I am a resident of Escena and I have some concerns and questions about theproposed lot split for the parcel at the corner of Vista Chino and Gene Autry, currently
to be heard in a Study Session as Item No. 4
1. Lots 3 through 6 of this proposal are slated for rental units. The proposal does not
show traffic circulation for these proposed lots, specifically the means of egress to therental units. Our HOA now charges $240 in monthly assessments to eachhomeowner. It seems unlikely that such an assessment will be added to the monthlyrental charges for each renter. How does the developer envision HOA involvment inthese rental units? Will there be a separate HOA? And if so, can there be a separatemeans of egress devised to keep the rental units separate from the owned homes?The increased density of occupancy and the added impact on our roads and entry
points will be significant. It would seem unfair for existing and future homeowners to
carry the burden for the significant new residential density, concentrated in one
place.
2. Escena currently has no public pool, but the proposal for the rental units showsone. Will this be covered by a separate HOA? Does the developer envision severaldifferent HOAs for the rental units, or just one new one?
3. The original plan for this land was for a hotel/resort, which would bring a different
clientele than a highly dense rental development. This is somewhat problematic for
those of us who bought with the understanding that a hotel would someday occupy
that site. The density of the rental units seems really high. Could we get a "not-to-
exceed" count of the number of total proposed units in these four proposed lots?
