Absent: None. Staff Present: Christopher Hadwin, Director of Planning Services, Sarah Yoon, Historic Preservation Officer & Associate Planner, Irene Cruz, Administrative Assistant. REPORT OF POSTING OF AGENDA: Agenda available for public access at the City Hall exterior bulletin board (west side of Council Chamber) by 6:00 P.M on Thursday, October 31, 2024 as required by established policies and procedures. ACCEPTANCE OF THE AGENDA: Motion by Member Herr, seconded by Vice Chair Rosenow to accept the agenda. AYES: Nelson, Rosenow, Bachman, Hansen, Herr, Moruzzi, Maschka- Hitchcock. NOES: None. ABSENT: None. PUBLIC COMMENT: David Hyams spoke of potential historic districts containing homes constructed by the Alexander Construction Company, a non-agenda related topic. 1. CONSENT CALENDAR: A. APPROVAL OF MINUTES: OCTOBER 1, 2024. Motion by Member Hansen, seconded by Member Bachman to approve the revised minutes on the consent calendar. AYES: Nelson, Rosenow, Bachman, Hansen, Herr, Moruzzi, Maschka Hitchcock NOES: None. ABSENT: None. EXCLUDED CONSENT CALENDAR: None. Historic Site Preservation Board Meeting Minutes November 6, 2022 Page 2 2. PUBLIC HEARINGS: None. 3. UNFINISHED BUSINESS: None. 4. NEW BUSINESS: A. APPLICATION BY JACOB DECKER AND CARMEN DECKER FOR APPROVAL OF A MAJOR ALTERATION CLASS 3 SITE LOCATED AT 909 SUNAIR ROAD AND ASSOCIATED REVIEW FOR POTENTIAL RE-DESIGNATION OF A CLASS 3 SITE TO A CLASS 1 OR CLASS 2 HISTORIC RESOURCE (APN 501-071-009), CASE HDEMO 2024-0014 (SY). Associate Planner and Historic Preservation Officer Yoon presented the staff report and answered questions of the Board. Eva Sobesky, Architect, EIS Studio, on behalf of the Decker family, owners and applicants, spoke and answered questions of the Board. Motion by Member Herr, seconded by Vice Chair Rosenow to take no action and determine pursuant to CEQA that this action is not a project. AYES: Nelson, Rosenow, Bachman, Hansen, Herr, Moruzzi, Maschka- Hitchcock NOES: None. ABSENT: None. 5. DISCUSSIONS: None. BOARD MEMBER COMMENTS: Member Hansen recommends a future agenda item to discuss CEQA as it relates to the inventory and how they address alterations to contributing buildings, and noncontributing alterations to buildings within historic districts. Director Hadwin mentioned that the current historic ordinance will be evaluated in the zoning code update to determine if the codes are robust enough to address the alterations being proposed. Member Maschka Hitchcock asked about the scope of the zoning ordinance review and the extent of the Board participation. Member Hansen recommended a future agenda item to discuss applying for a CLG Grant next year. STAFF COMMENTS: Update provided regarding a demolition previously reviewed by HPSB. Staff Holiday Party scheduled for December 5th, 2024. ADJOURNMENT: The Historic Site Preservation Board adjourned at 6:10 p.m. to its regularly scheduled meeting on Tuesday, December 3, 2024, at 5:30 p.m., in the Large Conference Room at City Hall.
