the Library to support the Koi Pond. The Friends will be holding a silent auction starting November 14. 5. B. Palm Springs Public Library Foundation David Sidley gave the report. The Foundation is working on their annual year end giving letter. 5. C. Library Staff Community Survey: The city is conducting a community survey. Deadline is October 11. It takes about 15 minutes. TREASURERS REPORT Director Kays gave the report. The City is transitioning to a new finance system and the money has not been rolled over into the new fiscal year yet. The trust fund balance is $1,936,910.75. Director Kays keeps a chart with the Foundation loan payments it will be updated in the finance system soon. The Friends Book Sale money will not be going through the Trust Fund account anymore. President McBride suggested that the Finance Committee meet w ith Director Kays so the Treasurer can start giving the reports. 7.DISCUSSION/ACTION ITEMS 7. A. Department/Library Board/Friends/Foundation Priority Matrix Review The Trustees changed their priority two to “Secure funding to create both physical and virtual spaces in the current library facility to meet community needs”. Director Kays will send this to the City. The City Councils visioning session will be November 19-20. This will be a public meeting with time for public comment. President McBride suggested the Library Trustees attend the meeting to advocate for the Library’s needs. President McBride asked about the Measure J application for Community Projects. Director Kays said the City Departments have their own process and form to fill out. All those requests go through the City Engineering Department. The application that just op ened is community money and available to community nonprofits. The deadline for the application is December 2, 2021. President McBride suggested the Library Board, the Friends, and the Library Foundation all come together and identify what they want to apply for and then decide if they want to apply together or separately. Trustee Garner said they way she interprets it is that they need to apply separately even if it’s for the same project. Nanci Morrison said she thinks it will be more impactful if each gr oup applies for different parts of one project. Director Kays suggested they also apply for a project that is not on Measure J’s list like creating a study room in the Library. An AD HOC committee was formed with Trustee Garner and President McBride. The c ommittee will set up a meeting with the Friends and the Library Foundation. Library Board of Trustees, Nov. 3, 2021, pg. 8 7.B. California State Library Grant Application: Building Forward Library Infrastructure Program. Request to Provide Support to City Council for Application Director Kays gave the report. The State Library opened grant application for infrastructure upgrades that support life safety needs. It requires a dollar-for-dollar match. We can apply for up to $10 million which means we would need to justify $20 million in need. Tentatively the application for funds closes in February 2022. Funds can be awarded through June 2024 and expended through June 2026. Director Kays wants everyone to be aware for it so they can advocate for the grant application approval. 7.C. During Fiscal Year 2020-21, we were only open for in-person service 454 hours, or roughly 57 days. We know this was hard on our book-loving patrons, however, our virtual services were well-loved. During the library closures, our pickup service, Library-A-Go-Go, served 12,207 patrons. Checkouts and streams of electronic format materials were through the roof! We had 48,378 loans of eBooks and e-audio books. Patrons watched 19,696 movies, downloaded 15,482 songs, viewed 7,063 magazines, and the New York Times online was accessed 4,458 times. Our library team is full of flexible, adaptable people who care about the community they serve. We worked hard during the closure to bring you virtual programming and develop new services like “Ask a Librarian.” We recognized that patrons missed the chance to browse for a new book or movie, so we did the browsing for you. You can still utilize this service by visiting our website or giving us a call. You tell us what you like or recently enjoyed, and we can make suggestions for new titles. We took the opportunity to rearrange our children’s collection; we hope that you like the change. Personally, I think the new arrangement opens the room and makes it look bigger and more organized. Come see us at the library where you can browse for new titles or enjoy classics too. Learn a language through our Mango Languages program, or even get your high school diploma through Career Online High School. We are here for you through all the stages of your life, and we’re open to all! Staff created online activities, crafts and more. Once again we tracked books and minutes read and participants earned badges and a chance to win fabulous grand prizes generoulsy provided by the PS Sustainability Commission, Friends of the Palm Springs Library and many local businesses and organizations. In April 2021, the Library introduced Internet To Go, mobile Hotspots to lend to those without access to the Internet. Twenty (20) Hotspots were purchased with funds from a grant awarded to the Palm Springs Public Library Foundation on behalf of the Library. The grant was provided by The Inland Empire Community Foundation (IECF) in partnership with the Department of Housing, Homelessness Prevention, and Workforce Solutions (HHPWS) and the Inland Empire Funders Alliance. These Hotspots are available to checkout at the Library for up to two weeks, free with a library card! They say that necessity is the mother of invention, and that was so true during the COVID-19 closure! Library staff created craft to go kits that included all the supplies needed to create fun crafts like t-shirt tote bags, rock painting, gingerbread houses for the holidays and other fun crafts. But