ROLL CALL: Committee Members Present: O’DONNELL, THOMAS, BASTIN, MACDONALD, CASTRO, THOMPSON, WALSH Members Excused: HARLAN Staff Present: Ken Lyon, Irene Cruz, Glenn Mlaker, Alex Rubalcava. REPORT OF POSTING OF AGENDA: Agenda available for public access at the City Hall exterior bulletin board (west side of Council Chamber) and the Planning Services counter by 9:00 pm on Wednesday, November 27, 2024. ACCEPTANCE OF THE AGENDA: The Architectural Review Committee will discuss the order of the agenda, may amend the order, note abstentions and request Consent Calendar items be removed from the consent calendar for discussion. Motion made by Vice Chair Thomas, seconded by MacDonald, to approve the Agenda. AYES: O’DONNELL, THOMAS, BASTIN, MACDONALD, CASTRO, THOMPSON, WALSH ABSTAIN: None PUBLIC COMMENT: This time has been set aside for members of the public to address the Architectural Review Committee on the Consent Calendar and other agenda items; and items of general interest within the subject matter jurisdiction of the Board. Although the Architectural Review Committee values your comments, pursuant to the Brown Act, it generally cannot take any action on items not listed on the posted Agenda. A REQUEST BY HERITAGE GROUP, ON BEHALF OF THE PROPERTY OWNER, SHAUL MEZRAHI, FOR A MAJOR ARCHITECTURAL APPLICATION TO CONSTRUCT A 15-UNIT MULTIPLE-FAMILY RESIDENTIAL DEVELOPMENT ON A 1.37-ACRE SITE LOCATED WITHIN THE SECTION 14 SPECIFIC PLAN AT 211 NORTH SUNRISE WAY, ZONE MDR (CASE NO. AR-2023-0103) (AR). Alex Rubalcava, Assistant Planner, presented the Staff Report and answered questions of the committee. Vicky Barbieri, architect, and Manual Escalante-Rascon, project manager, for the applicant, Heritage Group, spoke and answered questions of the committee. Motion by member Thompson, seconded by member MacDonald, to adopt the categorical exemption under CEQA and approve the application based on the findings in the staff report. AYES: O’DONNELL, THOMAS, BASTIN, MACDONALD, CASTRO, THOMPSON, WALSH ABSTAIN: None 3. NEW BUSINESS: A. A REQUEST BY PINETTE FAMILY TRUST (OWNER), REPRESENTED BY JMA ARCHITECTURE FOR A MAJOR ARCHITECTURAL APPLICATION TO CONSTRUCT A 3,950-SQUARE-FOOT SINGLE-FAMILY RESIDENCE ON A HILLSIDE PARCEL Architectural Review Committee Minutes December 2, 2024 Page 3 of 3 LOCATED ON LOT 54, 2398 CITY VIEW DRIVE, ZONE ESA-SP (CASE #AR 2024-0076). (GM) Glenn Mlaker, Associate Planner, presented the Staff Report and answered questions of the committee. James McIntosh, JMA Architects, and Tom Doczi, landscape architect, for the applicant, spoke and answered questions of the committee. Motion by member Walsh, seconded by Thompson, to adopt the categorical exemption under CEQA and approve the application based on the findings in the staff report. AYES: O’DONNELL, THOMAS, BASTIN, MACDONALD, CASTRO, THOMPSON, WALSH ABSTAIN: None ARCHITECTURAL COMMITTEE REPORTS, REQUESTS AND COMMENTS: Chair O’Donnell asks that the name of the staff appear on the agenda instead of their initials. Member Thompson expressed concern about deteriorated landscapes throughout the City with dead, dying and missing trees and other plant materials. PLANNING DIRECTOR’S REPORT: Planner Lyon advised that deterioration of existing landscapes should be reported to Code Enforcement. Planner Lyon discussed tentative meeting schedule for 2025 and anticipated workload.
