HomeMy WebLinkAboutItem 4A_322 Desert Willow_20241203 HISTORIC SITE PRESERVATION BOARD STAFF REPORT DATE: December 3, 2024 NEW BUSINESS SUBJECT: A REQUEST BY THE WALCOTT MANOR TRUST FOR APPROVAL OF A MAJOR ALTERATION TO A CLASS 3 SITE LOCATED AT 322 EAST DESERT WILLOW CIRCLE AND ASSOCIATED REVIEW FOR POTENTIAL RE-DESIGNATION OF A CLASS 3 SITE TO A CLASS 1 OR 2 HISTORIC RESOURCE (APN #501-061-007) (SY). FROM: Department of Planning Services SUMMARY The property owners request approval to convert the existing carport into a garage and construct a new accessory dwelling unit (ADU) behind the garage structure. The original home was completed in 1959 and identified as a Class 3 eligible site in the Racquet Club Road Estates neighborhood evaluation conducted as part of the citywide survey in 2019. Pursuant to Municipal Code Section 8.05.130 (Demolition or Alteration to Class 3 and 4 sites), the HSPB will consider whether the site possesses sufficient historic significance to warrant possible re-designation to Class 1 or Class 2 historic resource and in doing so may issue a stay on demolition or alteration on the buildings. The property owner is not seeking historic designation of property. ISSUES: Under the direction of HSPB, staff is preparing a study session evaluating alterations to Class 3 sites, including the enclosure of original carports. The request to enclose the existing carport at 322 Desert Willows was submitted prior to this direction. As a major alteration to a Class 3 site, the options are to either stay the project and pursue designation proceedings or take no further action and allow the project to continue under the premise that it does not meet the findings for reclassification. Based on the information provided in the application and the site visit, staff finds the home at 322 Desert Willow Circle does not meet the findings as an exceptional resource with individual distinction for reclassification. Page 2 of 7 RECOMMENDATION: Staff recommends the HSPB take no further action and refer the permit application to the director for further administrative processing with the following recommendation: - Scale down the height of the new Accessory Dwelling Unit (ADU) to be subordinate to the height of the original home. BACKGROUND AND SETTING: This single-family home located in a cul-de-sac in the Racquet Club Road Estates neighborhood developed by the Alexander Construction Company during the post-World War II period. This neighborhood was designed with five different rooflines that alternate throughout the development. A total of 401 properties are attributed to this neighborhood and about 42% of the homes were identified as potential contributors during the citywide survey conducted in 2019.1 The main home is a one-story building with the gable end of the roof facing the street. The home has a panel of windows and exposed roof beams underneath the overhang on the front façade. Roof-mounted mechanical equipment has been screened with the same material that screens the existing breezeway. Related Relevant City Actions by HSPB, Planning, Fire, Building, etc… November, 2024 Site inspection by HSPB accompanied by City Staff. Ownership Status February, 2024 Purchase by the current owner. ANALYSIS: Staff analysis is based on the submitted application material, City documents and records, and site visits. The property fits within the following context: Post-World War II Palm Springs (1945-1969) Theme: Post-World War II Single-family Residential Development (1945-1969) Postwar Residential Architecture: Mid-century Modern Sub-theme: Single-family Residential Development (1945-1969) Registration Requirements to be eligible under this theme, a property must: • date from the period of significance; and • represent an excellent example of an architectural style or method of construction; or be associated with a significant architect or designer; and • display most of the character-defining features of the property type or style; and • retain the essential aspects of historic integrity. 322 Desert Willow Circle reflects residential tract development during the post-World War II period of Palm Springs. Homes in the Racquet Club Road Estates neighborhood were designed by Palmer & Krisel, and over time many character-defining features of the homes in the development have been altered but the overall feeling and neighborhood layout remain consistent with the original design. The proposed alteration includes converting the existing carport into a garage, replacing Historic Site Preservation Board Staff Report: December 3, 2024 HDEMO 2024-0017 – Major Alteration of a Class 3 Site – 322 Desert Willow Cir. Page 4 of 7 the existing gate in front of the entry breezeway, constructing a new attached ADU behind the proposed garage structure, and replacing exterior fenestration on the rear façade of the main home. Requests for Major Alteration of Class 3 sites are processed according to Municipal Code Section 8.05.130. Criteria and Findings for Possible Re-designation of a Class 3 Building. If the HSPB finds that the site warrants possible re-designation, it may direct and authorize the processing of an application to re-designate the site as