HomeMy WebLinkAboutMeasure J Project Ranking by Sustainability Commission (1) 1 Memo to: Sustainability Commission From: Chair Roy Clark Subject: Ranking of Sustainability-Related Measure J Projects Date: January 14, 2025 The Chair of the Measure J Commission requested that the Sustainability Commission review and rank the sustainability-related proposals for 2025 community projects. Of the fifty-two proposals submitted to the Measure J Commission, twelve are related to sustainability principles and goals. A subcommittee comprised of Commissioner Cohn, Vice-Chair Rottner, and myself reviewed the proposals and ranked them according to the sustainability principles they address and their potential impact on the community. The results are on the following pages. Recall that the Sustainability Commission has already heard presentations about three of the projects – The Center Solar Shade Structure and Bike Racks, Prescott Preserve Urban Forest, and Tahquitz Creek Master Plan – and we recommended that they be accepted. Please review the ranking. We will vote on it at the January 21 Commission meeting. 2 Sustainability Commission Ranking Project Sustainability Principles Impacts of Project on Community 1 (20) Mizell Center Solar Canopies Reduce greenhouse gas emissions by producing electricity from solar panels and using battery back-up; shade provides cooling in hot weather. Mizell Center offers a broad array of programs and services to the community; it serves as a cooling center during emergencies; users of the adjacent park and swim center would benefit from the shade provided. 2 (33) The Center Solar Shade Structure and Bike Racks Reduce greenhouse gas emissions by producing electricity from solar panels; shade provides cooling in hot weather; encourage walking and bicycle riding and less motor vehicle use. The Center offers a broad array of programs and services to the community; its location is conducive using active transportation. 3 (31) PS Animal Shelter Dog Play Area Shade Structure Shade provides cooling in hot weather. The Animal Shelter has a lot of pets brought in from the community and a lot of volunteers; the dog play area will be cooler for animals and volunteers. 4 (9) Desert Art Center Attic Insulation Insulating buildings reduces energy required for cooling and heating. Less energy will be used; building will be cooler for employees and visitors in hot weather. 5 (10) Desert Art Center Trees Shade provides cooling in hot weather. Building will be cooler for employees and visitors in hot weather. 6 (43) Prescott Preserve Urban Forest Native plants promote pollinators; shade provides cooling in hot weather; encourage walking and bicycle riding and less motor vehicle use. This area will have a large impact on residents of the City. 7 (37) Tahquitz Creek Master Plan Native plants promote pollinators; shade provides cooling in hot weather; encourage walking and bicycle riding and less motor vehicle use. This smaller but well-travelled area will have a large impact on residents of the City. 8 (34) Ramon Road Sidewalk Sidewalks provide places for people to walk safely and get exercise; reduce greenhouse emissions by decreasing motor vehicle use. This proposed sidewalk extension is near a major hiking trail; it should decrease motor vehicle use and increase safety for hikers. 9 (5) PS Woman’s Club Solar Installation Reduce greenhouse gas emissions by producing electricity from solar panels. The use of Woman’s Club by the community is unknown. 10 (4) East Vista Chino Sidewalk Sidewalks provide places for people to walk safely and get exercise; reduce greenhouse emissions by decreasing motor vehicle use. A small number of businesses and residences would be impacted in this location. 3 Sustainability Commission Ranking Project Sustainability Principles Impacts of Project on Community 11 (21) North Palm Canyon Sidewalk Sidewalks provide places for people to walk safely and get exercise; reduce greenhouse emissions by decreasing motor vehicle use. A paved sidewalk currently exists in this location; proposal is for a more uniform surface. 12 (32) Desert Arc Shredding and Recycling Trucks Support shredding and recycling; replace existing service vehicles in the City with electric or hybrid vehicles. Proposal does not discuss types of trucks.
