CALL TO ORDER President Willison called the meeting to order at 3:00 p.m. 2. ROLL CALL PRESENT Harry Courtright Yes Ashley Dunphy Yes Linda Futterer Yes Ed McBride Yes Ron Willison Yes STAFF PRESENT: Julie Warren, Library Services and Public Relations Manager. CITY STAFF PRESENT: Lisa Brock, Library Operations and Collection Manager PUBLIC PRESENT: Cathy Brant 3. POSTING OF AGENDA: Julie Warren reported that the agenda was posted on the Library’s website and at City Hall on or before October 19, 2017. 4. APPROVAL OF MINUTES OF: The minutes of September 28, 2017 meeting were accepted. 5. ADDED STARTERS: Report from Advocacy Committee will be added as section 9. G. 9. G. moved up at this time. 9. G. Report from Advocacy Committee Trustee Dunphy reported that she, Trustee Courtright, and Director Kays met with two representatives from the Friends of the Palm Spring Library and the Foundation. They all expressed interest in having another joint meeting and doing more outreach in the community. Director Kays suggested starting a campaign called “Why the Library Matters to Me.” It was suggested everyone have an elevator speech ready and possible creating a pocket card with library statistics. Library staff is working with the Friends to create a PowerPoint to use when doing presentations in the community. 6. PUBLIC COMMENTS: None 7. TREASURER’S REPORT: Treasurer Futterer gave the report. 8. REPORT FROM FOPSL LIAISON: Cathy Brant gave the report. The Friends partnered with ONE-PS to hold a candidates forum. They had over 250 people attend. During Friends of the Library week the winner of the bookmark design contest was announced at an ice cream social; the Mayor attended and presented the Friends with a proclamation of merit. They also had a raffle and a book sale during the week. The Friends have partnered with the Palm Springs Cultural Center to host Palm Springs Speaks. They are bringing three authors to the Coachella Valley: Dan Savage, Deepak Chopra, and Lisa Scottoline. Tickets for the series are $150 for general admission and $250 for VIP; more information and tickets are available at www.palmspringsspeaks.org. Board of Library Trustees Minutes: October 26, 2017 2 9. LEGISLATIVE ACTION 9. A. Main Library Renovation Architectural Proposals Julie W arren reported that Franco Laurie from Public Works was unable to attend the meeting but provided updates for the Board. The request for architectural proposals will be posted by November 16th. 9. B. Welwood Patio Design Julie Warren reported that Franco Laurie from Public Works was unable to attend the meeting but provided updates for the Board. The subcommittee met on October 16th and any comments from the subcommittee were sent to the Landscape Architect. Once all of the comments have been addressed samples will be gathered to present to the Historic Site Preservation Board, due to Welwood Murray Memorial Library being a Class 1 Historic Public Site. 9. C. Library Bylaws, Articles I-III The Bylaws committee is working with City Hall and the City Attorney to determine if our Bylaws are correct or if they need to be changed. The original bylaws are based on the City Charter but since then quite a few ordinances have changed. Discussion of Articles I-III will be tabled until next meeting. The Bylaws committee would like to propose that a Budget subcommittee be formed. This committee would review all fiduciary requests given to the Board and develop recommendations to present to the Board. Discussion ensued. Information on this did not make it into the current packet so this will be tabled until next meeting and this will be added to the November agenda. 9. D. Strategic Plan Trustee McBride reported that he has sent information to Director Kays so she can with the Procurement department to get the process started. 9. E. Set Date for Joint Organizational Meeting The Joint Organizational Meeting will take place on November 16th after the Library Board meeting. Director Kays will invite the Friends and the Foundation to the meeting. Advocacy and strategic planning will be discussed. 9. F. Main Library Art Sculpture No update at this time. 11. REPORT FROM STAFF REPRESENTATIVE National Night Out: Tuesday, October 3, PS Stadium, 5-8 p.m. Was a successful event. Great to get the word out about Library services and about our Friends organization. Halloween Party: Ken Frawley performed. Mr. Peanut and the NutMobile visited. 375 attended. Halloween VillageFest Outreach: Children’s Librarian and a Library Assistant attending VillageFest tonight for a special Halloween VillageFest. They will have crafts for kids. Palm Springs Speaks: Reminder that first event is author and advocate Dan Savage, November 14 at Camelot Theatres. Special VIP meet and greet reception begins at 6:00 p.m. and then author talk is at 7:30 p.m. with book signing to follow. Every attendee gets a copy of Dan’s book, It Gets Better. Proceeds benefit Friends of the Palm Springs Library and Palm Springs Cultural Center equally. Board of Library Trustees Minutes: October 26, 2017 3 All Staff Day: Library will be closed Friday, November 3, 2017 for our annual All Staff Day. 12. REPORT FROM LIBRARY FOUNDATION LIAISION Written report included in packet. Trustee Courtright requested we reach out to the Foundation and request they send a representative to give the report at each meeting. President Pro Tem Dunphy asked if we should appoint a new liaison to attend the foundation meetings. T his will be discussed at the joint organizational meeting. 13. TRUSTEE COMMENTS & REQUESTS Treasurer Futterer thanked Director Kays for the new blinds at the Welwood and mentioned that the Director of Facilities saw the baseboards and said they would be repainted in the spring.
