7. Short description of proposed project.
The main objective is to repair the residual damage caused by long term flooding
due to inadequate drainage, which was rectified by Measure J in March 2024. These
repairs are out of necessity and caution for the safety of our club members,
Sunrise Parker attendees, and community aquatic programs that will be using the
pool pavilion (ie. Mizell Senior Center, Palm Springs Masters Swim Tea, PSUSD).
Repairs include replacement of the two damaged retaining walls boarding Sunrise
Park, an additional entrance/emergency exit within one wall leading to the park,
two sets of damaged glass doors, landscaping around the area and proper
signage. The second objective will include renovations needed for the pool
pavilion. A new ventilation system is needed for the pool pavilion due to the
change in climate. Currently cooled by a swamp cooler. The locker rooms need to be
updated with new plumbing, shower rooms and private changing areas. Current
nonworking facilities, peeling paint

This funding request outlines crucial repairs and improvements for the club, aimed at enhancing safety,
functionality, and the overall experience for both members and outside organizations that use the
facilities. With prior funding from Measure J, the city repaired an exterior drainage issue that was causing
long term flooding around our main buildings and pool pavilion. While these repairs have been
completed, and the drainage issues resolved, there was severe water damage to our back wall which is
shared with Sunrise Park. (photos 1 - 4)
The first objective is restructuring the retaining wall and installing an emergency entrance/exit to the back
patio area. Currently the only emergency entrance/exit is on the west side of the pool pavilion, leading to
the front parking lot on Sunrise Way. Our plans also include the removal of the additional retaining wall
photos 5 - 6) and eliminating the unused grass area (photo 7) to increase our patio space. This will
provide a safe and secure environment for the children to use as an outdoor space. Cur rently they are
using the front walking area next to our main parking lot, which is located on Sunrise Way, across from
Ralph’s shopping plaza. (photo 8) This is a very busy traffic area and could pose danger to children. We
will also be building a planter box along the north wall, allowing the children to plant their own garden as
part of our health and wellness program. (photo 9) The patio area will also include some landscaping and
seating areas for the children to use during their activities.
The second objective includes renovations of our pool pavilion. Currently, the pool pavilion is cooled by a
swamp cooler and skylights that open and close by power motors. The motors in the skylights no longer
work. (Photo 10) Due to climate change, we will be updating our ventilation system to circulate the air.
Besides our own members who use the pool, we offer it to outside organizations like the Mizell Center,
and Palm Springs Masters Swim Team. We also have a contract with the Palm Springs Unified School
District to provide swimming classes for students in grades one through eight. We need to ensure that the
pool pavilion is suitable for swimming, especially in the hot summer months.
Part of the renovation of the pool pavilion includes our locker rooms. Currently our locker rooms have
non-working showers, and facilities. (Photos 11 - 15) The locker rooms need to be updated with new
plumbing, shower rooms, and additional private changing stalls in the common areas. Inadequate
ventilation can cause major health hazards to our club members and outside organization attendees. For
hygiene purposes, the club needs to supply a place where members may shower and change after using
either the pool pavilion or our gymnasium.
This request for $500,000 is the first of a total ask of $2.5 million over the next four years. Due to the age of
our buildings and with their location on the grounds of Sunrise Park, we have plans to update and, in
some cases, replace areas within the club. Some of these areas include:
Roofing for all buildings
Interior remodels of children and teen centers
Exterior painting to maintain the aesthetics of the building
Upgrade outdoor lighting to enhance the safety of building and the park
Solar energy instillation for sustainability across the entire club
This plan not only addresses immediate needs but also looks ahead to future improvements, ensuring the
club remains a valuable resource for our community.