a Class 1 or Class 2 historic resource, which will then be considered by the HSPB and the City Council as provided in Chapter 8.05 of the Municipal Code. Any demolition/alteration permit shall be automatically stayed for a period of up to one-hundred twenty (120) days pending a re- designation decision. In making its review, the HSPB must make the following findings: 1. That the Class 3 or Class 4 building possesses exceptional historic, architectural, archaeological, cultural or aesthetic significance to warrant redesignation as a Class 1 or Class 2 historic resource in accordance with the criteria set forth in Section 8.05.070 above; and 2. That the Class 3 or Class 4 building retains sufficient historical integrity relative to its original configuration, architectural features, or character. If the HSPB cannot affirmatively make these findings, then it shall take no action and refer the permit to the Director of Planning who shall thereafter approve the application for submittal to the Building Department for appropriate building permits. Staff analyzed the site relative to the criteria in 8.05.070 as follows: a. The site, structure, building or object exhibits exceptional historic significance and meets one or more of the criteria listed below: (i) The resource is associated with events that have made a meaningful contribution to the nation, state or community; or Based on the application submitted, no significant events are associated with this property that contribute in a meaningful way to the nation, state, or community. This Criterion is not met. (ii) The resource is associated with the lives of persons who made a meaningful contribution to national, state or local history; or According to the application, the home was owned by the Bigley family from when it was first completed until it was sold to the current owners in 2024. Page 5 of 7 (iii) The resource reflects or exemplifies a particular period of national, state or local history; or Constructed between the years of 1959-1962, the Racquet Club Road Estates is a residential tract development from the “Post-World War II period that exemplifies the Mid- century Modern style of architecture; however, staff finds the home would not be considered an exceptional reflection of that period, therefore, this home does not meet this criterion. (iv) The resource embodies the distinctive characteristics of a type, period or method of construction; or The residential buildings in this development used conventional methods of construction and building materials, therefore, does not qualify under Criterion iv. (v) The resource presents the work of a master builder, designer, artist, or architect whose individual genius influenced his or her age, or that possesses high artistic value; or Palmer & Krisel designed the tract homes within this development and the current condition maintains original design features but this specific home does not possess high artistic value or would be considered a representative work of the designers or the developer on its own merit, thus, does not qualify under Criterion v. (vi) The resource represents a significant and distinguishable entity whose components may lack individual distinction, as used in evaluating applications for designation of historic districts, for parcels on which more than one entity exists; or The home is identified as a contributing site within the Racquet Club Road Estates neighborhood which has the potential to be designated as a historic district, however, a district designation application is not under evaluation. 322 Desert Willow, in its current condition, retains many character-defining features, making its status as a contributor relevant for a future district designation application. (vii) The resource has yielded or may be likely to yield information important to national, state or local history or prehistory. There is no known information relative to the pre-historic period for this property. Evaluation of Historic Integrity. Historic Integrity is evaluated based on seven qualities: location, design, setting, materials, workmanship, feeling and association in accordance with guidelines of the United States Department of the Interior, National Park Service’s National Register Historic Site Preservation Board Staff Report: December 3, 2024 HDEMO 2024-0017 – Major Alteration of a Class 3 Site – 322 Desert Willow Cir. Page 6 of 7 Bulletin titled: “How to apply the National Register Criteria for Evaluation” as revised from time to time. Staff evaluated the property’s integrity as follows: Location. The home appears to be in its original location and maintains integrity of location. Design. This Palmer & Krisel floor plan is repeated throughout the development. The home demonstrates Mid-century Modern design principles and features like the roofline, massing, carport, fenestration, and entry features are easily distinguishable as key elements. When compared to the photos from the 1960s, it is clear that a recent remodel of the home changed the size of the window openings on the front elevation as well as the surrounding landscape. Setting. The Racquet Club Road Estates development was constructed during the period of 