Absent: Vice Chair Rosenow Staff Present: Sarah Yoon, Historic Preservation Officer & Associate Planner, Irene Cruz, Administrative Assistant. REPORT OF POSTING OF AGENDA: Agenda available for public access at the City Hall exterior bulletin board (west side of Council Chamber) by 6:00 P.M on Wednesday, November 27, 2024 as required by established policies and procedures. ACCEPTANCE OF THE AGENDA: Motion by Member Herr, seconded by Member Bachman to accept the agenda. AYES: Nelson, Bachman, Hansen, Herr, Moruzzi, Maschka Hitchcock. NOES: None. ABSENT: Rosenow. PUBLIC COMMENT: None. 1. CONSENT CALENDAR: A. APPROVAL OF MINUTES: NOVEMBER 6, 2024. Motion by Member Hansen, seconded by Member Herr to approve the revised minutes on the consent calendar. AYES: Nelson, Bachman, Hansen, Herr, Moruzzi, Maschka Hitchcock. NOES: None. ABSENT: Rosenow. EXCLUDED CONSENT CALENDAR: None. Historic Site Preservation Board Meeting Meeting Minutes December 3, 2022 Page 2 2. PUBLIC HEARINGS: None. 3. UNFINISHED BUSINESS: None. 4. NEW BUSINESS: A. A REQUEST BY THE WALCOTT MANOR TRUST FOR APPROVAL OF A MAJOR ALTERATION TO A CLASS 3 SITE LOCATED AT 322 EAST DESERT WILLOW CIRCLE AND ASSOCIATED REVIEW FOR POTENTIAL RE-DESIGNATION OF A CLASS 3 SITE TO A CLASS 1 OR 2 HISTORIC RESOURCE (APN #501-061-007) (SY). Associate Planner and Historic Preservation Officer Yoon presented the staff report and answered questions of the Board. Zayda Braun, project designer, on behalf of Jamie and Mimi Swain, owners and applicants, spoke and answered questions of the Board. Motion by Member Hansen, seconded by Member Maschka Hitchcock to take no action and determine pursuant to CEQA that this action is not a project. AYES: Nelson, Bachman, Hansen, Herr, Moruzzi, Maschka Hitchcock. NOES: None. ABSENT: Rosenow. 5. DISCUSSIONS: A CLG GRANT – PROCESS, DEADLINE, AND TOPIC - Associate Planner and Historic Preservation Officer Yoon and Member Hansen discussed the applicability, scope, process, and timeline of CLG grants. Palm Springs is a CLG - Certified Local Government - and eligible for CLG grants regarding historic preservation. Once the final manual and deadlines have been set for the new grant cycle, staff will bring this topic back as a discussion item. BOARD MEMBER COMMENTS: Member Herr asked if there were any updates on the upcoming Preservation Matters Forum and asked if there was any clarification regarding member titles. Board members asked for updates regarding the potential tenants at the Town & Country Center, and the status of the Orchid Tree Inn and Racquet Club properties. Members also expressed their concerns regarding the condition of these historic sites and would like to elevate the visibility of these issues to the City Council. Member Moruzzi asked if there is a procedure for the board to approach the City Council on matters they would like to bring to their attention. Member Hansen asked about the status of the HSPB workplan. STAFF COMMENTS: Planner and Officer Yoon notes that there is no update regarding the clarification of member titles but will provide clarifying details for the board. Historic Site Preservation Board Meeting Meeting Minutes December 3, 2032 Page 3 For the upcoming Preservation Matters Forum, she has been in contact with some of the volunteers, an agenda has been formulated and speakers have been confirmed, dates have been reserved, but details are being confirmed before they are presented to the board. She will agendize for January updates on the progress of preparations for the Preservation Matters Forum. Staff will provide an update on the current status of the three projects: Town & Country Center, Orchid Tree Inn, and Racquet Club, and will re-initiate the progress of the HSPB workplan with the board member groups. The study session request will be scheduled after staff receives relevant documents from the City Attorney’s office regarding the CEQA review process. The owners of the Dean Martin House are working on a restoration plan in tandem with the historic research. The final plans will be brought before the board as an update and verification prior to the commencement of the work. The Holiday Party has been rescheduled, and Desert X has invited the HSPB to the opening of their office space one of the office spaces within the Town & Country building on December 11, 2024. ADJOURNMENT: The Historic Site Preservation Board adjourned at 7:00 pm to its regularly scheduled meeting on Tuesday, January 7, 2025, at 5:30 p.m., in the Large Conference Room at City Hall.
