ROLL CALL: Committee Members Present: O’DONNELL, THOMAS, BASTIN, MACDONALD, CASTRO. Members Excused: HARLAN, THOMPSON, WALSH. Staff Present: Christopher Hadwin, Ken Lyon, Irene Cruz, Glenn Mlaker. REPORT OF POSTING OF AGENDA: Agenda available for public access at the City Hall exterior bulletin board (west side of Council Chamber) and the Planning Services counter by 9:00 pm on Thursday, October 17, 2024. ACCEPTANCE OF THE AGENDA: The Architectural Review Committee will discuss the order of the agenda, may amend the order, note abstentions and request Consent Calendar items be removed from the consent calendar for discussion. Item 1B will be continued to a date uncertain Item 1C will be continued to a date uncertain Item 3B will be continued to a date uncertain Motion made by Vice Chair Thomas, seconded by Bastin, to approve the Agenda as amended AYES: O’DONNELL, THOMAS, BASTIN, MACDONALD, CASTRO NOES: None ABSTAIN: None PUBLIC COMMENT: This time has been set aside for members of the public to address the Architectural Review Committee on the Consent Calendar and other agenda items; and items of general interest within the subject matter jurisdiction of the Board. Although the Architectural Review Committee values your comments, pursuant to the Brown Act, it generally cannot take any action on items not listed on the posted Agenda. Architectural Review Committee Minutes October 21, 2024 Page 2 of 2 D A MAJOR ARCHITECTURAL APPLICATION BY KOVAC DESIGN STUDIO FOR STEPHEN WHYTE, OWNER, FOR APPROVAL OF A SINGLE-FAMILY RESIDENCE ON A 2.34-ACRE HILLSIDE LOT LOCATED AT 211 RIDGE MOUNTAIN DRIVE; ZONE: OPEN SPACE-20; GENERAL PLAN: ESTATE RESIDENTIAL, APN 513-570-001, PLANNING CASE AR-2024-0049 / AMM-2024-0007 (KL) Motion by Vice Chair Thomas, seconded by member Castro, to approve Item 1A and Item 1D on the Consent Calendar. A REQUEST BY LOCKLEND, LLC, OWNER, (DBA: ARCHITECTURAL GLAZING) FOR A MAJOR ARCHITECTURAL PERMIT APPLICATION TO CONSTRUCT A 6,780- SQUARE FOOT WAREHOUSE BUILDING LOCATED AT 19345 NEWHALL STREET, ZONE M-2. (CASE #AR 2024-0077) (GM). Glenn Mlaker, Associate Planner, presented the Staff Report and answered questions of the committee. Gabriel Lujan, GLA Design, for the applicant, spoke and answered questions of the committee. Motion by member Castro, seconded by Chair O’Donnell, to approve the application with amendments. 1. Substitute flat paint for the highly reflective white. 2. The elimination of the downstairs window that backs up to the stairwell 3. Inclusion of full height doors on the trash enclosure to ensure it is not climbable. 4. That the applicant consider lowering the second-floor plate. AYES: O’DONNELL, THOMAS, BASTIN, MACDONALD, CASTRO NOES: None ABSTAIN: None ARCHITECTURAL COMMITTEE REPORTS, REQUESTS AND COMMENTS: Member MacDonald suggested a condition of approval be developed requiring applicants to revegetate (i.e. overseed) and restore native site conditions after construction completion. Member MacDonald and Planner Lyon to develop language that could be incorporated into possible conditions of approval. PLANNING DIRECTOR’S REPORT: Planner Ken Lyon discussed the upcoming meeting schedule, the status of the zoning code updates, and the development of design standards.