the fun didn't stop there; staff then created 'unboxing' events online where we discovered together what new materials the Library was receiving. Our Teen Librarian Sean had a beat-down COVID pinata event LIVE on Instagram, and many recorded story times available on our YouTube channel. And then there were the jokes...library humor slipped inside the pages of our materials as people made their pick-ups using our Library-A-Go-Go service. We pulled out all the stops to make sure the community knew the Library was there for them, during the pandemic and always. Summer Reading Stays Virtual Palm Springs Public Library Foundation Gets Grant for Mobile Hotspots Craft Kits To-Go & More Library Board of Trustees, Nov. 3, 2021, pg. 18 CHROMEBOOK LENDING POLICY Palm Springs Public Library is committed to providing free and open access to informational, educational, recreational, and cultural resources for library users of all ages and backgrounds. In fulfilling this mission, Palm Springs Public Library lends Google Chromebook laptop computers to Library patrons. Terms and Conditions A “Chromebook Kit” consists of the device itself (Chromebook), a power cable, and a case. When a patron borrows a Chromebook Kit, the patron’s use of the equipment is available under the following terms and conditions. The user is responsible for being in compliance with these terms and conditions and in addition to the standard Library policies. In order to borrow a Chromebook Kit, patrons must be 18 years of age or older and have a Palm Springs Public Library card in good standing (“Borrowing Patron”). At the time of checkout, the Borrowing Patron must present their Palm Springs Library card. Upon checkout, Library staff will confirm, in the presence of the Borrowing Patron, that all items are present in the Chromebook Kit. By checking out the Chromebook Kit, the patron agrees to all the terms and conditions and accepts responsibility for the equipment, up to and including replacement costs of the Chromebook Kit if any component of the Chromebook Kit is lost or damaged. Only one Chromebook Kit may be borrowed on a patron’s account at any given time. The loan period for the Chromebook Kit is 14 days with no grace period and no renewals. Any use of the Chromebook Kit by a minor while in their possession is the Borrowing Patrons’ sole responsibility. The Library will accept holds on the Chromebook Kit. Patrons will be notified by phone or email when their hold is ready for pick-up. Patrons will have five (5) days from the time of the notification to check out the Chromebook Kit, after such time it will be released to another patron. An overdue Chromebook will be deactivated at closing on the date the Chromebook is due. Patrons must return the Chromebook Kit inside the library during regular library hours, directly to a Library staff member, who will verify that all components of the Chromebook Kit are accounted for before checking it in from the Borrowing Patron’s account. Chromebooks that are deactivated and not returned will be considered lost after 14 days and the Borrowing Patron will be charged full replacement cost of the missing items of the Chromebook Kit and all library lending privileges will be suspended until the replacement cost of the missing items of the Chromebook Kit are paid in full. If the deactivated Chromebook is returned undamaged, lost fees will be waived. Damaged item charges may still apply if any item of the Chromebook Kit is returned damaged. By borrowing and initiating use of the Library’s Chromebook, the user agrees to abide by the Library’s policies and rules and agrees to hold the Library and its agents harmless from any and all claims, losses, damages, obligations, or liabilities, directly or indirectly, relating to the use of the Library’s Chromebook and internet access provided by the Library. The Library is Library Board of Trustees, Nov. 3, 2021, pg. 19 not responsible for any information accessed or action taken by a patron while using a Chromebook. Chromebook users are encouraged to use safe Internet practices. Using the Chromebook to access any online content determined to be illegal or obscene according to federal, state, or municipal law could result in revocation of Chromebook borrowing privileges or criminal prosecution. Deliberate altering of any files or modifying the configuration of Library-owned equipment is strictly prohibited. Use of the Chromebook does not guarantee access to the Internet. You may connect the Chromebook to your own internet service provider, or you may also checkout one of the Library’s hotspots to gain access to the internet. Internet service relies on cell tower technology and coverage. Service outside the continental United States is prohibited; any fees associated with use outside of this area will be the responsibility of the Borrowing Patron. User experience can vary based on location. The Library is not responsible for personal information shared over the Internet or for information or websites accessed. The Library is not responsible for any liability, damages, or expense resulting from the use of the Chromebook. The borrowing patron shall be responsible for lost or damaged Chromebook Kit (includes theft thereof) as follows: Chromebook - $ [current retail price] replacement fee Power cable - $ [current retail price] replacement fee Case - $ [current retail price] replacement fee. Damage to the Chromebook shall be charged at the actual cost of repair of the Chromebook. The Chromebook shall be kept in a temperature-controlled environment (not left in vehicles or in extreme temperatures.) Unlawful use of the Internet or use that violates the Palm Springs Public Library’s Internet Use Policy outlined in the Administrative Policy Manual is prohibited and may result in the loss of borrowing privileges. For assistance in the operation of the Chromebook, borrowers may call the Library during normal business hours.