1958- 1961. This development utilized a cul-de-sac street pattern of single-family homes, which remains in place. Materials. The home was built using conventional wood framing and the exterior consists of a stucco wall exterior. The windows on the front façade has been resized and replaced with modern windows. Workmanship. Conventional construction methods were used to build this home and do not exhibit noteworthy or exceptional workmanship. Feeling. The overall feeling of a modest residential dwelling remains. Association. The home is associated with the prominent developer Alexader Construction and architects Palmer & Krisel and an example of residential development in Palm Springs during the post-World War II period. ENVIRONMENTAL ASSESSMENT The possible action of the HSPB to initiate a re-designation application and to place a stay of demolition/alteration on the property is not subject to review under CEQA pursuant to Sections 15060 (c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment), and Section 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Historic Site Preservation Board Staff Report: December 3, 2024 HDEMO 2024-0017 – Major Alteration of a Class 3 Site – 322 Desert Willow Cir. Page 7 of 7 Regulations, Title 15, Chapter 3, because it has no potential for resulting in physical changes to the environment, directly or indirectly. CONCLUSION: Based on the submitted application material, staff finds that the home does not meet the findings for re-classification as a Class 1 or Class 2 site on its own merit, thus recommends HSPB take no action and allow the project to move forward. The existing home consist of a single dwelling structure of three bedrooms and 2 bathrooms. Designed by Architect Christofer Alexander, this home was part of a series of track homes on which is now Racket Club District. Built 1959, the existing of 1,225 sq. ft. home with an attached cart port structure of 386 sq.ft., sits at the end of the Desert Willow Cul-de- sac. Facing east, this Alexander home was framed with 2x4 wood studs, 12” dimensional lumber roof beams with an “A” frame roof. The carport is attached to the south with two 12” beams that extend from the home exterior wall to the carport supporting post. The carport roof consists of ribbed deck sheathing fastened to four supporting beams which a 4x4 post on each end. As a record of alterations through the history of the home below is a chronologic list of documentation found: • Current property information recorded by County Assessor, APPENDIX A • Permit records, Home construction and patio cover as per drawing from 1959-1964; Pool construction and permit information from 1974, pool size 19’x 35’, APPENDIX B • Google Earth street screen shot from 2007 through 2015, APPENDIX C • Site wall construction permit from 2014, APPENDIX D • New Sewer main line permit from 2024, APPENDIX D • Sale of home, Title Report from 2024, APPENDIX E ****Note: Appendix A though F are documents on PDF format submitted with this letter **** Supported by this data, the home was built by Mr Bigley and stay in the same family throughout the years until the purchase by Jameson Swain in July 2024. Comparing the google earth photos from APPENDIX C with the current photos form APPENDIX F, there have been significantly exterior alteration to the property on the exterior of the house. To support this data the current homeowner has reached out to Mr Bigley’s family to research more information and images about the home. On APPEDIX G there is a series of family pictures with the home in the background from the year it was built till approximately 1990. As you can appreciate the finish materials of the house have been changed, door and window configuration have been modified; site walls, screen and fences have been updated throughout the years as well as the landscape. The most noticeable change is the new sliding doors in the rear façade. The current doors have acrylic white frames which are thicker and different from the front window openings which are the original clear anodized aluminum finish. We understand that any improvements made to this property will have to stay true to the original design of the home; our intention is to do so. However, the home is small for my client family current needs and the proposed improvements will accommodate their today’s lifestyle. We are proposing to enclose the existing car port and convert it into garage, insulate it and add AC. The intention is to keep the roof structure intact and add structural foundation, enclose the walls and finish it to match the current existing house plaster. By doing this we increase the front facade length for more of 25%. Along with this improvement, we are proposing the build of a new 535 sq. ADU as well as improvement the landscape for front and rear yards. To the main house we are proposing to enlarge the window opening on rear façade by removing all individual sliding doors and replacing it with one single glass stack wall of 20 ft of width. The finish of the new stackable glass door will match the existing aluminum frames and glass tinting. As we propose these improvements, we appreciate your consideration to review this project.
