Minutes of the Regular Meeting of the City Council
of the City of Palm Springs
CALL TO ORDER:
A Regular Meeting of the Palm Springs City Council was called to order by Mayor Pro Tem deHarte
on Thursday, October 24, 2024, at 5:34 p.m.
PLEDGE OF ALLEGIANCE:
Kaileia Faleafaga Castañeda, an elementary school student, led the Pledge of Allegiance.
ROLL CALL:
Present: Councilmembers Christy Holstege, Grace Elena Garner, and Lisa Middleton; and Mayor
Pro Tem Ron deHarte.
Absent: Mayor Jeffrey Bernstein.
City Staff
Present: Scott Stiles, City Manager; Teresa Gallavan, Assistant City Manager; Flinn Fagg, Deputy City
Manager; Jeremy Hammond, Deputy City Manager; Jeff Ballinger, City Attorney; Andrew
Mills, Chief of Police; and Brenda Pree, City Clerk were present at Roll Call. Other staff
members presented reports or responded to questions as indicated in the minutes.
PRESENTATIONS: None.
PROCLAMATIONS:
Mayor Pro Tem deHarte reported that the following proclamations were issued:
• The month of October was proclaimed as National Arts and Humanities Month.
• October was proclaimed as National Arts and Humanities Month.
• Peninsula Pastries was recognized on October 17, 2024, in honor of their 10-year anniversary in
Palm Springs.
• Elizabeth Pitcairn, American violinist, was recognized on October 18, 2024, in honor of her
outstanding contributions to the world of music.
• The city will commemorate the official unfurling of the Rainbow flag on October 30, 2024, a
cherished tradition that marks the official launch of Pride Week in the City.
• The City Council proclaimed October 31 to November 3, 2024, as Pride Week.
• November 3, 2024, was proclaimed as LGBTQ+ Veterans and Active-Duty Servicemembers Day.

SUNRISE PARK IRRIGATION CONVERSION TO RECYCLED WATER UNDER ON-
CALL AGREEMENT (A8868) FOR LANDSCAPE ARCHITECTURAL SERVICES

HOLSTEGE, CARRIED 4-0, to approve issuance of Task Order No. 2 to On-Call Agreement
No. A8868 with Community Works Design Group, LLC for Sunrise Park irrigation conversion
to recycled water for an increase of $21,525 and a total task order amount not to exceed $91,600;
and authorize the City Manager or designee to execute all necessary documents.
E. APPROVE CONTRACT SERVICES AGREEMENT NO. 24B250 WITH ENPRO
ELEVATOR, INC. FOR ELEVATOR EQUIPMENT REPLACEMENT FOR PALM
SPRINGS INTERNATIONAL AIRPORT
MOTION BY COUNCIL MEMBER MIDDLETON, SECOND BY COUNCIL MEMBER
HOLSTEGE, CARRIED 4-0, to:
1. Approve Contract Services Agreement No. 24B250 with Enpro Elevator, Inc. to provide
elevator equipment replacement for the Palm Springs International Airport in an amount not
to exceed $575,820 for the initial one-year term beginning October 28, 2024, through October
27, 2025.
2. Appropriate $340,820 from Airport Fund 416, moving funds from Airport Account No.
4167070-50126 (Grant Expenses) to Airport Account 4167065-60015 (Other Equipment).
3. Authorize the City Manager or designee to execute all necessary documents.
F. APPROVE CONTRACT SERVICES AGREEMENT NO. 24P258 WITH INTER-CON
SECURITY SYSTEMS, INC. FOR UNARMED UNIFORMED SECURITY GUARD
SERVICES FOR CITY EVENTS
MOTION BY COUNCIL MEMBER MIDDLETON, SECOND BY COUNCIL MEMBER
HOLSTEGE, CARRIED 4-0, to:
1. Approve Contract Services Agreement No. 24P258 with Inter-Con Security Systems, Inc. to
provide unarmed uniformed security guard services for City events for a three-year term in
an amount not to exceed $154,474.07 beginning October 28, 2024, through October 27, 2027,
with two options for one-year extensions at the City’s sole discretion;
2. Authorize the City Manager or designee to execute all necessary documents.

1. Hold a noticed consolidated public hearing this evening and receive public testimony; and
2. Adopt Resolution No. 25254, entitled, “A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF PALM SPRINGS, CALIFORNIA, ADOPTING AN ADDENDUM TO THE
COACHELLA VALLEY ASSOCIATION OF GOVERNMENTS’ TRANSPORTATION

Janey Weil, Jane Dodd, Nicole Panter Dailey, Abraham Ishaq, Vivianne Fernquist, and Natalie Awad
provided non-agenda oral testimony.
CITY COUNCIL AND CITY MANAGER COMMENTS, REPORTS, & AGENDA
DEVELOPMENT:
City Manager Stiles and the City Council discussed the tentative upcoming meeting schedule and agenda
items. Council members Holstege and Mayor Pro Tem deHarte provided comments.
ADJOURNMENT:
The City Council adjourned the regular meeting of Thursday, October 24, 2024, at 6:57 p.m. to the Closed
Session meeting of October 24, 2024.
The City Council reconvened in the Council Chamber at 7:18 p.m.
Council Members Holstege, Garner, Middleton, and Mayor Pro Tem deHarte were present.

REPORT OF LATE BREAKING CLOSED SESSION ITEMS:
The Closed Session of the City Council of October 24, 2024, was called to order by Mayor Pro Tem
deHarte at 6:57 p.m.
The meeting convened into Closed Session to discuss the Late Breaking Closed Session Items, with the
following reportable action:

Desert Community College District.
Price and Terms.
City Attorney Ballinger reported that the City Council voted unanimously (Carried 4/0) (with Mayor
Bernstein absent), to approve a settlement agreement with College of the Desert. City Attorney Ballinger
reported the following:
•Under the settlement agreement, College of the Desert commits to constructing the Palm Springs
Campus; and if they default under that commitment, the City of Palm Springs would be able acquire,
from the College of the Desert, at no cost, the Tramview Property (comprised of 110 acres that the City
conveyed to the College of the Desert in 2010). This settlement agreement also resolves the Public
Records Act lawsuit that the City filed a couple years ago against the College; it provides that the City
will dismiss that lawsuit without prejudice, and that the college will pay the City $200,000 for the City's
attorney’s fees. Finally, the settlement agreement provides that the city will remove the deed restriction
that was placed on the Tramview property in 2010.
